Secondly, the government has strong support, and issued a work plan earlier in the pilot cities, clarifying the organizational leadership, departmental responsibilities and financial guarantees, etc., providing a guarantee for the smooth progress of the pilot work. Third, Jinan has a strong team of experts, academician Chen Zijiang, Professor Kong Beihua, Professor Xu Aiqiang, etc. are all national authorities. In addition, the city's information construction is powerful, and the Jinan Maternal and Child Health Information Management System and the Vaccine Traceability Information System are leading the country, providing the possibility of bringing together information such as vaccination, screening, diagnosis and treatment, and rescue. Actively responding to the adjustment of fertility policies and changes in the situation of maternal and infant safety, Jinan took the lead in realizing the "green, yellow, orange, red and purple" five-color high-risk maternal informatization dynamic management, released the "Jinan City Critical Maternal Rescue and Treatment Map", the provincial, municipal and district three-level critical maternal rescue and treatment centers up and down linkage, fragmented responsibility, smooth operation, smart maternal and child safety management model was rated as a typical case of national maternal and child health informatization construction.
