After the accident, the relevant departments shut down 14 shops in the commercial square and forcibly demolished the corresponding decorations.

The reply said: The slope roof slippage accident on the C3rd floor of Mingfa Commercial Plaza, Siming District, was determined by the accident investigation team to be a production safety liability accident caused by the combination of various factors. The Siming District Work Safety Supervision and Administration Bureau imposed an administrative penalty of a fine of RMB320,000 on Xiamen Mingsheng Investment Management Co., Ltd. (i.e. Mingfa Property), which had relevant responsibilities, and ordered it to investigate and rectify the safety hazards of Mingfa Commercial Plaza, and Xiamen Mingsheng Investment Management Co., Ltd. paid the fine as scheduled on December 14, 2017.
On March 18, 2017, the roof renovation project of Mingfa Commercial Plaza began construction, the construction unit: Mingfa Group Co., Ltd., the construction unit: the third construction engineering co., LTD. of the Third Bureau of China Construction, the design unit: China Construction Northwest Design and Research Institute Co., Ltd., the renovation design unit: Qingdao Times Architectural Design Co., Ltd. It is recommended that the Xiamen Municipal Construction Bureau handle it in accordance with the law.
3. Construction unit: Mingfa Group Co., Ltd.
The design unit adopted the atlas 00J201-1, and the construction unit should carry out the construction in accordance with the atlas standard, but as the construction unit of Mingfa Commercial Plaza, Mingfa Group Co., Ltd. violated the atlas standard in the form of an explicit construction unit, reduced the quality of the construction project, and was mainly responsible for the occurrence of the accident. It is recommended that the Xiamen Municipal Construction Bureau handle it in accordance with the law.
4. Construction general contractor: China Construction Third Bureau Third Construction Engineering Co., Ltd.
As the general contractor of Mingfa Commercial Plaza, the project department of Xiamen Mingfa Commercial Plaza of China Construction Third Bureau Third Company did not fulfill the responsibility entrusted by laws and regulations for the unauthorized change of design and construction of the subcontracting unit, and was entrusted with the management of the package, and had secondary responsibility for the occurrence of the accident. It is recommended that the Xiamen Municipal Construction Bureau handle it in accordance with the law.
Recommendations for handling relevant departments
1. It is recommended that the Xiamen Municipal Construction Bureau investigate the performance of the project by the subordinate Xiamen Construction Project Quality and Safety Supervision Station and related personnel, and notify the Siming District Government of the handling situation.
2. It is recommended that the Jialian Squadron of the Siming District Chengguan Law Enforcement Bureau and related personnel be instructed to make an inspection to the Siming District Urban Management Administrative Law Enforcement Bureau, and the Siming District Urban Management Administrative Law Enforcement Bureau to inspect the Siming District People's Government.
3.
