In 196, Cao Cao and Dong Zhao met for the first time in the ruined capital of Luoyang, and soon arranged a long conversation with Dong Zhao. Then the distrust of Cao Cao from the emperor down to the ministers will increase, thus making Cao Cao lose points politically, and even lead to some uncontrollable chaos. At the same time, military oppression from the west and even Yuan Shao's camp were also planning to welcome Emperor Xian of Han. In addition, luoyang has been displaced by repeated turmoil and wars, and the fields have been deserted, and the whole city is in a mess. Therefore, combining the above factors, if he stayed in Luoyang, Cao Cao had a premonition that it would be difficult to gain a foothold.

You must first jump out of this quagmire before you can make future plans! So where is the right place to move?

Dong Zhao's words and that of Wang Li of the Imperial Household impressed Cao Cao. From the perspective of astrology and the Five Elements Theory, the two expounded that the Han Dynasty was close, and that there would be a revival in the land of Jin and Wei, implying that Cao Cao was the one who would rise on behalf of the Han. And this just catered to Cao Cao's ambitions. In the final decision on this matter, Xun Yu once again talked about the evolution of the Five Elements: "Han is the king of fire virtue, and Ming Gong is the earth destiny." Xu Du belongs to the soil, and when he arrives, he will be xing. Fire can give birth to earth, and earth can produce wood: just in line with the words of Dong Zhao and Wang Li. He will have an uplifter in the day. Therefore, Cao Cao made up his mind to move the capital to Xu.
