According to the creation standards, increase publicity and create momentum
Shangdu Community is located in the center of Xinhua County, with an area of about 2.5 square kilometers, and has 1,290 households and 4,920 residents with original household registration, including 543 elderly people over 60 years old and 81 elderly people over 80 years old.
In accordance with the Notice of the National Health Commission and the National Office on Aging on The Work of Carrying Out the Work of Creating Elderly-Friendly Communities in 2021 and the spirit of relevant provincial, municipal and county documents, the Shangdu community set up a leading group headed by Li Jianbing, general secretary of the party branch, carefully formulated implementation plans, strengthened the responsibilities of the two committees of the residential and branch committees and coordinated from top to bottom, and used publicity tools and methods such as the village sound broadcast system, grid WeChat groups, wall billboards, and leaflets distributed to households to vigorously advocate the concept of "positive aging concept, healthy aging, and happy elderly". Widely publicize the importance of creating an age-friendly community, actively create a social environment of respect for the elderly, love for the elderly, old-age care, and filial piety, and quickly form a strong atmosphere in the jurisdiction where everyone pays attention and the whole people participate in the construction of age-friendly communities. The community adopts a combination of door-to-door registration and personal active declaration to improve the information ledger of the elderly in the community as soon as possible. According to the situation of living alone, empty nest, left-behind, incapacitated, dementia, severe disability and family planning special elderly families, carry out classified management, so that the roster of the elderly is accurate and the situation is clear.
Integrate community resources and carefully organize the creation
In April this year, the Shangdu community set up a retired party branch, with Xie Xuelan, a former community family planning specialist and director of the Women's Federation, as the secretary, and divided 50 retired veteran party members into two party groups. According to the needs of old party members in the community, fully integrate resources, strive to streamline and practice, and jointly build four comprehensive platforms of "Golden Autumn Party Banner Red, Golden Autumn Volunteer Hui, Golden Autumn Happy Home, and Golden Autumn Style Garden", which are composed of 7 volunteer service teams and 5 people to form a big mother team, participate in activities such as "picking up at hand" and "civilized persuasion", provide opportunities for old party members to learn and communicate, and ensure that retired old party members enjoy a high-quality golden autumn life.
The community takes the opportunity of creating a civilized county and implementing environmental sanitation and traffic order improvement to strengthen community environmental sanitation management, comprehensively clean up the historical garbage and health dead ends in the jurisdiction, help the elderly learn the knowledge of garbage classification, and advocate and assist them to implement garbage classification and recycling. The community regularly conducts safety inspections of facilities such as water, electricity and gas for special elderly households living alone and empty nests, and timely transforms and repairs aging or damaged equipment and facilities to eliminate potential safety hazards. Establish a community fire prevention and emergency assistance network, improve the residential fire prevention and emergency rescue and rescue functions of the elderly, regularly hold lectures on safety knowledge for the elderly, and mobilize them to participate in community safety education and management. Actively strive for higher-level policies, financial support and social donations, and carry out renovation and maintenance of the spatial layout, ground handrails, kitchen equipment, toilet bathing equipment and emergency call equipment of the elderly's families to reduce the living risks of the elderly.
With the strong support of Shangdu Street, last year, Shangdu Community raised funds to build a new 5-story convenience service center, which was delivered in April this year, with a total area of more than 1,100 square meters, the first floor is a one-stop service hall, with a library, an entertainment room for the elderly, chess, poker and other recreational supplies; the third floor covers an area of 220 square meters, as the office of the retired party branch of the community, the elderly association and the elderly activity room. The community cultural square is located next to the convenience service center, planning to build a leisure walking area, a fitness area, and a cultural display area. At present, all kinds of organizations in the community are sound, and a relatively complete organizational system and service network have been formed.
Care for the elderly and improve the level of community service
Although the Shangdu community is located in the central urban area, for a variety of reasons, the living conditions of individual residents are not good. Li Dianbing, a 71-year-old wubao old man who originally had no fixed home and was suffering from various diseases, around the Spring Festival this year, his illness attacked and his life was in danger, and after Li Jianbing, general secretary of the community party branch, deputy secretary Gao Qiao, and others learned about it, they immediately sent him to the Meiyuan Health Center for hospitalization for more than 20 days, and also invited nursing staff to take care of his life, solve his own medical expenses and the labor costs of the nursing staff, send him new clothes, new shoes and socks, etc., and consult with 10 groups of residents Jiang Weirong to give up 3 houses for Li Dianbing to use free of charge. On January 28, after community contact and coordination, leaders of Xinhua County Transportation Bureau, Hunan Tianxiang Project Management Co., Ltd., Zhongji Construction Consulting Co., Ltd., Hunan Hongyuan Zhongzhu Engineering Project Management Co., Ltd. and other units came to his door to offer condolences and sent him 1,800 yuan of condolence money and daily necessities such as rice and edible oil. He kept saying thank you to the community leaders for saving his life, and thanked the party committee and the government for their concern.
Xie Jiushan, a resident of the 12th group, belongs to the fourth-degree physical disability, no ability to work, no economic resources, relying on low insurance to live, Xie Xuelan often sponsors him to solve his worries and difficulties; Yang Qirui, who is over sixty years old, left sequelae due to family planning in his early years, has limited mobility, and is weak, Xie Xuelan is very sympathetic to her suffering, gives her a report every year, and goes to Shangdu Street to fight for 2,000 yuan of medical assistance for her.
Gao Guohui, a resident of 10 groups, is frail and sickly, belongs to two female households, and the original house is crumbling. In 2013, Liu Binbin, then secretary of the community branch, and Ouyang Boxi, director of the community, were very concerned about him, and fought for funds for the renovation of dangerous houses in rural areas for his family, and also donated 2,000 yuan each; Gaoqiao and Gao cousins donated 4,000 yuan and 2,000 yuan respectively to build a 150-square-meter first-story house for his family. In 2019, due to a bit of water leakage in the housing, yang Jianhua, the old branch secretary, and the current community leaders Li Jianbing, GaoQiao and others won 22,000 yuan for him from the county housing and construction bureau, which was used for waterproof treatment of the house, making steel frame canopy, wall powder, stove, digging septic tank, etc., to improve living conditions, and at the end of the year, he also brought fruits to the door to comfort him, so that his family felt the warmth of the party and the government.
The community implements family doctor contract services, regularly conducts physical examinations for the elderly, holds health lectures, etc., establishes a home community visit system, and regularly visits the elderly living alone, empty nests, incapacitated and dementia, severely disabled and family planning special families; carry out anti-fraud publicity and education for the elderly, and improve their ability to identify and prevent illegal violations such as illegal fund-raising and telecommunications fraud. Set up public legal service rooms to provide legal aid and other public legal services for the elderly; organize community volunteer teams to provide elderly people in need with old-age services within their capabilities. Carry out a variety of cultural and recreational activities for the elderly, so that they can truly achieve "old age support, old age, old age dependence, old age enjoyment"
