The center of gravity of social governance is sinking, and the tasks undertaken by grass-roots governments are also increasing. A township cadre in a coastal city in the east told the Half Moon Talk reporter that there are 94 people in the township and town, and 122 people are temporarily hired, and if there is no temporary personnel, the work cannot be completed at all. "Some work tasks have been delegated, but manpower and funds are not in place, and it is a little difficult to carry out the work only by relying on the staff."

"Some temporary recruits who have been working for a long time and have stronger abilities often wear several positions." The township cadre said that although there is no establishment, they have supported half of the sky at the grass-roots level.

There are large differences in status and low enthusiasm for work

Although temporary recruits are indispensable in grass-roots governance, due to their low income levels and lack of upward channels, their motivation for work is not high overall. "Just make this little money, when a monk hits the clock one day." A temporary recruit said.

A certain place in the central region was hosting a large-scale event, and a staff member was complained that "one question and three unknowns" were asked. A local cadre said that the temporary recruits took on a considerable part of the conference work, and some of them did not have a positive work attitude.

The unequal pay for equal work between temporary employees and regular personnel will definitely affect the enthusiasm of work in the long run, and there are some tacit contradictions between the two sides.

A township party committee member said that on the whole, the enthusiasm of temporary recruits for work is not high and it is not easy to manage. "As soon as we talked to them about work motivation, they said that the treatment was too low, and we were helpless." The post is not in the person, and there is a gap in management

A number of grass-roots workers told the reporter that temporary employees have long been not "temporary", unless the temporary employees have major negligence or face major policy adjustments, they will generally not be dismissed.

The reporter learned in a town in the east that there are 24 temporary personnel in the local area, but 10 to 15 people basically do not come to work. "Some of them are retired cadres, and there are some people we don't know, although each person only takes one or two thousand yuan a month, but the accumulation of less has become a burden on the township finances." A staff member in the town said.

Grassroots temporary recruits are mainly recruited labor dispatch personnel and full-time personnel, and some are retired grassroots cadres, including some clerks who have served in villages and communities for many years, in addition to a small number of temporary personnel who have "walked through the back door" through the introduction of township and town cadres. The staff of a certain street in the east believes that because most of the recruitment of temporary workers is organized by the unit itself, the procedures are not open and strict enough, and the phenomenon of some cadres installing relatives and friends still exists.

For the first group, the current grass-roots training, assessment, and promotion mechanism is not perfect; for the second and third types of groups, the grass-roots government is in an embarrassing position of "no one wants to manage" and "no one can manage". A grassroots cadre in the east believes that the quality of temporary recruits is uneven, but in the eyes of the masses, they also represent the image of the government, and the lack of work may also lead to contradictions between cadres and the masses.

Strengthen management and promote the tilt of resources to the grass-roots level

Grassroots governance is inseparable from temporary personnel, but at present it is necessary to strictly control the "increment", manage the "stock", and further improve the professional quality of temporary personnel. Experts believe that at present, some localities "have no use of staff and expansion outside the staff", and some places lack unified regulations and standards in the recruitment and management of temporary personnel, which will inevitably have an impact on the construction of the grass-roots work team.

Wu Xiaolin, a professor at Nankai University's Zhou Enlai School of Government, suggested that we should further strengthen the management of grass-roots temporary personnel, clarify work responsibilities and incentive policies, and promote the formation of a working atmosphere in which personnel inside and outside the staff divide labor, cooperate, supervise each other, and make common progress.

At present, some local townships and towns have carried out institutional reform, streamlined the organization and optimized the staffing, and some temporary personnel with outstanding work achievements have been converted into career establishments. The party secretary of a township in the central part of the country told the reporter that after the reform was completed, only about 10 percent of the temporary recruits in his town were hired.

Not long ago, the CPC Central Committee and the State Council issued the Implementation Outline for the Construction of a Rule of Law Government (2021-2025). It is clear that the establishment resources should be promoted to the grass-roots level, and the administrative and business establishments should be promoted and supported from the top down and cross-level.
