The whistleblower letter wrote that Xiong Maolin, former deputy director of the county supply and marketing cooperative, was the initiator and one of the shareholders of the "Shuxin East District" project. The Shuxin East District project was started by Xiong Maolin, and the project was also caused by Xiong Maolin.
After a secret investigation, the Peng'an County Discipline Inspection Commission Supervision Committee summoned Xiong Maolin. In the conversation room, when a large amount of evidence was placed in front of Xiong Maolin, under the pressure, the man had an emotional breakdown and cried bitterly.

The company's construction of houses has no ledger, revenue and expenditure cannot be separated, shareholders are increasingly suspicious of each other, and the huge difference in the amount of funds injected by shareholders in the later period makes the construction of the Shuxin East District project difficult. It has been verified that from 2006 to 2016, when Yao Changming was the director of the county supply and marketing cooperative, in the process of leasing fixed assets and fund lending managed by the county supply and marketing cooperative, Yao Changming took advantage of his position to provide convenience for others, and successively accepted a total of 415,000 yuan in money from many people.

In December 2020, Yao Changming committed the crime of accepting bribes and was sentenced to three years' imprisonment and fined 200,000 yuan; for the crime of embezzlement, he was sentenced to three months' detention and fined 100,000 yuan, and decided to carry out a three-year prison sentence and a fine of 300,000 yuan.
