Tourists Wang Wei and Liu Xiuying from Kunming, Yunnan Province, sat under the grapevines, tasting the sweet grapes, and consulted Judge Shi Mengyao of the Grape Gugou Scenic Area Tourism Circuit Court of the Gaochang District People's Court of Turpan City, who was carrying out legal popularization in the scenic spot, on legal issues related to tourism and consumption.

"I didn't expect to be able to learn legal knowledge related to life while visiting the scenic spots, and such rule of law publicity activities are grounded!" Chen Xiaomin, a tourist from Deyang, Sichuan Province, said happily after receiving the civil code brochure from the hand of the tourism circuit court judge Ru Keye Nyaz.

The "Rule of Law Daily" reporter learned from the Xinjiang Uygur Autonomous Region High People's Court today that since last year, Xinjiang courts have vigorously promoted the construction of tourism courts and their circuit trial points, and on the basis of the establishment of tourism circuit courts in all tourist attractions above the 4A level, they have timely followed up the newly upgraded 12 4A-level tourist circuit courts, and set up tourism circuit courts in some 3A-level scenic spots.

Up to now, Xinjiang has set up 94 tourism circuit courts, providing an all-round and multi-level judicial guarantee for the healthy development of xinjiang's global tourism by building a characteristic tourism judicial service guarantee brand.

Shi Mengyao is a judge in the Gaochang District Court's Case Filing Division and the head of the GrapeVine Tourism Circuit Court. She told reporters that the Grape Valley Tourism Circuit Court provides "one-stop" convenience services such as telephone acceptance, pre-litigation mediation, circuit trial, and immediate enforcement in the Grape Valley Scenic Area, and tourism disputes can be filed on the spot, tried on the spot, adjudicated in court and immediately enforced.

The reporter saw in the scenic spot that in order to provide convenient and efficient litigation services for tourists in the grape valley scenic spot, the tourism circuit court placed court signs in a conspicuous position in the scenic spot, placed a litigation service guide and a two-dimensional code of the Xinjiang mobile micro-court in the scenic spot visitor center, and posted the judge's contact card at the scenic ticket point, shuttle bus and other places.

According to reports, since its establishment, the Grape Gully Tourism Circuit Court has resolved more than 100 contradictions and disputes, and none of them have entered the litigation procedure. The court also combined the characteristics of scenic spot case disputes, sorted out hot and difficult issues, communicated with the scenic spot tourism law enforcement brigade in a timely manner, and put forward more than 10 judicial suggestions.

The Grape Valley Tourism Circuit Court has also established a linkage mechanism with the Tourism Law Enforcement Brigade of the Culture, Sports and Tourism Bureau of Gaochang District, Turpan City, adopted the "110 linkage" police dispatch method to accept cases, increased the punishment for illegal acts such as fraud and slaughter, and supported the construction of a tourism integrity system.

Wan Bin, vice president of the Second Civil Division of the Turpan Intermediate People's Court, told reporters that on April 9 last year, the Huoyan Mountain Scenic Area, the Grape Valley Scenic Area, and the Kumutag Desert Park Scenic Area In Gaochang District of Turpan City were inaugurated, becoming the first batch of tourism circuit courts in Xinjiang. In view of the characteristics of tourists in tourist attractions such as large mobility and hurried itinerary, the courts at both levels in Turpan City have strengthened the construction of a professional adjudication mechanism for tourism disputes, selected senior judges to form a professional team, and carried out itinerant case handling. In view of the characteristics of Turpan's "one-day trip", the tourism circuit court strives to accept disputes on the same day, resolve them on the spot, and perform them immediately. Prompt case filing judgment that cannot be performed immediately to guide them to apply for judicial confirmation, and cannot reach a mediation agreement.

The Tourism Circuit Court has opened up a new model of convenient judicial services in Xinjiang's tourist attractions.

On June 7 this year, when Wang Mou and Ma Mou, a self-driving tourist from Gansu Province, were driving through Arshan Village, Narathi Town, Xinyuan County, Xinjiang, the glass of the vehicle was smashed by stones splashed by a galloping horse on the mountain.

Tourist Wang Mou found the horseback riders Nu Mou and Jia Mou who caused the dangerous situation on the spot, and demanded that the two compensate the vehicle glass. Nu and Jia refused to compensate on the grounds that they were riding without knowing it.

At the time of the stalemate, the tourist Ma Mou saw the convenience contact card posted by the Narathi Tourism Circuit Court and proposed to go to the Tourism Circuit Court for legal help.

After the parties came to the court, the judge on duty that day, Ruan Jinyan, used pre-litigation mediation to resolve the dispute, and with the relevant provisions of the Civil Code on "emergency risk avoidance", explained to Nu and Jia about the civil liability that the lover who caused the risk should bear, after patient interpretation and analysis, Nu and Jia realized their wrong behavior, paid the car glass compensation on the spot, and the contradiction was quickly and satisfactorily resolved.

According to the reporter's understanding, so far this year, the Xinjiang Tourism Circuit Court has resolved contradictions and disputes nearly 9 times that of the whole year of 2020, and the mediation rate has reached 98.4%, providing all-round, full-chain, all-weather "110" judicial services for tourism consumption.

In view of the characteristics of tourism disputes, such as the fact that the evidence is not easy to fix and the parties' itineraries are in a hurry, courts in various parts of Xinjiang have strengthened the construction of specialized adjudication mechanisms for tourism disputes, and selected senior judges and judges' assistants to form professional tourism collegial panels to handle tourism disputes, so as to improve the trial level of tourism dispute cases.

The establishment of tourism circuit courts at all levels in Xinjiang has not only accelerated the resolution of tourism-related disputes, but also helped scenic spots to establish and improve relevant systems, improve the quality and tourism feelings of scenic spots, and make every effort to create a bright business card of "Xinjiang is a good place".
