During his time as a doctor in Liuhe County Hospital, Zhang Zhuo and the department staff jointly studied academics and had outstanding professional ability. After serving as the secretary of the medical technology branch of the party committee of the county hospital, he led by example everywhere and was rated as an advanced worker for many consecutive years.

With solid accumulation, Zhang Zhuo stood out in the provincial open selection of leading cadres, stepped into the deputy leadership position of the county health bureau, and shouldered the heavy responsibility of deepening the reform of the medical and health system in the county. She actively coordinated the finance, human resources and social security, development and reform and other departments to draft supporting policy documents for medical reform in Liuhe County and tracked the implementation item by item. Walking to the grassroots level during the day, studying the plan at night, and sometimes repeatedly arguing and discussing for a detail until late at night. Her efforts came to an end, and Liuhe County took the lead in completing the comprehensive reform of primary medical and health institutions in the province.

In order to meet the needs of farmers for medical treatment, Liuhe County launched the standardization of village clinics. Zhang Zhuo and the staff walked through the county's 219 large and small villages, from research, inspection, measurement, mapping to acceptance, she was her own work, early out and late home, often unable to eat, let alone accompany her young daughter. She said that as long as the problem of villagers' difficulty in seeing a doctor is solved as soon as possible, all the efforts are worth it.

After unremitting efforts, Liuhe County took the lead in achieving full coverage of standardized rural clinics in Tonghua City, village doctors have a "service position", and villagers do not leave the village for minor illnesses, which greatly enhances the happiness of farmers.

Since the launch of poverty alleviation, she has shouldered the heavy responsibility of "basic medical care is guaranteed". In the fields, you can always see her busy figure, helping poor households to do farm work, while summarizing the health poverty alleviation policy into easy-to-understand words for poor households. Zhang Zhuo summarized and created the "5+1" medical security poverty alleviation model, so that the provincial party committee and the provincial government to solve the "basic medical security" initiative has been effectively implemented in Liuhe. In order to solve the problem of special drug use for the poor, with the support of the county party committee and the county government, she coordinated the establishment of the "Government Guarantee Pharmacy" to carry out "one matter and one discussion" assistance. After the peasants reimburse the medical expenses, they can still reimburse some of the expenses, truly implement the policy of increasing the reimbursement ratio, and completely solve the problem of returning to poverty due to illness, so that the peasants can benefit from it.

In the past few years, it has reimbursed more than 70 million yuan for the rural poor population in Lika, saved more than 13 million yuan in medical expenses, and successively rescued 241 poor patients with the "one matter, one discussion" method, and the rescue fund reached 800,000 yuan.

In March 2019, Zhang Zhuo stepped into the post of director of the county medical insurance bureau. Faced with the pressure of few personnel, heavy tasks and high standards, she proposed to set up a medical insurance handling center in combination with the actual work, integrate medical security resources, change management into services, and lay a solid foundation for the realization of a unified medical insurance system for urban and rural residents.

She also coordinated civil affairs, designated medical institutions, Chinese life, Chinese insurance and other related units, organically integrated medical assistance, supplementary insurance for serious illnesses and other businesses, and carried out "one-stop" settlement in the county, reducing the burden of running errands and advancing funds for the masses, and facilitating the insured.

Under her leadership, Liuhe County medical insurance employees thought and worked hard to create a positive and harmonious atmosphere. The Medical Insurance Bureau has successively won the honorary titles of "Advanced Collective for Poverty Alleviation" in Liuhe County and "Advanced Grassroots Party Organization" in Tonghua City.
