On August 25, the Gansu Academy of Agricultural Sciences and the Social Sciences Literature Publishing House jointly released the "Gansu Agricultural Science and Technology Green Paper: Gansu Agricultural Reform and Opening Up Research Report (2021)". The green paper mentions that the per capita income of farmers in Gansu Province increased from 101 yuan in 1978 to 9629 yuan in 2019, an increase of 94 times.

The Green Paper points out that since the beginning of reform and opening up, Gansu Province has formulated a series of policies to strengthen agriculture and benefit farmers and rich peasants, and historic achievements have been made in agricultural and rural development. The construction of the new socialist countryside has been accelerated, and earth-shaking changes have taken place in the longyuan countryside. Agricultural reform and opening up has effectively promoted the development of agriculture with special characteristics in the province and promoted the sustained growth of farmers' incomes.

Since the reform and opening up, Gansu Province's characteristic planting, animal husbandry, labor export, and transfer income have become an important source and prominent highlight of farmers' income increase, and the channels for increasing income have shown a diversified trend. The living conditions of farmers have improved significantly, mobile phones, televisions, washing machines, and agricultural tractors have been basically popularized, the ownership of durable consumer goods has continued to grow, cars and computer networks have gradually entered ordinary farmhouses, villages and villages have been opened to traffic, households are electrified and piped water have basically become a reality, broadband optical cables, radio and television, e-commerce logistics and supermarkets and department stores have accelerated to the countryside, the Engel coefficient of rural residents has decreased significantly, and the quality of life in Rural and Pastoral Areas has gradually improved from lack of food and clothing to abundant food and clothing. The Green Paper points out that with the substantial improvement of agricultural productivity and the expansion of employment channels outside agriculture, the population of agricultural transfer in Gansu Province has increased year by year, and the new urbanization has been steadily advancing, basically forming a four-level urban network based on Lanzhou as the center, the regional city where the prefecture and municipal governments are located as the sub-center, the county-level cities as the backbone, and the small towns scattered among them.

By the end of 2019, the rural registered population in Gansu Province had decreased from 16.006 million in 1978 to 13.637 million. At the same time, the urbanization rate has steadily increased, The province's urban permanent population increased from 6,039,300 at the end of 2000 to 12,837,400 at the end of 2019; the proportion of total urban employment and urban employment continued to rise, and the number of urban employed persons increased from 3,201,900 at the end of 2000 to 6,566,600 at the end of 2019; the rapid advancement of urbanization has made an important contribution to stabilizing total demand, and the proportion of urban residents' consumption expenditure in the total consumption of urban and rural residents has increased from 53.93% in 2000. It rose to 70.37% in 2019, playing an important role in stabilizing the province's economic growth and employment.
