"Chinese Practice" of Building a Community of Human and Natural Life

The establishment of national parks can effectively integrate all kinds of natural protected areas at all levels and surrounding areas with high ecological value, establish a unified, standardized and efficient management system, and effectively solve the problems of overlapping and multi-headed management, so as to improve the overall level of protection of Natural Ecosystems in China.

In order to improve the management capacity of national parks and lead the development of the entire natural protected area system, national parks should pay attention to the following points in the specific construction.

Adhere to the harmonious coexistence between man and nature. Protecting the ecological environment is the primary mission of the national park, and it is necessary to follow the law of ecological protection, respect the characteristics of the ecosystem, and build an important national ecological security barrier. At the same time, it is necessary to pay attention to human development and cultural inheritance, so that "cultural context, human connections" and "mountains and water veins" complement each other and complement each other.

Adhere to green development. It is necessary to carry out scientific assessment, carry out the accounting of the gross value of the ecosystem, rely on ecological resources, participate in carbon sink trading, awaken the "sleeping" green assets, and promote the transformation of ecological resources into ecological assets; it is necessary to build a green economic system and a high-quality and diversified ecological product system on the premise of protection, so as to realize the transformation of "ecological capital" to "rich people's capital"; to follow the green production mode, develop ecological tourism and other service industries, and form an industrial structure framework with ecological agriculture and animal husbandry and ecological service industry as the core.

Adhere to system governance. It is necessary to adhere to the management of the landscape, forest, lake, grass and sand ice system, break the situation of fragmentation caused by administrative divisions and resource classification; strive to straighten out the management system, form an integrated, whole-process, centralized, efficient and unified management system, and solve the chronic disease of multi-headed management and multi-discipline administration; establish a franchise mechanism of "government leadership, separation of management and economic management, and multi-party participation", and continue to improve the long-term mechanism for the government, enterprises, social organizations, and the public to participate in nature protection; to create a basic information platform for national park land space. The natural resource information service platform continuously improves the "heaven-earth integration" ecological environment monitoring network, builds smart nature reserves, formulates an assessment and evaluation index system and assessment methods with ecological assets and ecological service value as the core, and formulates a series of national park standards and norms.

Adhere to the people-oriented. It is necessary to properly handle the relationship between ecological protection and the improvement of people's livelihood, set up posts such as ecological stewards, guide local people to actively participate in ecological protection work, and establish and improve the volunteer service system, encourage enterprises, social organizations and individuals to participate in the ecological protection, construction and development of natural protected areas; adhere to the ecology for the people, scientific use, meet the people's urgent needs for a beautiful ecological environment, excellent ecological products, and high-quality ecological services, and provide them with rich ecological products; promote the all-round development of people. The experience accumulated in the process of harmonious coexistence between mankind and nature is passed down, internalized into a firm belief in respecting nature and protecting the environment, and externalized into a powerful action for the construction of ecological civilization.

Adhere to international cooperation. It is necessary to strengthen international exchanges and cooperation, promote the establishment of mechanisms such as cross-border ecological protection of the Lancang River Basin and the co-construction and sharing of cross-border corridors of the Northeast tiger and leopard; actively participate in the protection of global natural ecosystems, earnestly fulfill international responsibilities compatible with major developing countries, and contribute to the harmonious development of man and nature for the world.
