Today (27th), the "Shanghai Huangpu JiangsuZhou Riverside Public Space Regulations (Draft)" was submitted to the 36th session of the Standing Committee of the 15th Municipal People's Congress for second instance. The reporter noted that whether the waterfront space can carry out fishing, walking dogs, and barbecues has a certain explanation in this legislation.

People who own dogs and those who don't have dogs have different attitudes towards this. Dog owners certainly want to be able to take their dogs for a walk. The community could have walked the dog, but if it was forbidden to visit the waterfront space, it would be greatly disappointing. Xu Liping believes that for example, the Huangpu section of the riverside is a colored trail, and if it is forbidden to walk dogs, it is understandable, because once the color trail is polluted, it is difficult to recover, which affects the public interest. In the view of Deputy Gu Xiuping, only the river that meets the water quality conditions and environmental requirements can be allowed to fish, otherwise it will bring many hidden dangers.
In the draft for comments, many citizens proposed that in addition to the public interest, the interests of surrounding residents should also be taken into account, such as if the sound equipment for dancing square dance is too loud, it will affect the rest of nearby residents. Especially those residential areas that are just a window away from the Sioux River Trail.
The reporter noted that the revised draft submitted for second instance made detailed provisions on this, adding that when delineating specific areas and time periods for the implementation of restrictive behavior, the working institutions of the coastal area should fully listen to the opinions of all parties of enterprises, institutions and residential communities along the coast.
Luo Peixin, deputy director of the Municipal Bureau of Justice, believes that for the common behavior of public activity spaces, on the basis of existing norms, special rules can be superimposed, and detailed implementation rules can be realistically written, and strive to achieve a delicate balance between protecting the public interest and meeting individual needs.

However, there are still many members who are worried about the law enforcement process.

During the deliberations, some members pointed out that there is already a situation of multi-headed management and jurisdiction overlap in some waterfront public spaces. For example, in the green space of the central section of Air China, the management power and law enforcement power belong to different levels of departments, if the above illegal acts are found, the urban management or the street will carry out education or law enforcement, is it feasible?
The geographical morphological characteristics of the public space along the river and the river are strip-like, which is different from the existing block management of the city. Some members of the Standing Committee pointed out that the requirements, level and ability of management in different districts are different, and if different regions implement different management methods, they must first do a good job of publicity work, so that citizens can "know in their hearts" when walking in the waterfront space.
