At present, there are three well-preserved ancient stele in Kaihua, the earliest year is from the "Forbidden Mining Monument" from more than 450 years ago and the Jiajing period of the Ming Dynasty, and two ancient stele are from the Qianlong and Guangxu years of the Qing Dynasty, which are the "Yinmu Forbidden Monument" and the "Release River Monument". These ancient monuments have been eroded by wind and rain for a hundred years, witnessing the ecological persistence of "harmonious coexistence between man and nature" in the local area.

"From the beginning of the Neolithic civilization 4500 years ago, for thousands of years, the people at the source of the Qianjiang River who rose at sunrise and sunset have always had the nature of loving nature, conforming to nature and advocating nature in their veins." Lu Xiaguang said.

A recent story related to this occurred on February 18 this year. On the first day of work after the Spring Festival holiday, a 40-year-old "tree planting and New Year's Greeting" activity was held in Kaihua.

In 1982, the leading group of the then Kaihua County Party Committee reached a consensus: the mountainous county hopes to be in the mountain, the potential is in the mountain, and it must take afforestation as the key work of the whole county to grasp it to the end, so as to realize that "the green mountains are always there and benefit future generations".

Over the past 40 years, the secretary of the Kaihua County Party Committee has changed one term after another, but the tradition of taking the lead in planting trees on the first day of work has not been lost. Today, as a national ecological county, the forest stock of Kaihua has increased from 4.915 million cubic meters to 12.69 million cubic meters, and the forest coverage rate has reached 80.9%.

Kaihua's adherence to ecology has been determined in the form of planning. In 2014, Kaihua became one of the 28 pilot cities and counties in the country. Since that year, under the joint promotion of the state, provinces, cities and counties, Kaihua has lasted four years to "find out the bottom of the family" and initially determine the upper limit of development.

During the planning period, the total developable area of the county is 152 square kilometers, and the ecological space has been greatly increased from 50.8% to 80.43%, of which 252 square kilometers have been used as the pilot area of Qianjiangyuan National Park - its extremely rich biodiversity has become the meritorious medal of Kaihua, the "ecological guardian of Qianjiangyuan".

Reshaping the "ecological landscape" in the context of openness

As the only national park pilot area in the Yangtze River Delta region, Qianjiangyuan National Park has a strong attraction for urban residents in the "cement forest". If we look at Kaihua from a high altitude, the ecological pattern of the open development of "Zhejiang's West Gate" has become more and more obvious.

Located at the junction of seven counties in zhejiang, Anhui and Gansu provinces, Kaihua, jingwuhuang, G3 huangqunan, Hangxin Jingquzhou section and other highways pass through the territory. At present, it has continuously promoted the construction of a number of transportation facilities such as the fifth channel of the Hangzhou-Quzhou high-speed rail connection line, the general airport, and the Hangzhou Chunkai Expressway, and is entering the "one-hour traffic circle" in Zhejiang Province, the marginal "one-hour traffic circle" in Zhejiang, Anhui and Gansu provinces, and the "two-hour traffic circle" in the Yangtze River Delta.

In recent years, the number of guests seeking green water and green mountains at the source of the Qianjiang River has been increasing. In 2020, Kaihua County received a total of 12.024 million tourists and achieved tourism revenue of 8.78 billion yuan.

2021 is the first year of the construction of a civilized national park city. The new goal is not a small challenge for the civilization of the region that belongs to Zhejiang's accelerated development.

In the early morning of May 8, Kaihua party and government officials, including Lu Xiaguang, secretary of the Kaihua County CPC Committee, And Mao Xianming, deputy secretary of the Kaihua County CPC Committee and county magistrate, rushed to Hangzhou to listen to an afternoon of discussions by experts and scholars from Tsinghua University, Zhejiang University and other colleges and universities at the 2021 Kaihua National Park City Symposium, and strive to better move towards the overall goal of "National Park City".

In view of the concept of "national park city", Zhuang Youbo, vice president of the National Park Research Institute of Tsinghua University and deputy secretary general of the World Heritage Expert Committee of the State Forestry and Grassland Administration, believes that the national park city is a comprehensive application of the two concepts of national parks and park cities, and the main purpose is to achieve the coordination of high-level protection and high-quality development, which has positive and innovative significance.

Lu Xiaguang said that Kaihua will take Qianjiangyuan National Park as the core, build multi-level ecological corridors, promote the organic integration of national park forms and urban space, create a composite system of production and living ecological space, natural economy, society and humanities, and help build a national park urban spatial pattern of national park + 5A county + 4A market town + 3A countryside + beautiful pastoral lake and river.

According to the data, the gross ecosystem product (GEP) of Kaihua County exceeded 70 billion yuan, and the green development index ranked in the top 20 in Zhejiang Province. According to the plan, in 2025, Kaihua will basically build a national park city, and by 2035, it will be fully built into a national park city, and truly realize the "regionalization of national parks and the urban and rural parks of counties".
