After the two armies met, the team was reorganized, and the team was reorganized into the Red Fifteenth Army, and Xu Haidong served as the commander of the regiment.
A year later, two patriotic generals, Zhang Xueliang and Yang Hucheng, decided to carry out military advice in order to promote Chiang Kai-shek's resistance to Japan, which shocked the outbreak of the Xi'an Incident at home and abroad.
The pro-Japanese faction within the Kuomintang mobilized a large number of troops in an attempt to put Chiang Kai-shek to death, and some advocated a public trial of Chiang Kai-shek. General Zhang Xueliang sent a telegram to the Central Committee of the CPC Central Committee, hoping to send someone to Xi'an to promote a peaceful settlement of the matter.

Yang Hucheng made a request: he hoped that the main force of the Red Army would come to the vicinity of Xi'an to resist the attack launched by the pro-Japanese faction. He asked Xu Haidong to go by name, and at the same time put his garrison brigade under Xu Haidong's command.
Zhou Enlai understood Yang Hucheng's thoughts, because they had fought more with the 25th Army led by Xu Haidong, and they knew the combat effectiveness of the team led by Xu Haidong, so Zhou Enlai agreed to their promise. The next morning, Red Army fighters, led by Xu Haidong, seized a large mountain on the back of Shangzhou to prevent the advance of the Kuomintang vanguard troops towards Xi'an City.
After coming to Shangzhou, Xu Haidong actively built fortifications and was always ready to fight, and for 13 days, Xu Haidong did not sleep well. He knew very well in his heart that the military actions he had made would have a bearing on the overall situation of Zhou Enlai's negotiations in Xi'an and on the realization of the decision of the party Central Committee to peacefully resolve the Xi'an incident, and the burden on his body was very heavy.

In late January 1951, Zhou Enlai and Deng Yingchao came to Dalian, and as soon as the two men got off the train, they were greeted by the staff. Halfway through the car, Zhou Enlai asked people to take a diversion to No. 75 Wenhua Street, because Xu Haidong and his wife lived here.

When Zhou En, seeing that Xu Haidong was not allowed to build a new house, he made a special instruction to raise Xu Haidong's bedroom a little higher so that the damp would not affect Xu Haidong's body. In early March 1969, as the Ninth National Congress of the Communist Party of China was about to convene, a list of delegates drawn up by the Central Committee on those present was sent to Chairman Mao's desk. Hua Guofeng, Ye Jianying, and other central leading comrades resolutely took measures, so that the party and the country began to develop in a healthy direction, and the work of rehabilitating revolutionary comrades was gradually put on the agenda. The CPC Central Committee held a memorial meeting for Xu Haidong in the auditorium of the National Committee of the Chinese People's Political Consultative Conference in Beijing, and overthrew all the injustices imposed on him.
