Editor's note: In March this year, the CPC Central Committee issued the Notice on Resolving Prominent Problems of Formalism to Reduce the Burden on the Grassroots, which clearly proposed that 2019 would be the "Year of Reducing the Burden on the Grassroots". In the theme education of "not forgetting the original intention and keeping the mission in mind", all localities will vigorously guard against formalism and bureaucracy as an important content, follow up and introduce measures to free cadres from some unnecessary affairs, and devote more time and energy to officials to starting a business and promoting development.

How has the burden reduction policy been implemented in this year? What changes have taken place in the status of grassroots cadres? Reporters from this newspaper went to many places to conduct interviews, starting from a calendar, a folder, a list and other details, to observe the daily work of grass-roots cadres.

Reducing the burden is by no means reducing the burden. The investigation and investigation found that there are fewer unnecessary meetings, fewer documents, and fewer inspections and assessments, but the responsibilities of grass-roots cadres are not less, they serve the masses more, and the officers are more energetic. At the same time, they hope to strictly implement the central policy, consolidate the results of reducing burdens, establish a long-term mechanism, and resolutely fight the tough and protracted battle of rectifying formalism and bureaucracy.

A calendar

Fewer meetings

More time to go to the site

Jiang Feng, a reporter of this newspaper

Turning over the calendar on Xue Dehong's desk, many dates were circled. Drawing a circle shows that there are meetings or other arrangements on this day, as long as there is no circle drawing day, Xue Dehong can go straight to the grassroots level and go to the village to enter the household.

For a long time, every Monday, the calendar has not been drawn with circles.

But last year was not like this, meetings at all levels like to pick on Monday, coordination can not be opened, it is inevitable to "fight". It's not uncommon to get out of the venue and head straight for the next venue.

Xue Dehong was also anxious: As the party secretary of Suri Township, he was stationed 220 kilometers away from the county seat, and it took eight or nine hours for each meeting to make a round trip.

This year, Qinghai has introduced the "Ten Measures" for reducing the burden at the grass-roots level, and determined that April and October of each year are "no meeting months", and the first week of each month is "no meeting week". "Tianjun County has further set the week as a 'no meeting day'," said Zhao Zhiyong, member of the Standing Committee of the Tianjun County CPC Committee and director of the Supervision Commission, "In the past year, we have also made 'subtractions' from county-wide meetings, merged 'similar items', and made full use of modern means such as television and telephones and network videos to reduce the frequency of township 'number one' accompaniment and round-trip trips, so as to free up more time and energy for grass-roots cadres to grasp the implementation of the work." ”

The numbers are the most telling: the number of key documents issued in the first three quarters of 2019 was 103, a decrease of 37.6% year-on-year. In 2018, tianjun county held 255 meetings, and 160 meetings were held in the first three quarters of 2019.

The meeting has been streamlined and the meeting style has become more realistic. "Like this year's inspection and rectification promotion meeting, all of them were held in the form of video teleconferences, and each leader's speech did not exceed 8 minutes, which was more than an hour shorter than in previous years, and it was concise, focused, and targeted." Xue Dehong said that last Monday, he led cadres into the homes of two poverty-alleviated households in Doukur Village, Hailong and Hongbing, learned that there were still difficulties in production and life after "taking off the hat", and immediately helped them coordinate and solve them. "The burden reduction at the grassroots level allowed us to go out of the venue and run to the scene, and the people who benefited the most were our herders!" Xue Dehong said.

A folder

Less posts

Enforcement accountability has become more solid

Fan Haotian, a reporter of this newspaper

Early in the morning, Yan Songyi, secretary of the Party Working Committee of Houhu Street in Jiang'an District, Wuhan City, Hubei Province, opened the folder on the table, quickly processed the three documents, and went down to the community to carry out the work of receiving the masses.

Since the beginning of this year, Yan Songyi has a feeling: there is more time to sink to the grassroots level and face to face with the masses, and less time to sit in the office to read materials and process documents.

"In previous years, at the end of the year, there were especially many documents, with more than 30 documents processed a week at most. On weekdays, there must be seven or eight parts a day, and there are very few that really involve their own work. Yan Songyi said that once, he did not understand what he was going to do after half a day of research, and after a special inquiry, he realized that the document did not involve the street at all. When departments at all levels issued forwarded documents, Yan Songyi did not dare to take it lightly, and he wanted to sign and approve one by one, and put forward implementation opinions or plans, because the processing of official documents took up a lot of time, and many tasks often had to be done after work.

In April this year, Jiang'an District issued the "Twenty Measures on Solving Prominent Problems of Formalism to Reduce the Burden on the Grass-roots Level", which clearly implemented the control of the total amount of documents issued by the district committee and district government every year, and generally did not issue documents that were not included in the document issuance plan of that year, and the policy documents should not exceed 10 pages in principle.

On Yan Songyi's desk, the once thick stack of documents has been reduced to three or four thin copies, and a small folder can be done.

The number of documents issued has decreased and the quality of documents has improved. For a long time, in the Hankou City Square community of Houhu Street, some residents have privately connected the towing board in the corridor to charge the battery car, which has a large safety hazard, and the problem has not been solved.

"The rectification work involves many departments, and in the past, because there was no explicit provision of rights and responsibilities, there was prevarication between various departments." Yan Songyi said that recently, Jiang'an District has introduced dynamic work methods for confirming responsibility, which have been coordinated by the streets, led by the District Emergency Management Bureau, and jointly enforced the law by multiple departments, which has lifted potential safety hazards.

Deputy Director of the Office of the Jiang'an District CPC Committee introduced to Jinhong that since the beginning of this year, the Jiang'an District Cpc Committee and District Government have issued a total of 27 documents, a decrease of 38% over the same period last year.

A mobile phone

There are fewer WeChat groups

Work is more organized

Jiang Xiaodan, a reporter of this newspaper

"It's time to sleep" "Good night", at 11 o'clock in the evening, Zhao Qingping calmly slept with his son, who was still in school, looked at his mobile phone, and prepared to rest.

As the secretary of the Party Working Committee of Meihua Street in Xiangzhou District, Zhuhai City, Guangdong Province, although Zhao Qingping does not turn off the computer for 24 hours, he no longer has to stare at the mobile phone screen all the time, which was unimaginable a year ago.

A year ago, Zhao Qingping had more than 50 WeChat work groups on his mobile phone at most. Each line mouth has a group, each work also has a group, once there is a message notification, several groups are sent at the same time, they must reply and feedback, and every day Zhao Qingping spends a lot of time dealing with the message of the WeChat work group.

Not only is it necessary to receive a whole bunch of information, but the pressure to send information is not small. Leadership research, environmental remediation, street work, community dynamics... As long as it is the work situation in his own jurisdiction, Zhao Qingping has to send it to the work group every day.

"The work group seems to have become a platform for 'sunshine of merit'. Others have sent it, but they don't send it themselves, for fear that people will say that they have not done the work. Zhao Qingping sighed, all day long the machine can not leave the hand, the son has the bottom of the mouth, "Dad has been playing with mobile phones, why can't I?" This made Zhao Qingping, who had hardly slept before 12 o'clock, have a bitter word.

Since April this year, Xiangzhou District has officially issued and implemented the "Measures for Solving Prominent Problems of Formalism in Xiangzhou District to Reduce the Burden on the Grassroots", which clearly stipulates that "standardize the WeChat work group and reduce the burden on the 'fingertips'". After the implementation, Xiangzhou District requires that the number of WeChat work groups be minimized without affecting normal work. By the end of November, the number of WeChat working groups in the district had been reduced from 743 to 334, a drop of 55%.

"WeChat groups help facilitate communication at work, but because people are crowded, if they are not standardized, they will indeed bring some unnecessary trouble." Zhao Qingping said, "After the introduction of the measures, the group in the mobile phone has now decreased by nearly 60%, the content is more concise and clear, and you can sleep at least 1 hour early every day." Zhao Qingping mentioned being "kicked" out of the group and laughed, "The burden is reduced, we can put our limited energy into more important things, and the work efficiency is higher!"

A small program

Fewer marks

The grassroots have run more diligently

Reporter Qiao Dong of this newspaper

The village of Goudi in Zhongyang County, Shanxi Province, after the snow is particularly quiet. First Secretary Ren Peng and his party of three people stepped on the snow, creaking. Early this year's New Year, a migrant natural village in Kegoudi Village involved demolition and reclamation, measuring houses, demolition agreements, and many things waiting for them.

It's already noon when you go up the hill in the morning and back again. As soon as he entered the house, Ren Peng took off his glasses with a cloud of white gas, "This year's efficiency is high, you can run through more than 10 households in one morning," he said while rubbing his red hands, "Last year, a trip to the house, taking photos, filling in different systems on mobile phones, filling in various household materials on the spot, it takes twice as long." ”

Run more, do more, and this is epitomized in the number of steps. "The average daily step count in 2018 was 5561 steps, compared to 6763 in 2019. In 2018, the average daily mileage was 3.8 km, which increased to 4.7 km in 2019. Ren Peng said that his work and rest movement rules have not changed significantly.

"I clearly remember that today last year I was also visiting the house, the first one to go was the old Li family under the mountain, when I asked to do the trace entry of the mobile phone, but the mobile phone signal was not good, delaying the time." You see, today's number of steps is 10117 steps, compared to 4099 steps today last year. Ren Peng said, nodding at the screen of his mobile phone.

"The biggest feeling is that there is no mandatory requirement for trace affairs." Ren Peng's desk was neatly arranged with several folders, and labels such as "household registration situation" and "branch construction" were posted on the outside. In the local implementation of the policy of reducing the burden at the grass-roots level, except for the daily "photo album" of the work files in the villages, the rest are not required to leave traces.

Tomato sauce, fennel white potatoes and stew were poured sharply, and several people squatted in the corner, and a bowl of noodles was pulled out in a few bites. There will be a short break at noon, and then there will be a visit in the afternoon. "Compared to last year, I prefer this year's working state, less retreats, more pragmatic; less photos, more talking. In the coming year, I hope I have more steps, after all, this meat on my body should also be reduced!" Ren Peng quipped and patted his waist.

A list

There are fewer inspectors

The enthusiasm of the officers was even higher

Reporter Yang Wenming

After receiving the "list of problems" from the secret visit group, Du Lianchao, deputy secretary of Baishui Town, Zhanyi District, Qujing City, Yunnan Province, learned that the inspection team had just gone to the town to supervise the work of human settlements.

"This year there is a list of problems, and last year there were seven or eight file boxes." Du Lianchao told reporters that before the inspection team arrived, the town had to start preparing for the reception early, and the staff could not take a break. Trace materials such as work programs, annual plans, results comparison photos, and meeting records for arranging deployment and work progress were filled with seven or eight file boxes.

"No longer simply listening to reports and reading archives, but going directly to the front line and directly visiting the masses to see the progress and actual results." Mingcha became a secret visit, a list of compact rectification responsibilities, Du Lianchao felt very relaxed, "not only reduce the burden of reception, but also force us to do the work in daily life." ”

In addition to the change in the way of inspection, there is also a decrease in the number of inspections. Du Lianchao's most recent inspection was a comprehensive inspection conducted by the Housing and Construction Bureau and the Agriculture and Rural Affairs Bureau led by the Poverty Alleviation Office of Zhanyi District at the end of October to carry out a comprehensive inspection of Baishui Town's poverty alleviation, dangerous house transformation, and improvement of human settlement environment.

Previously, the three tasks were inspected separately, and the frequency was higher at the end of the year. Nowadays, after entering the village, the comprehensive inspection team not only looks at whether the newly built houses of the dangerous houses are up to standard, but also looks at the specific conditions of environmental remediation, which is short time and high efficiency. "The intuitive feeling is that I used to accompany three dials, and now I can accompany it once." Less escort, one body relaxed. Du Lianchao said, "The change in the mode of supervision, the reduction of the number of times, from heavy traces to heavy performance, so that the cadres and officers' entrepreneurial spirit has been raised." ”

As an observation point for the "Grassroots Burden Reduction Year" at the municipal and county levels, Baishui Town has made statistics, and the total number of inspections and inspections has dropped from 36 in 2018 to 17. Since the beginning of this year, Zhanyi District has strictly implemented the centralized management work mechanism of the district party committee, the people's congress, the government, and the CPPCC, merged the supervision and inspection with similar functions, and jointly carried out supervision and inspection by the departments involved, which greatly reduced the number of grass-roots inspections.

A wall of officework

There are fewer listings

Anyone can do things

Reporter Dai Linfeng of this newspaper

There were only 9 staff members, but there were 113 signs on the walls.

A year ago, at the Lishuyuan Community Party and Mass Service Center in Zhushan District, Jingdezhen City, Jiangxi Province, 113 signs made Liang Yunpeng, a resident who came to do things, look at it: "I can't figure out whether the function is right, and I can't find the right person when I find the sign." It's hard to do something; after looking at the sign, it's even more dizzy. ”

Ordinary people have complaints, and community workers also have grievances. "A brand corresponds to an assessment index, and the inspection team of each branch comes, and if it is not listed, it will be deducted points, and the evaluation will be affected first." Yu Mei, director of the Lishuyuan Community Neighborhood Committee, told reporters that before, many departments were keen on hanging and paving, this department required hanging, that department also required hanging, and finally saw the seam and pins to hang the entire wall.

Of the 113 brands, not many really work.

This year, Jiangxi issued the "Provincial Grassroots Listing and Assessment and Evaluation Special Clean-up and Rectification Plan", and the Pear Tree Garden community conducted a comprehensive inspection of the listing situation, and after cleaning, a total of 95 listings were reduced. Among the 18 signs currently retained, only 3 signs of the community party committee, the neighborhood committee and the residential supervision committee are hung externally, and the rest are listed internally. Since the beginning of this year, Jingdezhen has removed more than 6,000 listings, the number of township (town, street) listings has decreased by 54%, and the number of village (community) listings has decreased by 39%.

Taking off the brand, not only did not appear a service vacuum, but also improved the service level. In the past, health, civil affairs, medical insurance and other mouths had to be listed, and the staff had to manage a stall, and different things had to find different mouths. This year, the community has integrated the personnel and functions of each mouth, and after training, every staff member can accept all the business, and the "one-person general office" has improved the efficiency of the work, and the residents no longer have to "follow the cards".

"Find anyone to do it, you can do it when you come." The new changes brought about by the delisting have made Liang Yunpeng praised one after another. "There are fewer brands, it is refreshing to see, and things are easier to do."
