02. Issuance time
This activity will be distributed in batches. The cultural tourism consumption coupons are divided into six rounds, which are issued at 10:00 on the start date of each round, and the consumption cycle of each round is 3 days (including the day of coupon collection).

The cultural tourism consumption coupon is an electronic voucher, which is divided into two types of coupons: scenic spot • travel coupon and consumption block coupon, and each coupon is set with a different face value.
1. Scenic spots • travel coupons: divided into 3 denominations, a single transaction amount of 60 yuan or more 20 yuan, a full 120 yuan reduction of 40 yuan, a full 220 yuan reduction of 80 yuan. (The amount used per person during the activity period does not exceed 100 RMB.) ）

The scope of consumption coupons for each type of coupon
1. Scenic spots • travel vouchers can be used when purchasing products from scenic spots, star-rated hotels, A-class rural tourism business units and other units participating in the verification and cancellation and when purchasing Changchun tourism routes during this event at designated travel agencies.
2. The consumption block coupon is used when the cultural tourism demonstration block participating in the verification and cancellation purchase of products and consumer service items.

Cultural tourism consumption coupon collection process
1. Consumers can enter the coupon collection center by downloading the "Changchun Citizen Card APP", enter the three elements of name, mobile phone number and ID card for real-name verification, and successfully register to receive the corresponding amount of consumption coupons.
2. Cultural tourism consumption coupons are first obtained, until they are finished, they are not exchanged for cash, do not find change, and cannot be transferred.

Issuance time
1. Scenic spots • travel coupons: from September 30 at 10:00 a.m. to issue a certain amount of consumption coupons, while the end of the collection, after collection need to be used within the validity period of the coupon (validity period: from the day of receipt of the coupons within 3 days of validity), expired automatically invalid, funds return to the consumption voucher fund pool, into the next round of issuance.
2. Consumption block coupons: from September 30 at 10:00 a.m. to issue a certain amount of consumption coupons, while receiving, after collection, you need to use them within the validity period of the coupon (validity period: from the day of receipt of the coupons within 3 days of validity), expired automatically expires, the funds return to the consumption voucher fund pool, into the next round of issuance.
Usage rules
1. The payment code of Changchun Citizen Card is verified and cancelled by the cashier when consuming, and the cultural tourism consumption coupon is not superimposed with the consumption coupon of other government departments.
2. A single purchase is limited to 1 cultural tourism voucher. The preempted consumption coupons are only used during the current round of consumption cycle, and the overdue unused consumption coupons are automatically invalidated.
3. In order to ensure the orderly progress of the activities, if there are enterprises, institutions and merchants participating in the verification and cancellation of cultural and tourism consumption coupons, they will withdraw consumption coupons and other cheating violations (such as brushing orders, cashing out, etc.), their participation in the activities will be disqualified. Where violations or crimes are constituted, they are to be requested to be investigated and handled by the public security organs in accordance with laws
4. If the consumer returns the goods, the consumption coupons used in the consumption process are still marked as used and cannot be used again; the refund amount is the actual amount paid by the consumer, excluding the deduction part of the cultural tourism consumption coupons.
5. Consumers should properly keep and use the cultural tourism consumption coupons, and consumers shall bear the losses caused by information leakage or improper use due to their own reasons. Enterprises and public institutions participating in the verification and cancellation of cultural and tourism consumption coupons have the obligation to manage the confidentiality of consumer information.
6. When the cultural tourism consumption coupon cannot be used due to force majeure factors such as system failure, power or communication interruption, network abnormality, etc., the enterprises and institutions participating in the verification and cancellation of the cultural tourism consumption coupon shall promptly explain the situation to the consumer and provide corresponding assistance.
7. The business unit participating in the activity shall not write off the cultural and tourism consumption coupons transferred to others, and once discovered, the qualification for cooperation shall be cancelled and the amount of the consumption coupons written off shall be recovered.
