
In accordance with the relevant laws and regulations of China and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Land Reform and Rural Development of the Republic of South Africa on the Phytosanitary Requirements for the Export of Citrus from South Africa to China, the General Administration of Customs issued Announcement No. 66 of 2021 (Announcement on quarantine Requirements for Importing Fresh Citrus Plants from South Africa) on August 31, 2021, and from the date of this announcement, allows the import of fresh citrus from South Africa that meets the relevant requirements.

Basis for inspection and quarantine
(1) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china and the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;
(2) The Food Safety Law of the People's Republic of China and the Regulations for the Implementation of the Food Safety Law of the People's Republic of China;
(3) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
(d) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Agrarian Reform and Rural Development of the Republic of South Africa on Phytosanitary Requirements for the Export of Citrus from South Africa to China.

The name of the product that is allowed to enter the country
Fresh citrus, including orange (scientific name: Citrus sinensis, English name: Orange), grapefruit (scientific name: Citrus paradisi, English name: Grapefruit), lemon (scientific name: Citrus limon, English name: Lemon), orange (scientific name: Citrus reticulata, English name: Mandarin) and its hybrid varieties (hereinafter collectively referred to as citrus).

Approved orchards, packing plants and quarantine treatment facilities
Citrus orchards, packaging plants, cold storage and cold treatment facilities must be reviewed and filed with the Ministry of Agriculture, Agrarian Reform and Rural Development of the Republic of South Africa (hereinafter referred to as "DALRRD") and jointly approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and DALRD. The registration information must include the name, address and identification code in order to accurately trace the origin of the exported goods if they do not comply with the relevant provisions of this phytosanitary requirement. The registration list shall be provided to GACC by DALRRD before the annual export season. A list of approved businesses is available on the GACC website.

Pre-export requirements
#01果园管理
1. Under the guidance of DALRRD, citrus orchards should implement effective pest monitoring, prevention and integrated management measures (IPM) to avoid and control the occurrence of quarantine pests of concern to the Chinese side.
2. Phytosanitary measures for citrus orchards must be implemented under the guidance of technical personnel with phytosanitary knowledge of pest prevention and control and monitoring, and technicians should receive training from DALRRD or DALRRD authorized training institutions. Specific monitoring plans and integrated management measures must be approved by DALRRD and provided to GACC upon request.
3. All registered orchards must keep records of pest monitoring and control and provide them to GACC upon request. Control records should include details such as the name, active ingredient, date of use and concentration of all chemicals used during the growing season.
4. Citrus must be produced from non-epidemic production sites (orchards) of pomegranate borer. If pomegranate borer is found in orchards, packaging plants and export quarantine links, the citrus from the relevant orchards must not be exported to China in the current season.

1. The processing, packaging, storage and shipment of citrus is carried out under the official quarantine supervision of THE DALRRD.
2. During the packaging process, citrus must be washed, sterilized, dried, waxed, picked and graded to remove defective fruits to ensure that they do not contain insects, mites, rotten fruits, branches, leaves and soil.
3. Exported citrus should be packaged and stored separately to avoid mixing with other fruits.

1. The packaging of citrus exported to China should use clean and hygienic, unused packaging materials that meet the requirements of Chinese phytosanitary.
2. Each box must indicate the name of the fruit, the place of origin, the country, the name of the orchard or its registration number, the name of the packing plant or its registration number.
3. Each box and pallet should be marked in Chinese or English as "Exported to the People's Republic of China."
4. If wood packaging is used, it must comply with international phytosanitary measures Standard No. 15 (ISPM 15).
5. Containers for the transport of Citrus must be checked for good sanitary conditions at the time of packing. This activity must be documented for DALRRD inspection.

All citrus exported to China must be cold treatment measures, and the cold treatment indicators are as follows:
Lemon: 3 ° C or less (pulp temperature), continuous treatment for 18 days or more.
Citrus (except lemons): -0.6 ° C or less (pulp temperature), continuous treatment for 24 days or more.
Citrus (except lemons) must be pre-cooled at -0.6 °C for 72 hours before cold treatment. If the medium-cooling temperature is higher than -0.3 °C for part of the day or part of the day, the treatment is extended accordingly by 8 hours /day. If the temperature exceeds 0 °C, this cold treatment is ineffective.

1. DALRRD officials should conduct a sampling inspection of each batch of citrus exported to China at a rate of 2%.
2. If quarantine pests of Chinese concern are found, the goods must not be exported to China.
3. If pomegranate borer is found, the relevant orchards will be disqualified from exporting to China this export season. DALRRD needs to identify the cause and take steps to improve it. At the same time, the records of seizures are kept and provided to GACC upon request.
#06植物检疫证书要求
Citrus that has passed quarantine is issued a phytosanitary certificate by THE DALRRD and states in an additional declaration column: "This consignment is in compliance with the requirements specified in the Protocol of Phytosanitary Requirements for Export of South African Citrus." Fruits to China, and is free from quarantine pests of concern to China.” (The shipment complies with the protocol on phytosanitary requirements for the export of citrus from South Africa to China, and does not carry quarantine pests of concern to the Chinese side). If the cold treatment is carried out during transportation, the additional declaration shall be marked in English as "Cold treatment in transit", and the cold treatment temperature, processing time, container, sealing number and other information shall be indicated.

Entry inspection and quarantine and non-conformity treatment
When citrus arrives at the Chinese port of entry, the Chinese Customs implements quarantine in accordance with the following requirements.

For certificate and identity verification
1. Verify whether imported citrus has obtained the Quarantine Permit for Imported Animals and Plants.
2. Verify whether the phytosanitary certificate complies with the provisions of Article 6 (6).
3. Verify that the markings on the boxes comply with the provisions of Article 6(3).
4. Verification of cold treatment reports, fruit temperature probe correction records, etc.

Entry inspection and quarantine
1. Exported citrus can be imported from all GACC ports where fruit is allowed to be imported.
2. In accordance with relevant laws, administrative regulations, rules and other provisions, the import of citrus is inspected and quarantined, and those who pass the inspection and quarantine are allowed to enter the country.

Non-compliant processing
1. If found to have originated from an unapproved orchard, packing plant or cold treatment facility, the batch of citrus will not be allowed to enter the country.
2. If the cold treatment is found to be invalid or failed, the goods will be treated with land-to-shore cold treatment (if it can still be carried out in this container), return, destruction and other treatment measures.
3. If any live apple-shaped curl moth, Mediterranean fruit fly or Natal fruit fly is found, the shipment is returned, destroyed or quarantined. At the same time, GACC will immediately notify DALRRD, which should identify the causes and implement corresponding improvement measures.
4. If pomegranate borer is found, the batch of citrus will be returned or destroyed, and GACC will promptly notify DLLRD of the suspension of citrus export from relevant orchards and packaging plants. DALRRD should identify the cause and implement appropriate improvement measures to avoid recurrence. The GACC will evaluate the improvement measures taken by DALRRD and decide whether to cancel the trade moratorium measures that have been taken based on the results of the assessment.
5. If other quarantine pests are found, the goods shall be returned, destroyed or quarantined. GACC will take further steps as appropriate and inform DALRRD in a timely manner. DALRRD should conduct investigations, identify the causes and implement appropriate improvement measures.

Retrospective review
Based on the dynamics of the citrus outbreak in South Africa and the interception, the GACC will conduct further risk assessments and consult with DALRRD to adjust the quarantine pest list and related quarantine measures.
After the trade began, the GACC conducted a retrospective review of the phytosanitary requirements for citrus exports from South Africa every five years, including sending experts to South Africa for a study tour. According to the inspection and with the consent of both sides, the Protocol will be revised.
