Deputy Director Yu Bin attended the launching ceremony and delivered a speech, and Deng Dexiong, Deputy Commissioner of the Special Office of the Ministry of Commerce in Chengdu, attended the launching ceremony.

Deputy Director Yu Bin thanked the leaders and guests who participated in the launching ceremony, pointing out that since 2020, in the face of the "triple pressure" of the new crown pneumonia epidemic, Sino-US economic and trade frictions, and RMB exchange rate fluctuations, the province's foreign trade has resolutely implemented the decision-making and deployment of the provincial party committee and the provincial government and the Ministry of Commerce, done a solid job in the "six stability" work, fully implemented the "six guarantees" task, and gone all out to grasp the platform empowerment, economic and trade activities, open cooperation, and trade environment construction, which has promoted the province's foreign trade against the trend and high growth and development.

Deputy Director Yu Bin said that the impact of the epidemic on the development of foreign trade enterprises still exists widely, and the order delivery cycle of foreign trade enterprises has become longer, transaction costs have climbed, and transaction risks have risen, which has seriously affected the enthusiasm of foreign trade enterprises in the province to open up the international market. The Department of Commerce and CITIC Insurance Sichuan Branch jointly planned the "Foreign Trade Escort Action", the main purpose of which is to play a counter-cyclical adjustment role of policy-based export credit insurance, highlight the cultivation of foreign trade main teams, and promote more small and medium-sized enterprises to be included in the export credit insurance guarantee system. In the next step, the Department of Commerce will work with Xinbao Company to focus on the operational capabilities of the main team of foreign economic and trade enterprises, the development of key industries and industries, and the improvement of the policy system, accurately serve key enterprises, support the development of new foreign trade formats, increase the underwriting of the industrial chain supply chain, use policy financing to help enterprises solve financing problems, and strive to help enterprises improve their international operation capabilities.

It is understood that as of September 21, the short-term export insurance underwriting scale of China Export Credit Insurance Sichuan Branch was 5.92 billion US dollars, an increase of 74.5% year-on-year; the reported loss amount was 23.164 million US dollars, and the amount of decided compensation was 1.546 million US dollars; and 1302 enterprises in our province were served, an increase of 28.8% year-on-year. In the province, 29 regional government small and micro unified guarantee platforms were established, 934 small and micro export enterprises were supported by services, an increase of 31.9% year-on-year, and the service coverage of small and micro export enterprises in the province was increased to 25.9%.

Chengdu, Mianyang, Deyang, Yibin, Luzhou, Suining, Leshan, Zigong, Ziyang, Nanchong, Guang'an, Neijiang and other 12 municipal departments in charge of foreign trade responsible persons and relevant key enterprises, the Department of Commerce Foreign Trade Division, Trade Development Division, Finance Division, E-commerce Department and other department heads attended.
