As a post procurator in the public interest litigation department, Ding Nan more deeply feels the heavy responsibility on his shoulders, procurators are representatives of the public interest, and any behavior that harms the public interest will definitely strike hard.
At the beginning of 2020, in the performance of her duties, she found that due to the long-term illegal sinking of groundwater in the aquaculture industry within the Binhai New Area, a serious geological hazard was formed. She and her colleagues immediately launched an investigation, but the process of collecting evidence was full of twists and turns.
Because the ban on groundwater exploitation affects the economic interests of aquaculture farmers, when they go to the scene to collect evidence, they are repeatedly turned away, and although they have entered the breeding plant through many efforts, they have difficulty in finding the well because of the hidden location of the well. The evidence collection of the case coincided with the severe cold of March 9, 2020, even if wearing the thickest down jacket, the cold wind could easily penetrate the clothes, but in order to fix the evidence, it was still necessary to cross the obstacles set by farmers and constantly search for hidden wells.
Not only is it difficult to collect evidence, the administrative organs do not understand is also one of the obstacles to their work, at the beginning of the handling of this case, they also suffered from the administrative organs' questions, ding Nan and colleagues did not shrink back in the face of difficulties, but actively took action, held a joint meeting with the administrative organs, dispelled their concerns, and finally after careful review, respectively, put forward 5 procuratorial suggestions to the Tianjin Binhai New Area Water Affairs Bureau, the Tianjin Municipal Planning and Natural Resources Bureau Binhai New District Bureau, and the relevant streets and towns. All administrative organs are required to: In strict accordance with relevant laws and regulations, promptly impose administrative penalties for unauthorized use of groundwater within the jurisdiction to strengthen daily supervision.
After receiving the procuratorial suggestions of our procuratorate, all relevant administrative organs attach great importance to them and actively carry out rectification. By May 2020, 238 relevant administrative cases had been rectified and investigated by relevant administrative organs, and a total of 970,000 yuan had been punished for illegal exploitation of groundwater, achieving good governance results.
Focus on people's livelihood hotspots

While safeguarding the interests of the state, public interest litigation procuratorates pay more attention to the hot spots of people's livelihood, and continuously increase the governance of food and drug safety cases that are related to the vital interests of the people.
In response to the irregular sales of health food and drugs in his jurisdiction, Ding Nan formulated and issued pre-litigation procuratorial suggestions for administrative public interest litigation to the streets and towns in the whole district, but less than a week after the procuratorial recommendations were issued, some streets and towns refused to perform their duties on the grounds of the revision of the law on food business licenses, and collectively challenged the procuratorate. In the face of this situation, Ding Nan and his colleagues did not wait to rely on it, took the initiative to attack, convened the relevant streets and towns for discussion, they started from the most stringent food safety law, compacted the territorial responsibilities of the streets and towns, clarified the direction of the performance of duties of each street and town, and warned of the accountability mechanism for food safety responsibility accidents.
At this symposium, all the streets and towns did not argue, and after the meeting, under the supervision of the procuratorate, they strictly investigated and dealt with illegal acts, completely changed the chaos in the sales of special food and drug business units, improved the safety management level of special food and drug business units in the whole region, and responded to the people's new expectations for food and drug safety in a timely manner with practical actions.
This is Ding Nan's daily work status, on the one hand, the forensic process is extremely hard, in order to maintain the safety of high-speed railway operation in the jurisdiction, she measured the high-speed rail line in the jurisdiction with her feet; in order to smooth the rain well to achieve rainwater diversion, she collected evidence in the whole district, and the trip was as many as hundreds of kilometers a day. Throughout 2020, Ding Nan issued more than 70 procuratorial suggestions to the administrative organs of the whole region, involving land, public safety, food and drug safety and other fields, after communication, has signed a joint working mechanism with the Binhai New Area Market Supervision and Administration Bureau, the Water Affairs Bureau's River and Lake Chief's Office and other units, more and more administrative organs began to understand and cooperate with their work, and the soft power of administrative public interest litigation is constantly being highlighted. So Ding Nan did not make any demands on the organization and threw himself into the work of the community without hesitation. The community is the first line of defense to prevent and control the spread of the epidemic, and the control and tracking of mobile personnel is the top priority of the community's prevention and control work, and it is also the fundamental means to prevent the spread of the epidemic. In order to achieve the goal of "not missing a household, not missing a person", she and other volunteers carried out full coverage inspections of key parts, key places and key groups in the community, and made every effort to eliminate and prevent infection. Because there are fewer community workers, only Ding Nan is sent to the cadres, so she needs to take turns with other community workers from 8:30 a.m. to 5 p.m. every day, and the number of steps is tens of thousands of steps per day.
Due to the sudden blizzard during the duty, the road was wet and slippery, blocking her way home, and for several days she could only live in the unit, sleeping in a simple folding bed 60 cm wide, which was too narrow as long as she turned over the quilt and would fall to the ground, so she was sleepless for several nights.
