The comprehensive implementation of the river (lake) chief system is a major decision and deployment made by the Party Central Committee and the State Council to strengthen the management and protection of rivers and lakes, and is an inherent requirement for implementing the concept of green development and promoting the construction of ecological civilization. Since October 22, the local standard "River (Lake) Length System Work Specification" (DB33/T 2361-2021) in Zhejiang Province has been officially implemented, boosting the river (lake) length system to a new level.

From "there is a law to follow" to "do things according to the standard"
In 2003, Changxing County took the lead in carrying out the pilot river chief system in the country. In 2013, Zhejiang expanded the river chief system to the whole province. In 2017, the first local regulation on the river chief system in China, the Zhejiang Provincial River Chief System Regulations, was promulgated and implemented. In 2018, the country's first River Chief College was established. In 2020, take the lead in implementing the "green water coin" mechanism of public water protection in the whole society in the country...

Since the implementation of the river and lake chief system, Zhejiang has been at the forefront of many work in the country, and has won the positive incentive of the State Council for many times, and has achieved remarkable results. At present, under the guidance of the "Regulations on the River Chief System in Zhejiang Province" issued in 2017, there are about 52,000 river and lake chiefs at the provincial, municipal, county, township and village levels in the province, basically forming a complete set of river and lake chief system responsibility system and long-term mechanism. However, the "Provisions on the River Chief System in Zhejiang Province" puts forward programmatic and principled requirements for the work of the river chief system, and it is urgent to standardize and guide a standard with strong operability and landability.
In order to further deepen the management of the river (lake) length system in Zhejiang Province, improve the assessment system of the river (lake) length system, and effectively improve the management level and comprehensive quality of river (lake) length, since 2019, the Provincial Water Conservancy Department, the Provincial Beautiful Zhejiang Construction Leading Group "Five Waters Co-governance" (River Chief System) Office and other units have formed a compilation team to study and compile the work specifications of the local standard river (lake) length system in Zhejiang.
After project establishment, discussion and solicitation of opinions, which lasted more than a year, the local standard "River (Lake) Length System Work Specification" (DB33/T 2361-2021) in Zhejiang Province was approved by the Provincial Market Supervision and Administration Bureau, and jointly issued by the Provincial Beautiful Zhejiang Construction Leading Group River Chief System Office and the Provincial Water Conservancy Department, and implemented on October 22, 2021. The specification regulates the river (lake) length system work from four aspects, such as the basic requirements, work content, implementation requirements, information disclosure and file management, clarifies the setting and work content of river (lake) chiefs at all levels, and promotes the river (lake) length system work from "rules to follow" to "laws to follow" to "according to standards".

Scientific specifications are effective and practical
As the first provincial-level standard in the province that has a guiding role in the work of the river (lake) length system, scientific standardization and effective practice are the biggest features of the "River (Lake) Length System Work Specification" (hereinafter referred to as the "Code"). The "Specification" stipulates the basic requirements, work content and implementation requirements of the river (lake) chief system, refines the inspection requirements, and clarifies the classification and handling process of inspection problems.
In terms of the construction of the personnel contingent, it is clearly proposed that the two general river chiefs at the provincial, municipal, county, and township levels should be set up, and an organizational system of river and lake chiefs at the five levels of provinces, cities, counties, townships, and villages should be set up in accordance with the principle of combining the unification of river basins with the management of hierarchical segments (pieces); where river (lake) chiefs are adjusted, the work handover should be completed within 10 working days after their arrival; during the adjustment of river (lake) lengths at the county level and above, the river (lake) chief liaison part should perform their duties on their behalf; during the adjustment of the length of rivers (lakes) at the village level, the township level chief river chief should designate the person in charge at the same level to perform his duties on his behalf.
In terms of inspection requirements, it is clear that the inspection work of the provincial-level river (lake) chief should not be less than 1 time per year, the city-level river (lake) long inspection work should not be less than 1 time per quarter, the county-level river (lake) long inspection work should not be less than 1 time per month, the township-level river (lake) long inspection work should not be less than 1 time per half a month, and the village-level river (lake) long inspection work should not be less than 1 time per month, and the main responsibilities of river (lake) chiefs at all levels are clarified. The inspection of river and lake chiefs at the township and village levels is mainly based on on-site inspections, mainly inspecting the illegal encroachment of waters, illegal sand mining, littering of domestic garbage within the management area of rivers and lakes, and direct (stealing and leakage) of sewage.

In view of the problems found by the inspection of the river (lake) chief, the "Specification" is divided into three categories according to the degree of problems: minor problems, general problems, and major problems, and clarifies that the time limit for dealing with the three types of problems is 1 working day, 10 working days, and 30 working days after the handling opinion is submitted. The problems and classifications are displayed in a tabular and checklist manner, which is normative and instructive. For example, the phenomenon of dumping, landfilling, storage and stacking of domestic garbage or construction waste of less than 10 square meters is listed as a minor problem; illegal construction of rivers, poisonous fish by electric fish, direct discharge of sewage, illegal sand mining, etc. are major problems.
In addition, the "Code" stipulates the work of river (lake) chief publicity boards, publicity and public participation, archives and other work.

The formulation and implementation of standards will promote local standards to carry out the work of the river (lake) length system, improve the effectiveness of river and lake management and protection, enhance the sense of gain and happiness of the public, and provide strong support and guarantee for the construction of beautiful Zhejiang.
