Meng Zhenping, chairman of the board of directors and secretary of the party group of China Southern Power Grid Corporation, said that China Southern Power Grid Corporation is actively promoting the development of pumped storage, and in the next ten years, it will build and put into operation 21 million kilowatts of pumped storage, and at the same time start construction of 15 million kilowatts of pumped storage put into operation in the "Sixteenth Five-Year Plan", with a total investment of about 200 billion yuan, plus a reasonable scale of new energy storage, to meet the access and consumption of about 250 million kilowatts of new energy in the five southern provinces and regions in 2030.

Achieving the goal of "carbon peaking and carbon neutrality" and building a new power system with new energy as the main body is a major decision and deployment made by the Party Central Committee and the State Council. During the "14th Five-Year Plan" and "15th Five-Year Plan" periods, the five southern provinces and regions will each add more than 100 million kilowatts of new energy installed capacity, and large-scale new energy will be connected to the power grid, which will put forward new and higher requirements for the consumption capacity and regulation capacity of the power grid.
"The new power system takes new energy as the main body, and the new energy with wind power, photovoltaics, etc. as the main body, and the output power is unstable, with the characteristics of large fluctuations and randomness." Zheng Waisheng, general manager of the strategic planning department of China Southern Power Grid Corporation, introduced that pumped storage is the most mature technology, the best economy and the most large-scale development conditions of the current flexible regulating power supply. As the regulator and stabilizer of the new power system and the booster of the large-scale development of new energy, pumped storage can effectively improve the power supply guarantee capacity and the safe operation level of the power grid, promote the consumption of new energy, and promote the construction of a clean, low-carbon, safe and efficient energy system.
In recent years, the installed scale of pumped storage capacity in China has increased significantly, and the scale of construction and under construction ranks first in the world. However, at present, China's pumped storage energy accounts for only 1.4% of the power system, and there is still a big gap compared with the proportion of developed countries in Europe and the United States. Among them, the five southern provinces and regions have an installed capacity of 7.88 million kilowatts of pumped storage, accounting for 2.1%, higher than the national proportion.
In September this year, the National Energy Administration issued the "Medium- and Long-term Development Plan for Pumped Storage (2021-2035)", proposing that accelerating the development of pumped storage is an urgent requirement for building a new power system with new energy as the main body, an important support for the safe and stable operation of the power system, and an important guarantee for the large-scale development of renewable energy; by 2025, the total scale of pumped storage will be more than 62 million kilowatts; by 2030, the total scale of operation will be about 120 million kilowatts。

"Pumped storage power stations use surplus electricity to pump water from the lower reservoir to the upper reservoir for storage at the trough of electricity consumption; at the peak of electricity consumption, the water from the upper reservoir is used to generate electricity and make up for the power supply gap in the power grid." Li Dinglin, deputy general manager of China Southern Power Grid Peak Regulation and Frequency Regulation Company, introduced that as an important means of regulation of urban power grid, pumped storage power stations have the advantages of flexible operation and rapid response, and are known as the "regulator", "voltage regulator" and "charging treasure" of the large power grid.

In the face of the current tight power supply situation, the peak-shaving and frequency-regulated power station of China Southern Power Grid Corporation, as a heavy instrument for stabilizing the large power grid, gives full play to the role of peak shaving and valley filling, and fully guarantees power production. According to statistics, the total peak regulation time of the five pumped storage power stations in September was 8541 hours, which was 125% of the average this year, an increase of 38% over the same period last year, effectively improving the power supply capacity of the five southern provinces and regions.
The three pumped storage power stations accelerated this time are all key construction projects in the national "14th Five-Year Plan". Among them, after the completion of the Zhaoqing Langjiang and Huizhou Zhongdong pumped storage power stations in Guangdong, the local power supply structure will be optimized, the energy clean and low-carbon transformation will be better realized, and the energy security guarantee and energy storage system of the Guangdong-Hong Kong-Macao Greater Bay Area will be effectively promoted, and the construction of a world-class bay area will be helped. It is worth mentioning that the Zhaoqing Langjiang and Huizhou Zhongdong Pumped Storage Power Stations are the first application of variable speed units in the five southern provinces and regions, which can provide more flexible, fast, efficient and reliable regulation capabilities than fixed speed pumped storage units, and can better adapt to the fluctuation characteristics of new energy. Guangxi Nanning Pumped Storage Power Station is the first pumped storage power station in Guangxi, which will help Guangxi achieve the goal of "carbon peaking and carbon neutrality", meet the rapidly growing demand for electricity in the power system, promote the transformation and development of clean and low-carbon energy, and add power support to high-quality economic and social development.
In addition, China Southern Power Grid Corporation has built two pumped storage power stations in Meizhou and Yangjiang, Guangdong, with an installed capacity of 1.2 million kilowatts in the southern region, and it is expected that the first unit will be put into operation at the end of this year in advance, which will greatly improve the power grid regulation capacity of the Guangdong-Hong Kong-Macao Greater Bay Area and alleviate the problem of electricity shortage during peak hours. It is expected that after each power station is put into operation, it will drive the development of local commerce, tourism and other supporting facilities, and can increase local fiscal revenue by about 100 million yuan per year.
The Meizhou pumped storage power station has an installed capacity of 1.2 million kilowatts, and the first unit is expected to be put into operation ahead of schedule at the end of this year, which will greatly improve the power grid regulation capacity of the Guangdong-Hong Kong-Macao Greater Bay Area and alleviate the problem of electricity shortage during peak hours.
