After the Tongzhi Emperor ascended the throne, along the old ming dynasty practice, the Xianfeng Emperor's empress Dowager Ci'an was called the Empress Dowager, and his own birth mother Cixi was called the Empress Dowager, stipulating that edicts should be issued, and the subordinates all had the insignia of the two on their faces, which was actually not much different. However, Ci'an was originally the empress of the zhenggong palace, who had a close relationship with the courtiers and had strength; Cixi was favored by the palace maid, and the title was no more than a noble concubine, although she had a son who became emperor, but had no roots in the imperial court.

In order to change this balance of power, Cixi gathered some eunuchs and formed a force of internal officials. Among the eunuchs was a man named An Dehai, who was very cunning and skillful, and was very pleasing to Cixi. He always interfered in the affairs of the DPRK and was extremely arrogant. When the Tongzhi Emperor reached the age of ten, he gradually understood things, and was very disgusted with An Dehai's tyranny, and often reprimanded him in person. After Cixi knew this, she cursed the Tongzhi Emperor and sheltered An Dehai, making the Tongzhi Emperor's resentment towards An Dehai even deeper. When he was playing, he used a knife to cut off the head of a small clay man, and the eunuch who accompanied him asked him what he was doing, and he replied angrily: "Kill Xiao Anzi." From here, the eunuch knew that Sooner or later Andehai would have to lose his head.

In the autumn of the eighth year of Tongzhi (1869), Cixi ordered An Dehai to go to the south to supervise the manufacture of dragon robes, and the Tongzhi Emperor ostensibly approved of it, but secretly consulted with Ci'an, and secretly ordered Ding Baozhen, the governor of Shandong, to kill An Dehai on the way. When Andehai passed through Dezhou, Zhizhou immediately reported to Ding Baozhen, and Ding Baozhen immediately ordered Cheng Chunwu, an official of Dongchang Province, to pursue him, but Cheng Chunwu was timid and afraid of things, and he did not dare to act after riding for three days. Ding Baozhen also ordered the chief soldier Wang Zhengqi to lead the pursuit, and chased until Tai'an to capture Andehai. After being escorted to Jinan, An Dehai shouted to Ding Baozhen: "I went on the orders of the Empress Dowager to do things, and whoever dares to touch me is afraid that he will be impatient to live!"

Ding Baozhen publicly announced the warrants of the emperor and Empress Dowager Ci'an, and An Dehai knew that his life had come to an end. Cixi was horrified when she got the report, and she didn't know what was going on. Ci'an convened a meeting of military aircraft and ministers of the Ministry of internal affairs to discuss, and everyone agreed that according to the rules of the ancestors, eunuchs could not leave the capital, and those who violated the law would not be spared. Anderhay was supposed to straighten out the Fa on the spot, but the court argument was suppressed for two days without being issued. Prince Yi proposed again, and was able to announce it. Andehai ambushed in Jinan, and the body was exposed to the city to prove that An Dehai was indeed dead.
