In January 2008, Bian Xuewen was promoted from assistant procurator at the deputy section level to deputy director of the Public Prosecution Department, and he was also the youngest deputy department level cadre in the Tianjin procuratorial organs at that time.
In July 2014, Bian Xuewen was appointed deputy chief procurator of the Second Branch of the Tianjin Municipal Procuratorate, and in January 2015, he was appointed deputy chief procurator of the First Branch of the Tianjin Municipal Procuratorate.
In August 2015, Bian Xuewen took up the post of deputy chief procurator of the new Tianjin Municipal People's Procuratorate, and later went to the discipline inspection commission system.

In addition, he has successively participated in the handling of a series of major and important cases that have had a major impact on the whole country, such as the case of Chen Liangyu, former member of the Political Bureau of the CPC Central Committee and former secretary of the Shanghai Municipal CPC Committee, who was suspected of accepting bribes, abusing his power, and dereliction of duty; the bribery case of Zhang Guoguang, former governor of Hubei Province; and Zhu Zhigang, vice chairman of the NPC Financial and Economic Committee.

At the scene of the trial, the presiding judge Ding Xuejun read the verdict. The first prosecutor was Bian Xuewen, then deputy chief procurator of the First Branch of the Tianjin Municipal Procuratorate.

Defendant Zhou Yongkang, while serving as deputy general manager of The China National Petroleum Corporation, secretary of the Sichuan Provincial CPC Committee, member of the Political Bureau of the CPC Central Committee, minister of public security, state councilor, member of the Standing Committee of the Political Bureau of the CPC Central Committee, and secretary of the Central Political and Legal Affairs Commission, took advantage of his position to seek benefits for others and illegally accepted huge sums of money and property from others; he abused his power, causing heavy losses to public property, the interests of the state, and the people, and the social impact was bad, and the circumstances were particularly serious; and he deliberately leaked state secrets in violation of the provisions of the Law on Guarding State Secrets If the circumstances are particularly serious, they shall be investigated for criminal responsibility for the crime of accepting bribes, the crime of abuse of power, and the crime of intentionally leaking state secrets in accordance with law.
