Pufferfish, the ancient name of lungfish, commonly known as air drum fish, bubble fish, waxhead fish, stingray fish, etc.; generally refers to the two-toothed puffer family, three-toothed pufferfish family, four-toothed pufferfish family and box pufferfish belong to the fish.
China's Bohai Sea, Yellow Sea and East China Sea region has long been rich in wild pufferfish, its flesh is white, tender, delicious meat, rich in nutrition, high protein content, and together with anchovies, knife fish and called "Yangtze River three fresh".

# In the early 1990s, the seawater breeding and artificial culture technology of pufferfish gradually matured, and cage culture of pufferfish was successful.
# Since 2000, large-scale anti-wind and wave metal cages and "land-sea relay" efficient breeding mode of breeding pufferfish have been adopted, and the whole process traceability management system has been implemented to monitor the inherent quality of pufferfish, and advanced poison control breeding technology has been adopted to ensure the safety of river pufferfish.
In recent years, the overseas market demand for fresh pufferfish is strong, and the export volume is increasing year by year. Xiaobian sorted out the customs clearance process for the export of pufferfish, let's take a look at it.
1. Registration
It is managed in accordance with the relevant provisions of the Measures for the Supervision and Administration of the Inspection and Quarantine of Outbound Aquatic Animals. Where the importing country or region requires China to register the production, processing and storage units to which aquatic animals are exported, the General Administration of Customs shall implement a registration system for outbound aquatic animal farms and transit farms.
Registration conditions for outbound aquatic animal farms and transit farms:
(1) The surrounding and in-situ sanitary environment is good, there are no pollution sources such as industry and domestic garbage and aquatic product processing plants, the layout of the field area is reasonable, the partition is scientific, and there are clear signs;
(2) Aquaculture water complies with national fishery water quality standards, and has a valid water quality monitoring or testing report issued by the competent government department or the Customs;
(3) Having facilities, equipment and materials such as aquaculture, packaging, epidemic prevention, feed and drug storage that meet the requirements of inspection and quarantine;
(4) Have special management systems for breeding, packaging, epidemic prevention, storage and use of feed and drugs, waste and wastewater treatment, personnel management, and the introduction of aquatic animals that meet the requirements of inspection and quarantine;
(5) Equipped with professional and technical personnel in aquaculture and epidemic prevention, have a training plan for practitioners, and employees hold health certificates;
(6) The area and transit capacity of the transit site shall be commensurate with the number of exports.
Non-open water farms and transit farms for outbound edible aquatic animals shall also meet the following conditions:
(1) Having facilities that isolate or restrict the free entry and exit of persons and animals unrelated to the external environment, such as separation walls, nets, fences, etc.;
(2) The aquaculture surface of the farm shall have a certain scale, and the general cement pond aquaculture area shall not be less than 20 mu, and the soil pond aquaculture area shall not be less than 100 mu;
(3) The farm shall have an independent isolation pond for the introduction of aquatic animals; each breeding pond shall have an independent water inlet and drainage channel; and the inlet and drainage channels of the farm shall be separated.
Open water farms and transit farms for outbound edible aquatic animals shall also meet the following conditions:
(1) Aquatic animal diseases without provisions in breeding, transit, or packaging areas;
(2) The area of aquaculture waters of the farm is not less than 500 mu, and the number of cages for cage culture is generally not less than 20.
Application materials for registration of outbound aquatic animal farms and transit farms include:
• Application form for registration;
• Schematic map of the site area and color photographs (including the whole site area, the gate of the farm area, the breeding pond and its number, the drug warehouse, the feed warehouse, the packaging place, etc.);
• Waste and wastewater treatment procedures;
• If the importing country or region has clear testing requirements for aquatic animal diseases, it is necessary to provide relevant test reports.
For the export of pufferfish to South Korea, according to the "China-South Korea Import and Export Live Aquatic Animal Sanitation Management Agreement", the General Administration of Customs is also required to inform the Republic of Korea of the list of aquatic animal farms exported to South Korea.
Processing process: Log on to the "Internet + Customs" (http://online.customs.gov.cn) business to handle → administrative approval → more → the production, processing and storage units of outbound animals and their products and other quarantine items to register.
2. Export declaration
Enterprises declare exports to the customs through the "single window" of China's international trade, and the declaration is accepted by the customs of the location of the farm/transit farm, and the enterprise shall issue a supply certificate, contract, etc. when declaring.
3. Inspection and quarantine
Customs carries out inspection and quarantine of aquatic animals leaving the country on the following grounds:
(1) Inspection and quarantine requirements and mandatory standards stipulated by Chinese laws and regulations;
(2) Bilateral inspection and quarantine agreements, protocols and memorandums;
(3) the inspection and quarantine requirements of the importing country or region;
(4) The inspection and quarantine requirements specified in the trade contract or letter of credit.
After the export declaration is accepted by the customs of the location of the farm/transit farm, the "Certificate of Supply of Outbound Aquatic Animals" issued by the registered farm or the transit farm will be inspected, and the inspection and quarantine of the aquatic animals farmed abroad will be carried out according to the monitoring results of epidemic diseases and toxic and harmful substances, daily supervision records, classification management of enterprises, etc.

4. Quarantine issuance and handling
Passed the inspection and quarantine
After passing the inspection and quarantine, the customs shall mark the loading container or means of transport, issue the "Animal Health Certificate" in accordance with the requirements of the importing country or region, and approve the export; the customs shall carry out irregular supervision and installation of the exported aquatic animals according to the classification management of the enterprise.
Inspection and quarantine are not qualified
If the inspection and quarantine is unqualified, the "Notice of Unqualified Outbound Goods" shall be issued, and the reasons for the unqualified goods shall be investigated.
5. Acceptance and inspection at ports
In the event of inconsistency between the customs office of the place of departure and the customs of the port of departure, the port inspection system shall be implemented.
Acceptance at the port
The customs at the port of departure accepts the exit declaration and requires the cargo owner or his agent to provide the "Animal Health Certificate" and related materials issued by the customs of the place of departure.
Port inspection
If the outbound aquatic animals that have passed the inspection and quarantine do not replace the original packaging for export in different places, they shall be allowed to be released after on-site inspection by the customs at the port of departure, and the goods certificate is consistent and the sealing is intact; if it is necessary to change the water, add ice, oxygenate, or connect and replace the means of transport at the port of departure, it shall be carried out under the supervision of the customs at the port of departure and in the place designated by the customs, check that the cargo certificate is consistent, and if there is no abnormality in the clinical inspection, it shall be released after the sealing is added.
6. Supervision and management
The Customs implements a system of daily supervision and management and annual review of outbound aquatic animal farms and transit farms registered within its jurisdiction. Customs carries out animal disease monitoring and safety risk monitoring according to the annual plan documents, and enterprises should establish a self-inspection and self-control system to be responsible for the safety and health quality of exported aquatic animals.
