Ray Pogarin is a character in the Grand Theft Auto series, playing five enemies in Grand Theft Auto 4 and the main enemy in Tony's Gay Song.

Bulgarin was born in 1958 and had a younger sister named Galena. He went to wrestling school as a kid and his coach made him take steroids.
Bulgarin later emigrated to Liberty City and began his criminal career. In 1989, he was arrested for accepting a whole ship of Albanian sex slaves and later deported. After some time, he continued to cross the Adriatic Sea, where he was also in the midst of a large human trafficking dock.
He hired Nick Berwick as a human trafficker to smuggle people from Eastern Europe to Italy until once the ship sank and Nick was forced to abandon the ship and cargo and swim to safety. Bulgarin blamed Nick for the loss and tried to hunt him down. Nick joined the merchant fleet to escape Bulgarin's influence in Europe, and he spent 7 platypuses before fleeing to Liberty City.

Sometime in 2008 or before Bulgarin returned to Liberty City to expand his business interests and met his old friend Dimitri Rascarof. Dimitri did not hesitate to hand over Nick who worked for him to Bulgarin, who escaped the ambush, but Bulgarin still insisted on tracking him with Dimitri's class help.

More about his personal lifestyle is also revealed — he owns an oracle, a blue earth (he sacrificed) and a black marbel. In his free time, he enjoys playing rock 'n' roll with his bodyguard Timur. He also has a large collection of video game consoles, sports and rock memorabilia (some of which have been used by famous rock stars, including a $50,000 guitar), and even some fine art (he said on the phone that he wanted to spend $20 million on a painting). Paulgarin believed that "everything has a price, you just need to find out what it is" and hired a prostitute at Masonet 9 to spend the night. Bulgarin hired Luis Peloz to assist him in acquiring the hockey team, first eliminating some of the lasso members. In the end, Bulgarin and Ashvigli quarreled that Luis had to kill the team owner in a frenzied ambush.
Eventually, Pauline discovers Tony and Louis and gets a diamond stolen from him by a chef (Luis and Tony didn't buy diamonds from him initially) which leads him to betray Louis. During his mission to betray Luis, he (in potentially killing his sister) apparently had an uneasy tone towards Luis, and then he sent him to a small rooftop in Italy called "Ban Timur". When he got there, he took Louis to a box on the roof where the chef's head had been cut off. Suddenly, snipers, gunners, gunners, cars, and even planes were in front of Louis. Louis repelled them and managed to escape from the roof.
Later, Giovanni Ancelotti's daughter was kidnapped after Luis Peloz found her, and Giovanni Gracie's father forced Luis and Tony to exchange diamonds for her name. Pauline spotted Nick and Louis representing each other and ordered his men to fire. Bulgarin again failed and both Nick and Louis fled, and his men threw the diamond into the truck when they encountered Nick and Patrick Mcreary.
Giovanni Ancelotti later sent Vince and Locke Pelosi to tell Luis that he had to kill Tony, and Vince and Locke became partners or Ancelotti would kill both of them. After killing Vince, Louis fended off the pursuing killer. At this moment, after Dimitri Rascarov was killed by Nick Berwick, Paulgarin claimed to have obtained heroin from him.
At the start of the mission, Louis destroys heroin and kills Bulgarin's gunmen, including Timur. Later, with the help of Joseph Amir, Louis jumped on Bulgarin's plane, which he used to flee the country. Bulgarin asks Louis not to kill him (because the grenade in his hand will explode). Louis killed Pauline and activated the grenade. The plane exploded in mid-air, but Louis survived and returned to Liberty City with a parachute.
