Harbin Institute of Technology was formerly known as the Sino-Russian Industrial School established in 1920 and has long been under the joint management of China and the Soviet Union. By 1957, the number of teachers at Harbin Institute of Technology had reached more than 800, and the average age was only 27.5 years old. In addition, HIT, which urgently needs to transform, also faces the biggest obstacle, that is, the problem of identity. At that time, HIT was managed by the first machine department in charge of civil industry, while the three machine departments in charge of military industry were in charge. Therefore, IF IT wants to transition to military use, it must first solve the identity problem. Therefore, HIT has not been approved for several declarations of automatic control and other majors. Under these circumstances, President Li Chang still did not give up. Finally, in 1958, he seized the opportunity of the national leader's visit to HIT and put forward the idea of creating a professional such as automatic control and received support. The following year, HIT was assigned to the Three Machines Department as desired, and the biggest problem in front of the school was solved. Two years later, HIT was directly under the leadership of the National Defense Science and Technology Commission and became a veritable national defense academy.
In addition, President Li Chang has very strict requirements for teaching and scientific research. He believes that in order to meet the needs of the state to cultivate talents, it is necessary to create a strong teaching and scientific research team to ensure the quality of teaching. During the term of President Li Chang's term, HIT became a list of 6 key universities in the country determined by the Ministry of Higher Education in 1954, and it was also the only national key university outside Beijing at that time. Under his hard work, HIT not only successfully transformed into a military industry, but also cultivated a team of teachers known as "eight hundred heroes", creating the first golden period of development in the history of HIT. In 1964, President Li Chang retired to Beijing to take up his post, but the spiritual wealth he left behind inspired generations of Kazakh workers.
