My studies and exams were postponed until 1967, when I graduated from junior high school.
At that time, universities did not enroll students, only some secondary schools and high schools. After being recommended by the local Military Control Commission, plus the examination, I was admitted to qingdao rubber school. Later, this school was merged into Shandong Institute of Chemical Technology to become a secondary school department. I specialized in rubber, and after graduation, I was assigned to Qingdao Rubber Factory No. 6 and worked as a worker in the workshop.
In the 1960s and 1970s, under the background of the era of "preparing for war and preparing for the people" and "digging deep holes and accumulating grain", the state launched the "third-line construction", that is, coastal enterprises migrated to many inland provinces, such as Hubei, Guizhou and Sichuan. After the plant equipment is ready, technicians and workers are needed to debug and operate. I remember that in September 1973, I was seconded from Qingdao Rubber No. 6 Factory to Zaozhuang Branch to be responsible for putting into operation. In the beginning, only one product could be produced, the suction hose. Buried suction hoses are the pipes used in rural pumps. At that time, I was the squad leader in the workshop, and I did a good job, and the first hose was made by me and my comrades.
Later, he became the duty chief and secretary of the regiment branch of the workshop, and joined the Communist Party of China in December 1975. After joining the party, I served as the secretary of the general branch of the factory and the secretary of the youth league committee. In 1976, the Tangshan earthquake, in order to prevent earthquakes and provide disaster relief, organizationally let me serve as the deputy commander-in-chief of the earthquake prevention command. Wang Rui: In 1976, Zaozhuang Branch Factory was decoupled from Qingdao Rubber Factory No. 6 and renamed Zaozhuang Rubber Factory. The name of the factory is neither hung in Shandong Province nor Zaozhuang City. Maybe at that time, I thought that taking this name was atmospheric, and I suffered a big loss. At that time, when I went on a business trip, whether it was a car ride or a stay, I needed a letter of introduction. Our introduction letters are all written "Zaozhuang Rubber Factory", and when outsiders look at the words "Zaozhuang Rubber Factory", they think that you are a village-run enterprise and do not know where "Zaozhuang" is. We're actually a midsize business. So wherever we go, we have to explain that we are the hometown of the railway guerrillas, we are an enterprise in Zaozhuang City, and we are a relatively large branch of Qingdao Rubber Sixth Factory. However, people did not believe it, so the name of this factory was written "Zaozhuang" instead of "Zaozhuang City", and the boss suffered a loss.
After I became the deputy director of sales, I adopted the method of "please come in" and "go out" to publicize enterprises and products. The so-called "going out" means that I take the section chief and section staff to visit each household, take the promotional materials and product manuals, and go to the users to promote and introduce the Zaozhuang Rubber Factory, explaining the origin of our predecessor, production scale, product type and so on. Most people lack understanding of our Zaozhuang rubber factory, so we must first grasp the original old customers, that is, the light company, the agricultural machinery company, and then the scope is mainly around the Shandong area, because only by grasping the Shandong area first, can we have a bowl of rice to eat first.
Once I led a team to visit the Feicheng Mining Bureau. At that time, the traffic was very inconvenient, and Zaozhuang to Feicheng was a shuttle bus. At that time, there were no cars in the factory, so I wore rubber shoes and carried yellow school bags with my comrades. Feicheng Bus Station is more than 20 miles away from The Feicheng Mining Bureau, and as soon as we get off the bus, we walk. Unexpectedly, it was difficult to go to the Feicheng Mining Bureau, handed over the letter of introduction, the other party saw that it was Zaozhuang Rubber Factory, did not care, the bench did not let sit, not to mention pouring water. From no work to gradually have some work, to be able to support themselves on their own, Zaozhuang Rubber Factory changed from a loss to basically no loss. In October 1983, the Organization Department of the Municipal Party Committee came to inspect the leading group of the factory, conducted a comprehensive investigation, and finally decided to call me the director of the factory. When Director Hong Xuezhen talked to me, I said that I would resolutely not do it, and I really did not want to do it.
Why not dry it? I have some reasons. One was that I was the youngest, I was 33 years old at the time, and they were all in their 40s and 50s. Our team has 3 undergraduate graduates and 2 secondary school students. I was a secondary school during the Cultural Revolution and didn't learn much. The youngest, the lowest educated, and the lowest ranking, I said I couldn't take over the role of factory director, and I didn't have the ability to take on this burden. Coupled with such a large stall in the factory, it is indeed not so easy to do. At that time, there was a saying that "(the director) has one year of incense, two years of stink, and three years of getting out of the egg", a good promotion, a bad job of getting out of the egg. I said to the leader, I don't want to stink so early, I don't want to stink in my 30s.

In the context of the era of young cadres and knowledge, 33-year-old Wang Rui was appointed as the director of Zaozhuang Rubber Factory. The factory director is responsible for the system, and the power of the factory director is relatively large. Throwing away the shackles of the old system, the Zaozhuang Rubber Factory led by Wang Rui began a "legend" in the history of Zaozhuang's industrial development.

Wang Rui: In November 1983, the organization appointed me as the director of Zaozhuang Rubber Factory. After taking office, under the leadership of the factory party committee, I proposed two aspects of reform and innovation.
The first is reform and innovation in science and technology. The market economy is to develop products according to the needs of the market, so you must go deep into the market and you must investigate and research.
We learned that the Ministry of Coal wants to import a hundred sets of integrated shearers for downhole use. Faced with this rare opportunity, I will do work in all aspects to strive for imported equipment. With the strong support of the relevant departments, we imported two wire weaving machines from the United States, a K4 mixer from the United Kingdom, and a filter glue machine from Japan. After these imported equipment is used, the quality of the high-pressure steel wire braided hose we produce is very good, and the number of pulses can reach more than 200,000 times, which is at the international level. The pulse is like our heart, contracting once, beating once, reaching more than 200,000 times, the effect of anti-compression is very good, so it has been well received by users. Coupled with the fact that our production has gone up again, the market has expanded.
In addition, the flame retardant transport belt we have developed fills the gap in the country. The original transport belt used underground in coal mines was non-flame retardant, and fires often occurred, causing casualties and huge economic losses. According to this situation, we developed the flame retardant conveyor belt earlier and fought an early battle. Just when the Ministry of Coal ordered that the underground must use flame retardant transport belts, our new products have been developed, and then they enter the market, which well meets the needs of the market.
As we all know, the introduction of foreign equipment is very expensive, and the parts needed after the introduction are often blocked by technology. We pay attention to the preservation of raw data during equipment installation, and organize technical transformation teams to transform key components. After slow exploration, we finally developed a whole machine that can produce steel wire braided hose, which can not only be used for its own use, but also be able to mass-produce and sell to the outside world, saving a lot of foreign exchange for the country.

In terms of technological transformation, we have also successfully developed a mobile wire rope conveyor flat vulcanizing machine, which solves the problem of uneven tension of the wire rope belt in the molding process. The thing is this, our old factory, Qingdao Rubber Sixth Factory, there is an old engineer named Cao Yimin, who was more than 50 years old at that time and had strong technical ability. We seconded him to work at the Zaozhuang Rubber Factory. He spent more than 20 years designing a mobile wire rope conveyor belt flat vulcanizing machine, but it has never been able to test and make in practice. When the design plan was handed over to the party committee of the factory for study, a considerable number of people opposed it, and many people had doubts. I'm a big believer in experimentation. After listening to the detailed answers of Cao Yimin's old engineer, everyone unified their opinions. As a result, the trial was a great success. After the production, the quality of the wire rope conveyor belt we produced was greatly improved, and the market opened up.
From 1983 to 1988, the output value of Zaozhuang Rubber Factory increased from 15 million to more than 100 million, and profits and taxes increased from 3 million to 22 million. At that time, there were few enterprises in Shandong Province with an output value of more than 100 million, lunannan did not, and zaozhuang was even less. Mayor Zhu Guanxing personally went to the factory to congratulate.
In 1989, the steel wire braided hose produced by Zaozhuang Rubber Factory was awarded the National Gold Award. I came to Beijing and received the award for the first time in the Great Hall of the People. Zaozhuang Rubber Factory became famous, and orders poured in. By the end of 1992, the whole factory achieved an output value of more than 200 million yuan, profits and taxes reached 31 million yuan, becoming the first large profit and tax household in Zaozhuang City, and the profits and taxes paid accounted for a quarter of the municipal fiscal revenue. The main leaders of the Shandong Provincial Party Committee went to the factory to investigate and guide the work, and fully affirmed the work of zaozhuang rubber factory.
The second is reform and innovation in systems and mechanisms. With the in-depth development of reform and opening up, the planned economy has changed to a market economy, and enterprises must increase the intensity of product sales. My guiding ideology at that time was: whether you are in a technical position or a production position, as long as you have sales ability, you will be transferred to a sales position. The factory originally had a sales section with 3 section chiefs. We decided to abolish the sales department and set up a sales office, and the 8 sales directors are known as the "Eight King Kongs", corresponding to the seven areas of the country, and strengthen sales. The seven areas are: Shandong Area, Shanxi Area, Hebei Area, Henan Anhui Subei Area, Northeast Area, Northwest Area, and Southern Area. They each take responsibility for their own responsibilities, and the package is actively completed. A director in charge of sales in Hebei area learned that the demand for transport belts in Hebei Tangshan Mining Machinery Factory is very large. In order to win over this user, he "lai" "went to work" in other people's factories, doing everything, in fact, in order to increase understanding and increase feelings. We have also set up an after-sales service brigade and added an external economic and economic office. The Foreign Economic Affairs Office, in particular, is responsible for sales in the international market. They braved hardships and finally opened the door to the international market, with an annual export volume of 17 million yuan, and the rubber factory also became the first exporter in Zaozhuang City.
At the same time, we have also restructured other departments and workshops. Optimize the combination of personnel, and decompose tasks into departments, workshops, and teams. Sign a letter of responsibility at all levels, everyone in the factory has a task, a monthly assessment, a year-end general assessment, the implementation of more work, less work less policy. Rewards and penalties are clear, and the solution is cashed. The enterprise has entered a period of benign development.

The monument is named Pioneering, which means: jujube oak people go to the world. What is eye-catching is that the base of the monument is huge, and the names of all the employees of zaozhuang rubber factory are densely engraved on the stele.

The idea is also simple, that is, to do a good job in all aspects of the life of employees, the enterprise must think of everyone, everything for everyone. It can be said that Zaozhuang Rubber Factory was the best enterprise for the welfare of our employees at that time, and everyone wanted to work in the rubber factory. At that time, there was a saying that "I would rather the employees of the rubber factory break their waists than call for another trick." The factory is good, there is money, everything is easy to manage, even the staff is easy to find a partner, it is really like this.
We build houses every year, and our employees give houses as long as they get married. If the older woman is single, she will give you the mother-child dormitory. Our dormitory area is also the first in the city to supply heating, and the use of production waste heat to supply hot water to the dormitory area is not charged. A staff hospital was also built, two staff canteens were built, and a new kindergarten and primary school were built. The rubber factory is far from the city, and there are ten miles to go. In order to facilitate the commuting of employees and send students to school in the city, we bought 4 buses, including two long buses. At that time, there were two buses, and there were almost no on the market. Contact the third middle school and the fifteenth middle school, and send our students to the best third and fifteenth middle schools in Zaozhuang City. In order to increase the employment of the children of employees, after approval, we have opened a secondary school, the Chemical Technology School. As long as the employees are sick and have disasters, we will send someone to contact the hospital in our factory. If we need to use any urgently needed medicine, we will run to the hospitals across the country to buy it. At that time, a technician had cancer, a brain tumor, and it was about to die. Later, we heard a folk remedy that said it was good to take Chinese medicine, and we immediately went to buy it. If you buy medicine, you will treat it immediately. You see this person is strange, sent to the hospital is almost waiting for death, the result is that after the later treatment, he is well, after recovery and transferred back to Qingdao Rubber Sixth Factory to work.
Every year after we complete the task, on New Year's Day, we will hold a three-day conference meal to celebrate, and the staff and families of the whole factory will participate, a total of more than 2,000 people. At that time, the atmosphere was too warm and too good, and the atmosphere was really happy. On the 30th anniversary of the establishment of the factory, we bought a full-body suit, tie, shirt for each employee, and also issued a watch.

Wang Rui: The original Zaozhuang, so small, there is a saying that "a handful of peanuts to visit the whole city." There are very few buildings with more than three floors, and the cityscape is dirty and messy. There are also a lot of flies in the rubber factory, sweeping with a broom, sweeping a large piece. At present, Zaozhuang has indeed undergone earth-shaking changes, industrial development, urban development, and the people's living standards have also been greatly improved.
When I went to work in the city, Zaozhuang Rubber Factory was preparing to set up a business group. Two factories in Qingdao were merged: a tire factory and a hose factory. In Zaozhuang, the iron factory was annexed, and a machinery factory was built in the development zone.
Later, the Zaozhuang Rubber Factory was restructured and leased to private operations, which was worse than a year and closed down. In recent years, the original plant and equipment have been leased to our old factory, Qingdao Rubber Sixth Factory. I asked the people left behind in the rubber factory two days ago, and he said that there were still about 300 people working there, and they basically collapsed. The rubber factory family home, which was originally the best family home in Zaozhuang, later became a mess. Last year, I remodeled it, and I went to see it, that is, I painted the wall, paved the road, and provided heating.
As a factory director, especially the director of a state-owned enterprise, it is very important to "strike iron and be hard by itself." If we do not set an example by example and do a good job in building a clean and honest government, it will be impossible for enterprises to do a good job. In the Zaozhuang Rubber Factory, I am not greedy for power, do not seek power, and do not have exclusive power, and everyone discusses and handles things to give full play to the collective role. My role is mainly reflected in the following three aspects:

The third is to serve the staff wholeheartedly and be a good logistics minister for the staff. I said to everyone at that time, you will do the work of the director of my factory; you will entrust me with your affairs, and you can only work with peace of mind. Like the separation of the two places, the child needs employment, the serious illness to find a doctor, we try our best to solve, the staff is still very satisfied.
I have been the director of Zaozhuang Rubber Factory for more than ten years, studying while working, never resting on Sundays and holidays, running all day in the production, sales, and front line of service for employees. Leave early and return late, lead by example, work hard and complain, never consider personal gains and losses, set strict requirements on family members, and never engage in specialization. In order to meet the needs of management work, from August 1985 to June 1988, I also participated in the junior college class of the Central Party School's correspondence course of economic management at the 85th level, passed the examination, and obtained a college diploma.
In May 1993, the municipal party committee decided to transfer me to work in the city, and successively served as the assistant to the mayor, the member of the party group of the municipal government, the director of the municipal economic and trade commission, the secretary of the party committee, the chairman of the municipal federation of trade unions, the secretary of the party group, the vice chairman of the municipal CPPCC committee, and the deputy secretary of the party group. After retiring, he served as the deputy director of the Zaozhuang Municipal Working Committee for Caring for the Next Generation, and worked for 12 years, and only quit the "Customs Work Committee" last year.
