The "Taiwan Women's Federation" was established by Chiang Soong Mei-ling on April 17, 1950. In 2016, a DPP public opinion representative alleged that the "Women's Federation" had received nearly NT$100 billion in "labor donations" since its establishment, which should be checked as "improper income".
After the DPP authorities passed the "Regulations on the Handling of Improper Acquisition of Property by Political Parties and Their Affiliated Organizations" in July 2016, Taiwan's internal affairs department and the "Committee for the Handling of Improper Party Property" began to investigate Taiwan's "Women's Federation" under the leadership of Gu Yan. Under high pressure, the "Women's Federation" held consultations with the authorities for up to three months on issues such as the disposal of assets and the way to supervise the operation of the organization in the future, but the conditions were never agreed.

On December 22, 2017, the internal affairs department of the Taiwan authorities announced the removal of Koo Yan-yun, then chairman of the Women's Federation, and her deputy, Ye Jinfeng. On December 24, the head of the "Women's Federation" was re-elected, and Lei Qian, a former public opinion representative of the Kuomintang, was elected as the new chairman of the committee.

On December 28, the "Women's Federation" held a standing committee meeting and voted to agree to sign a contract with the internal affairs department of the Taiwan authorities. On December 29, Lei Qian, on behalf of the "Women's Federation", signed a memorandum of consultation with the internal affairs department of the Taiwan authorities and the "Party Industry Association", agreeing to sign an administrative contract in the near future, which mainly includes:
1. Taiwan's "Women's Federation" donated 90% of its assets, about NT$34.3 billion to the public treasury for charity, and the rest of the assets were donated to the Women's Federation Social Welfare Foundation under the "Women's Federation";
2. Taiwan's "Women's Federation" shall, within 4 months after the contract takes effect, declare its dissolution to the competent department of Internal Affairs of Taiwan;
3. The internal affairs department of the Taiwan authorities and the "Party Industry Association" cannot determine whether the "Women's Federation" is a subsidiary organization of the Kuomintang, and after concluding the administrative contract, it will not continue to investigate and punish;
4. The Women's Federation Social Welfare Foundation, the Women's Federation Cultural and Educational Foundation for the Hearing Impaired, the Taipei Huaxia Women's Cultural and Educational Foundation, and the Private Revival Nursery School under the "Women's Federation" of Taiwan shall complete the re-election of the board of directors as soon as possible, and 1/3 of the members of each board of directors shall be appointed by the competent organ of the cause.
As for the "Women's Federation" preparing to sign an administrative contract with the Taiwan authorities, there have been many accusations from the outside world, believing that it is "kneeling down and begging for forgiveness." In this regard, Lei Qian said in a continuous interview with the media on January 4 and 5, 2018, that in fact, the plan of this contract was set by Gu Yanqiuyun herself in July 2017, and she only completed the negotiations with the Taiwan authorities according to the plan set by Gu Yanqiuyun. The reason why I am willing to sign it is because other schemes are worse! According to the current plan, it is still possible to achieve Gu Yan's wish to keep the "Women's Federation". Because according to the current plan, Taiwan's "Women's Federation" will be transformed into the "Taiwan Women's Federation Public Welfare Foundation", that is to say, the parent organization of Taiwan's "Women's Federation" will disappear, but the sub-organization will hang the old shop signboard, which is equivalent to Taiwan's "Women's Federation" surviving in another form. Gu Yan was a native of Fuzhou, Fujian Province, born on November 29, 1925 in Langguan Lane, Gulou District, Fuzhou. His grandfather, Yan Fu, was a modern Enlightenment thinker and the first president of Peking University; her husband, Koo Chun-fu, was a leader in Taiwan's industry and commerce and the first chairman of Taiwan's Straits Exchange Foundation.
In 1979, Gu Yan was hired as a member of Taiwan's "Women's Federation", a standing committee member in 1981, a secretary-general in 1990, promoted to vice chairman in 1998, and took over as chairman after the death of Song Meiling in 2003.
In fact, before Song Meiling's death, Taiwan's "Women's Federation" was basically in charge of Gu Yan and Qiuyun.
