Combined with the regional geographical location and the surrounding major engineering construction projects, 13 mining economic zones such as the Gaoping Area of Gaoping Area in the East District of Liuyang City were creatively built. In order to promote the green and high-quality development of Changsha sand and gravel industry, the Changsha Municipal People's Government issued the "Implementation Plan for Promoting the High-quality Development of Sand and Gravel Industry in Changsha", organized relevant departments to investigate the current situation of sand and gravel ore development, established "one mine and one file", and supported the preparation of the "Changsha Sand and Gravel Soil Mine Development and Utilization Special Plan (2021-2025)", continuously optimized the development and utilization of sand and gravel resources, and ensured that the proportion of large and medium-sized mines reached more than 40%, effectively ensuring market supply.

Adhere to the service enterprises, stabilize the supply of sand and gravel market. In order to protect the legitimate rights and interests of mining rights holders, the Changsha Municipal Bureau of Natural Resources and Planning has strengthened its research on enterprises and issued the Notice on Regulating the Examination and Approval of Mining Rights issued at the Municipal Level. For the proposed new mining rights that meet the requirements of the special planning for sand and gravel soil and minerals, the county-level finance should arrange special funds to actively organize preliminary exploration; the original legal retention of mining rights shall continue in accordance with laws and regulations; for problems such as not reaching the minimum production scale and occupying public welfare forests within the scope of mining areas, comprehensively clean up the old accounts by increasing the production scale to 600,000 tons / year, reducing the scope of the original mining area and eliminating the public welfare forests, etc., to ensure that the government retained mines can continue production normally and stabilize the supply of sand and gravel aggregate market.

Strengthen supervision and actively create green mines. In the process of promoting the construction of green mines, according to the actual situation of mines within the jurisdiction, large and medium-sized mining enterprises with good basic conditions and strong strength are encouraged to take the lead in carrying out green mine construction and play a demonstration and guiding role. In 2019, Changsha Xiangning Cement Co., Ltd. actively responded to the requirements of green mine construction and was successfully selected into the national green mine directory, which played a good driving effect. Since the launch of the three-year action of green mine construction in 2020, 8 mining enterprises in Changsha have completed the construction of green mines, and by the end of the three-year action of green mine construction in 2022, all the mines in production will meet the provincial green mine standards.

In addition, combined with mine safety production, on-site verification of mining rights holders' exploration and mining information publicity, and supervision of the development and utilization of mineral resources, the Changsha Municipal Bureau of Natural Resources and Planning urges mining enterprises to fulfill their statutory obligations, strengthen ecological protection and restoration, increase the intensity of mine restoration and comprehensive treatment, and explore multi-channel and multi-channel comprehensive rectification and re-greening methods to achieve "mining, restoration, and governance". By the end of 2020, the city has completed a total of 199.69 hectares of geological environment remediation and restoration of historical mines during the "13th Five-Year Plan" period. It is expected that during the "14th Five-Year Plan" period, the city will complete the restoration of the geological environment of historical mines with an area of 141.1 hectares.
