The chief of the Housing and Urban-Rural Development Bureau used the construction boss as a "cash machine" with glasses and also paid for it

"Seeing the construction boss driving a luxury car and living in a mansion, my heart began to be unbalanced, and I always wanted to use the power in my hands to get benefits from them. Now that I think about it, without power and without a position, who will benefit me? On August 24, 2021, Chen Genqiu, former section chief and senior engineer of the Construction Industry Management Section of the Housing and Urban-Rural Development Bureau of Lin'an District, Hangzhou, was sentenced to 6 years in prison and fined 600,000 yuan in the first instance for accepting bribes.

Chen Genqiu has been engaged in construction management since entering the Lin'an construction system in 1988, and has been rated as an advanced individual many times because of his courage and determination to forge ahead. In December 2008, Chen Genqiu was appointed as the chief of the construction industry management section of the Lin'an District Planning and Construction Bureau. Since then, he has successively served as the director of the engineering quality and safety supervision station of the bureau and the general manager of Lin'an Infrastructure Investment and Development Co., Ltd.

Because he held the power to apply for qualifications, complete acceptance, law enforcement inspection, and evaluation of all local construction enterprises, Chen Genqiu became the object of the business owners' competition.

During the Spring Festival in 2012, Zhang Moumou, the head of a construction company, came to Chen Genqiu's office and sent him 5,000 yuan in cash. At first, Chen Genqiu did not dare to collect it and pushed it away for a long time. "Later, I thought that the money was not much, and his site management was still good, and it was unlikely that something would happen after receiving money." With this luck, Chen Genqiu finally accepted the money.

After receiving benefits, it is natural to "pay". Since then, Chen Genqiu has taken advantage of his position to pay special attention to the construction company. According to the regulations, the housing department conducts a safety and civilized inspection of the construction site under construction every quarter. Once the sampling inspection is made to Zhang Moumou's company, Chen Genqiu will inform him in advance and guide him to prepare for the inspection to avoid stoppage and rectification due to failure of inspection. From 2012 to 2019, Mr. Zhang used the Mid-Autumn Festival and the Spring Festival to send 16 gifts to Chen Genqiu, totaling 130,000 yuan.

At the beginning of accepting bribes, Chen Genqiu also felt nervous, but in the face of the temptation of money, he still couldn't stop, getting deeper and deeper, never refusing to develop to openly ask for it, and using the construction boss as his "cash machine".

One day in the second half of 2012, Chen Genqiu came to an optical shop in Hangzhou to order a pair of glasses worth 11,000 yuan and prepaid a deposit of 1,000 yuan. When it was time to get glasses, Chen Genqiu called Ye Moumou, the head of a construction company: "I want to go to Hangzhou to get glasses, can I drive it?" ”

After matching the glasses, Chen Genqiu has been rubbing and not paying. Ye Moumou understood the spirit and took the initiative to pay the remaining 10,000 yuan. "I wanted to wear designer glasses, and I was reluctant to spend my own money, so I called the construction boss to pay for it." Chen Genqiu confessed.

One day in the second half of 2018, Chen Genqiu repeated the same trick and asked Shangye Moumou to drive him to a meeting. After the meeting, Chen Genqiu proposed to go to a high-end commercial building in Hangzhou and picked a brand-name belt worth 2,000 yuan. This belt is naturally also paid for by Ye Moumou.

In addition, Chen Genqiu often used various names such as unit activities and no place to reimburse him, and reached out to the construction boss for money. Even the red envelopes wrapped for children are prepared in advance. During the National Day in 2014, Chen Genqiu had friends travel to Lin'an, accompanied by two children. Chen Genqiu plans to wrap two 6,000 yuan red envelopes as a greeting gift. Therefore, he called Du Moumou, the head of a construction company, and asked him to prepare two red envelopes.

Whether it is to ask people to pay bills or to manage people to ask for money, Chen Genqiu has set three principles for himself: one is to find someone who has been familiar with him and help him, the second is that the amount is within 10,000 or 20,000, and the third is not to find the same person continuously. "I want to help them, the amount of money asked for is not much, the bosses will not report." Chen Genqiu, who thought he was smart, could not escape the severe punishment of the law in the end.

The court found that in the 10 years from 2011 to 2021, Chen Genqiu successively accepted or demanded 90 property from 10 business owners, totaling more than 1.3 million yuan.

"I hate myself for not sticking to my original intention, making friends with the construction boss, pursuing material enjoyment, and putting myself on the road of violating discipline and law." Chen Genqiu confessed.
