Born in June 1973, Zhang Zhiyong has a bachelor's degree, worked in the Discipline Inspection Commission of Yingshang County and the local township in his early years, worked in the office of the Yingshang County Party Committee from January 2002 to 2012, and worked in the Transportation Bureau of Yingshang County since 2012.

According to the circular, on April 17, the discipline inspection and supervision department and public security organs of Fuyang City, Anhui Province, arrested some members of the criminal syndicate headed by Zhang Zhiyong and Zhang Zhibin (nickname: Sanmao) in Yingshang County. In order to thoroughly find out the facts of the gang's violations of discipline and crimes, we should profoundly advance the special struggle against organized crime and evil forces, purify the social security environment, safeguard social fairness and justice, ensure that the masses of the people live and work in peace and contentment, and collect clues from the broad masses of the people and all sectors of society on violations of discipline and violations of the law and crimes committed by the gang members.
Local media in Anhui province revealed that on the morning of April 17, Zhang Zhiyong was taken directly from the venue by public security personnel.

Zhang Jiashun's career began in a wheat field and flourished in a park.
In April 1973, a former leader of the Fuyang District Revolutionary Committee of Anhui Province and his secretary went to the countryside in a jeep to inspect, and when they drove to Xiaozhangzhuang, Gongji Commune, Yingshang County, they suddenly found a wheat field that was growing significantly better than the surrounding area. After a brief conversation, the leader thought he had found a typical example.
As a result, zhang Jiashun, the leader of the xiaozhangzhuang production team, became a model for the whole region to study. He also naturally became the secretary of the brigade and the secretary of the commune.

Zhang Zhi'an was born in 1962, after graduating from junior high school, he went to become a soldier, and after demobilization, under the arrangement of his father Zhang Jiashun, he entered the Fuyang Administrative Cadre School to study, and was sent to Hefei to study architectural design. In 1986, Zhang Zhi'an began his career as an official from xieqiao town, where his father was in charge.
In December 1997, at the age of 36, Zhang Zhi'an was transferred to the deputy county magistrate of Yingshang County. At the beginning of 1998, Zhang Zhi'an was transferred to the acting district chief of Yingquan District of Fuyang City, and in 2001 he was elected secretary of the district party committee.

On August 26, 2007, Li Guofu was taken away by the Yingquan District Procuratorate and subsequently detained and arrested. Four months later, he was transferred to Anhui Provincial First Prison Hospital for treatment. In the early morning of March 13, 2008, Li Guofu died in the Anhui Provincial First Prison Hospital.
On April 22, 2008, China Youth Daily published a report entitled "Investigation into the Strange Death of the Whistleblower in fuyang "White House"", which attracted the attention of relevant parties in Anhui Province. A joint investigation team led by the Anhui Provincial Discipline Inspection Commission and composed of the Anhui Provincial People's Procuratorate and others entered Fuyang to investigate Li Guofu's unnatural death.
On February 8, 2010, the Intermediate People's Court of Wuhu City, Anhui Province, publicly pronounced a verdict on Zhang Zhi'an's bribery and retaliation frame-up case.
The court found that from 1994 to 2007, Zhang Zhi'an took advantage of his position as deputy county magistrate of Yingshang County in Anhui Province and secretary of the Yingquan District Party Committee of Fuyang City to facilitate his position or the convenience of his position and position to seek benefits for 30 units or individuals in contracting projects and job promotions, and on 52 occasions solicited or accepted more than 3.59 million yuan in money from relevant personnel.
In August 2007, in retaliation for Li Guofu for reporting his violations of discipline and law, Zhang Zhi'an fabricated a letter reporting Li Guofu's existence of economic crimes and other problems, instructed his subordinates to file a case and investigate it, and arrested and prosecuted Li Guofu on charges of embezzlement and bribery. On March 13, 2008, Lee Kwok Fook hanged himself after receiving the indictment. According to Li's family, before Li died, both eyes were blind.
In the end, Zhang Zhi'an was sentenced to death with a two-year suspension of execution for accepting bribes, and 7 years' imprisonment for retaliation and framing. The execution of the death penalty was decided to be carried out for two years.
