In the spring of 2003, a severe outbreak caused by atypical pneumonia struck suddenly.
In mid-to-late February, the SARS epidemic ended in parts of Guangdong and spread to 26 provinces, autonomous regions and municipalities directly under the Central Government in mid-to-late April.

In early April, Hu Jintao visited Guangdong, the hardest hit area of SARS, to investigate the disaster situation and study countermeasures. Under the strong leadership of the CPC Central Committee and the State Council, the whole country mobilized urgently, adhered to mass prevention and control, and worked together to overcome difficulties and effectively control the SARS epidemic. In June, the World Health Organization announced the lifting of travel warnings to Beijing, and China achieved a major victory in the fight against SARS.
The occurrence and spread of SARS has exposed the weak links and prominent problems in China's economic and social development. The major theoretical and practical question of "what kind of development to achieve and how to develop" has historically been placed before the Chinese Communists.
At the end of August and the beginning of September 2003, Hu Jintao put forward the concept of "scientific outlook on development" during his inspection tour in Jiangxi, pointing out that it is necessary to firmly establish a scientific outlook on development for coordinated development, all-round development and sustainable development. In October 2003, the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China adopted the Decision of the Central Committee of the Communist Party of China on Several Issues Concerning the Improvement of the Socialist Market Economic System, which for the first time put forward the scientific concept of development in its entirety in the party's official documents, requiring "adhering to the people-oriented, establishing a comprehensive, coordinated and sustainable development concept, and improving the socialist market economic system." At this point, the scientific outlook on development as a major strategic idea has initially taken shape.
On March 10, 2004, Hu Jintao comprehensively expounded the scientific connotation, basic requirements and guiding significance of the scientific concept of development at the Central Forum on Population, Resources and Environment. He pointed out that adhering to the people-oriented principle means taking the realization of all-round human development as the goal, seeking development and promoting development from the fundamental interests of the masses of the people, constantly satisfying the growing material and cultural needs of the masses of the people, earnestly protecting the economic, political, and cultural rights and interests of the masses of the people, and letting the fruits of development benefit all the people. All-round development means taking economic construction as the center, comprehensively promoting economic, political, and cultural construction, and achieving economic development and comprehensive social progress. Coordinated development means to make overall plans for urban and rural development, regional development, economic and social development, harmonious development between man and nature, domestic development and opening up to the outside world, coordination of productive forces and production relations, economic foundation and superstructure, and coordination of all links and aspects of economic, political, and cultural construction. Sustainable development is to promote the harmony between man and nature, realize the coordination of economic development with population, resources and environment, adhere to the road of civilized development of production and development, affluent life and good ecology, and ensure sustainable development from generation to generation.
In October 2006, the Sixth Plenary Session of the Sixteenth Central Committee of the Communist Party of China put forward the major strategic goal of building a harmonious socialist society, which added the important aspect of "social construction" to the overall layout of the cause of socialism with Chinese characteristics, so as to expand from the "trinity" of economic construction, political construction and cultural construction to the "four-in-one" of economic construction, political construction, cultural construction and social construction.
The plenary session also put forward new requirements for "promoting good and rapid economic development." The policy of guiding economic development, from "fast and good" that has been used for many years to "good and fast", although it is only an adjustment of the order of "good" and "fast", it reflects the essential requirements of scientific development.
On October 15, 2007, the 17th National Congress of the Communist Party of China was held in Beijing. The Seventeenth National Congress of the Communist Party of China comprehensively and systematically expounded the background, scientific connotation, spiritual essence and fundamental requirements of the scientific concept of development. The scientific outlook on development is based on the basic national conditions in the primary stage of socialism, summing up China's development practice, drawing on foreign development experience, and adapting to the new development requirements.
The scientific concept of development, the first meaning is development, the core is people-oriented, the basic requirement is comprehensive coordination and sustainability, and the fundamental method is to take into account the overall situation.
The Seventeenth National Congress of the Communist Party of China has written the scientific outlook on development into the party constitution as the party's guiding ideology, and has clearly stipulated: The scientific outlook on development is a scientific theory that is in line with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thinking of the "three represents" and advances with the times; it is an important guiding principle for China's economic and social development; and it is a major strategic idea that must be upheld and implemented in developing socialism with Chinese characteristics.
The basic national conditions in the primary stage of socialism and the new stage characteristics of China's development in the new stage of the new century are the realistic basis for the formation of the scientific outlook on development; the successful practice of the party in leading the people to overcome various risks and challenges and uphold and develop socialism with Chinese characteristics is the practical basis for the formation of the scientific outlook on development; and the lessons learned from the general trend of development in the contemporary world and the development abroad are the background of the times in which the scientific outlook on development was formed.
