On the morning of October 27, the 52nd session of the Standing Committee of the Second People's Congress of Huangpu District was held. Han Shunfang, chairman of the Standing Committee of the District People's Congress and secretary of the party leading group, Wu Lijian, Tu Qimin, Zhang Qin, Chen Jujue, deputy directors of the District People's Congress Standing Committee, and members of the Standing Committee attended the meeting. Zhao Yong, deputy district governor, Duan Shouliang, president of the district court, and relevant responsible comrades of the district supervision commission and the district procuratorate attended the meeting as observers. Xu Huiming, deputy secretary of the party leading group of the standing committee of the district people's congress, and Yao Xiaohong, member of the party leading group, were invited to attend the meeting.
The meeting heard and deliberated the comprehensive report of the regional people's government on strengthening the management of state-owned assets, and conducted a supervision and evaluation of the comprehensive report.
Han Shunfang pointed out that since last year, the district government has thoroughly implemented the policy decisions and arrangements of the party Central Committee, the State Council, the municipal party committee, and the municipal government on strengthening the management of state-owned assets, conscientiously implemented the deliberation opinions of the Standing Committee of the District People's Congress on the supervision of state-owned asset management, and promoted the improvement of the quality and efficiency of state-owned assets and state-owned enterprises under the district, the more standardized and orderly management of state-owned assets in administrative undertakings, the conservation and intensive utilization of state-owned natural resources such as land, and the remarkable results have been achieved in the management of various types of state-owned assets.
Han Shunfang demanded: First, it is necessary to deepen reform and innovation, optimize the structural layout of state-owned assets and state-owned enterprises, stimulate the vitality of the operation and management of state-owned enterprises, accelerate the market-oriented development of state-owned enterprises, and strive to enhance the market competitiveness of state-owned assets and state-owned enterprises; second, we must strengthen the implementation of the system, further improve the system and mechanism, further deepen the management of real estate in administrative institutions and institutions, further promote the conservation and efficient use of assets, and strive to improve the energy efficiency of state-owned assets in administrative undertakings; third, we must manage and make good use of natural resource assets, lay a solid foundation, and strive to strengthen the protection and utilization of natural resources.
The meeting deliberated and decided on matters related to the appointment and dismissal of personnel.
It was decided to appoint Yuan Yuan as the deputy district chief of Huangpu District, Wu Shuchun as the director of the Huangpu District Science and Technology Committee, and Yao Bochuan as the director of the Huangpu District Bureau of Statistics.
It was decided to appoint Sun Guanlin as director of the Budget Work Committee of the Standing Committee of the Huangpu District People's Congress of Shanghai Municipality; to appoint Liu Shu as director of the Xiaodongmen Subdistrict Working Committee of the Standing Committee of the Shanghai Huangpu District People's Congress; to dismiss Liu Shu from his post as chairman of the Huaihai Middle Road Street Working Committee of the Standing Committee of the Shanghai Huangpu District People's Congress; and to remove Liu Xiaokun from his post as chairman of the Xiaodongmen Subdistrict Working Committee of the Standing Committee of the Shanghai Huangpu District People's Congress.
Han Shunfang issued letters of appointment to Comrades Wu Shuchun, Yao Bochuan, Sun Guanlin, Liu Shu, and other comrades. This was followed by a constitutional oath-taking ceremony. Comrades Yuan Yuan, Wu Shuchun, Yao Bochuan, Sun Guanlin, and Liu Shu took the oath. Yuan Yuan made a statement.
The meeting deliberated and voted to adopt a decision on accepting Comrade Zhang Jie's request to resign from the post of vice chairman of the Standing Committee of the District People's Congress.
The meeting deliberated and voted on a resolution on accepting the request of Comrades Liu Xiaokun, Shen Yongbing, Lu Zheng, Gu Dingzheng, Zhang Jie, and other comrades to resign as deputies to the Second People's Congress of Huangpu District.
