On October 25, the International Olympic Committee, the International Paralympic Committee and the Beijing Winter Olympic Organizing Committee jointly released the first edition of the Beijing 2022 Winter Olympic and Paralympic Winter Olympic and Paralympic Epidemic Prevention Manual (hereinafter referred to as the "Epidemic Prevention Manual").
The Epidemic Prevention Handbook is a key document to ensure the smooth hosting of the Beijing Winter Olympic and Paralympic Winter Games, and it is also a common epidemic prevention guideline for all stakeholders to participate in China.
The Epidemic Prevention Handbook, available in two parts, one for athletes and accompanying officers and the other for all other stakeholders, will provide them with comprehensive guidance on their travel to and arrival in China, their participation in the Winter Olympic and Paralympic Games, and their departure from Beijing.

Strict vaccination policies are enforced
"The formulation of the manual is the embodiment of the consensus of all parties. The manual insists on putting the safety and health of athletes and other participants and the Chinese public in the first place, fully drawing on the experience of other large-scale sports events in the world and combining China's epidemic prevention policies. For the introduction of the "Epidemic Prevention Manual", Han Zirong, full-time vice chairman and secretary general of the Beijing Winter Olympics Organizing Committee, said.
Previously, on September 29, IOC President Bach presided over a meeting of the IOC Executive Committee to review the key policies for epidemic prevention and control at the Beijing 2022 Winter Olympic and Paralympic Winter Games.
This includes vaccination policies – strict vaccination policies:
Athletes participating in the Beijing 2022 Winter Olympic and Paralympic Winter Games should be vaccinated "as much as possible". Other personnel implement the "two to choose one" policy, that is, those who complete the full vaccination 14 days before coming to China will directly enter the closed-loop management after entry; if they have not been vaccinated or have not completed the full vaccination, they will be subjected to centralized isolation and observation for 21 days after entry.

The closed-loop management policy during the race stipulates:
From January 23 to the end of the Winter Paralympic Games, closed-loop management will be implemented to ensure the safe hosting of the Winter Olympic Games. Closed-loop management covers all winter Olympic venues such as arrival and departure, transportation, accommodation, catering, competitions, opening and closing ceremonies.
Within the closed loop, participants will only be able to participate in activities related to their training, competitions and work between venues of the Winter Olympic Games. A dedicated transportation system for the Winter Olympics will be used within the closed loop.
Visitor Policy Requirements:
In view of the fact that the current global covid-19 epidemic prevention and control situation is still severe and complex, in order to prevent the possible spread of the new crown pneumonia epidemic and ensure the safety of all participants, it has been decided not to sell tickets to overseas audiences, but only to domestic audiences that meet the relevant requirements for epidemic prevention and control.
The specific epidemic prevention and control requirements that domestic audiences need to comply with and the specific arrangements for ticketing work are being studied and formulated, and will be released to the public in due course after being determined.
"Airport + hotel + venue" closed-loop control
Recently, from October 21 to 24, the first short track speed skating World Cup of the new season has ended at the Beijing Capital Gymnasium. In terms of arrival and departure reception, through the arrival and departure operation mode of "airport bus + traffic guidance", the arrival and departure operation mode of inbound personnel is guaranteed to be quickly picked up and transported to the hotel; through the traffic connection operation mode of "arrival and departure group + first body transportation team + BAIC Company", 24-hour full-time traffic guarantee is realized, and a classification work mechanism is established, and the operation guarantee of various groups is done with high standards and targeted.
In addition, in terms of nucleic acid testing, we will do a solid job of managing the number of people in the daily closed-loop account, especially to effectively grasp the relevant information of inbound personnel. Nucleic acid detection sampling points are set up in accordance with the principle of convenience and full coverage. Nucleic acid testing is fully covered by people, objects and the environment, and the nucleic acid test results are evaluated to ensure that the event is always in a low-risk state.
According to Xinhua News Agency, the epidemic prevention and control began at the entry gate. The event involved 60 foreign personnel, four of whom entered the country on August 27 and conducted centralized isolation and health monitoring in accordance with China's epidemic prevention and control requirements.
Another 56 people, including ITU officials, international referees, Korean and Dutch athletes and team officials, IOC representatives and foreign technicians, with the support of the relevant departments of the Winter Olympic Organizing Committee, arrived in Beijing on temporary flights and completed pre-boarding health monitoring and nucleic acid testing.
After arriving at the Capital International Airport, they took a special car to the hotel to start closed-loop management; all foreign personnel tested negative for nucleic acid.
In response, Colleen Renne, Chief Paralympic Delivery Officer of the International Paralympic Committee, said: "The experience of the past 12 months has shown that as long as all participants follow the COVID-19 policy set by the organizers, major sporting events involving multiple stakeholders around the world can be safely hosted. ”
Keep the event and the city safe
In formulating the Epidemic Prevention Manual, the Beijing Winter Olympics Organizing Committee mainly considered six principles. In this regard, Huang Chun, deputy director of the Epidemic Prevention and Control Office of the Beijing Winter Olympics Organizing Committee, made an interpretation.
The first is to simplify the organization of the competition, minimize non-essential activities and links, especially reduce the scale of personnel;
The second is to insist on vaccination;
The third is to adhere to closed-loop management;
The fourth is to adhere to effective disposal, and once the epidemic situation is discovered, it will be dealt with in a scientific, accurate and timely manner;
Fifth, adhere to the integration of prevention and control, fully integrate the epidemic prevention and control of the Winter Olympics into the epidemic prevention and control system of the host city, and ensure the safety of the event and the city;
Sixth, adhere to the overall planning, while strictly implementing epidemic prevention and control measures, take athletes as the center, take into account the needs of all parties, improve the participation experience, and create good conditions.
Wang Quanyi, deputy director of the Public Health Department of the Games Service Department of the Beijing Winter Olympics Organizing Committee, believes that the "Epidemic Prevention Manual" is more like a "manual for participating in the Games".
"It is to tell all the people who come to the Winter Olympics and Paralympic Games, how to come, what kind of situation it is after coming, what materials need to be prepared, what kind of code of conduct should be followed during the Games, etc."
It is understood that the second edition of the "Epidemic Prevention Manual" is scheduled to be released at the end of this year.
"The second edition of the Epidemic Prevention Manual will add more details to the first edition. At the same time, it is also necessary to consider the changes in the global epidemic situation, according to China's prevention and control requirements, with reference to the relevant epidemic prevention policies of various countries, continuous analysis and judgment, risk assessment, and make some adjustments to prevention and control measures, and finally form a complete "Epidemic Prevention Manual". Huang Chun said.
