Combine prevention and control to build a solid safety supervision barrier
Under the premise of conscientiously implementing the deployment and measures of the municipal party committee and the municipal government for safe production work, in recent years, Kunshan High-tech Zone has continuously improved the level of civil air defense and technical defense, implemented detailed safety supervision measures, and built a safety barrier throughout the region.
According to the distribution status and geographical location characteristics of industrial enterprises in the region, the high-tech zone is divided into 5 safety and environmental supervision grid areas, with a ratio of 65:1 between industrial enterprises and grid members, equipped with 57 grid members, specifically responsible for daily supervision and inspection work, do a good job in the collection of industrial enterprise information, and establish a basic database of industrial enterprises and a lessor database in the whole region. In order to improve the professional ability level of safety supervision personnel, the Safety and Environmental Protection Bureau of the High-tech Zone implements the "three-year project of improving the ability" of grass-roots safety supervision personnel, and establishes an education and training model of "general training + special training + special training" to help safety supervision personnel train "fire eyes and golden eyes", and do not let go of a trace of hidden dangers in the process of inspecting enterprises, and strangle the danger in the cradle. On this basis, the District Safety and Environmental Bureau has set up a grid member assessment and promotion and elimination mechanism, carried out monthly business ability assessment, and formed a benign competitive atmosphere of survival of the fittest among grass-roots safety supervision personnel.
In order to guard the defense line for safe production in the whole region, we must not only use traditional civil air defense, but also rely on technical defense means to build a modern supervision system that combines civil air defense and technical defense. Starting from three regulatory platforms, Kunshan High-tech Zone introduces cutting-edge information science and technology, and vigorously implements the strategy of "rejuvenating security with science and technology": jointly designing and developing a safety monitoring information platform with Jiangsu University, implementing video surveillance of key supervised enterprises, major hazard sources and key personnel-intensive places in the region, and realizing the synchronous alarm of enterprise fire information and monitoring platform. While doing a good job in safety prevention and control, Kunshan High-tech Zone highlights the monitoring and early warning of hidden risks and establishes an emergency response mechanism. Focusing on the three major links of prevention, early warning and emergency response, the high-tech zone has successively compiled the "Kunshan High-tech Industrial Development Zone Production Safety Accident Emergency Response Plan", "Kunshan High-tech Industrial Development Zone Emergency Resources Investigation Report" and "Kunshan High-tech Industrial Development Zone Risk Assessment Report", comprehensively analyzing and evaluating the safety production risks and emergency response capabilities of Kunshan High-tech Zone. And targeted emergency drills are carried out in different industries and fields such as dangerous chemicals and crowded places, and efforts are made to improve flexible disposal and rapid response capabilities.
Focus on the key points and improve safety management capabilities
On March 26, the staff of the Safety and Environmental Protection Bureau of the High-tech Zone found in the process of carrying out special rectification actions for the safe production of hazardous waste that some enterprises illegally discharged waste emulsion into the sewers in the factory area, causing safety hazards and river pollution. After 2 hours of meticulous investigation, the District Safety and Environmental Bureau locked the source of sewage - Kuaieryi Precision Mould Factory in Yushan Town, Kunshan City. After on-site investigation and sampling, the enterprise was suspected of dumping waste emulsion into the sewer and discharging it into the river channel. The District Safety and Environmental Protection Bureau ordered the enterprise to rectify within a time limit, and according to the results of the water sample test, it would work with the public security department to pursue the relevant legal responsibilities of the person in charge of the enterprise.
The above case is just an ordinary case in the special rectification action of safe production in Kunshan High-tech Zone. Since the beginning of this year, the high-tech zone has deeply promoted the special rectification action of safe production in the whole region, and on the basis of the overall promotion and dragnet-style full coverage investigation and rectification, focusing on key industry areas, key areas, key places, and key periods, it has set up a special rectification leading group for safe production with the main leaders of the district party working committee and management committee as the group leader, the leaders of the district under management as the deputy leaders, and the main responsible persons of various departments as members, and set up 10 leading rectification working groups to separately print and distribute special rectification implementation plans for 28 industry fields in the high-tech zone.

Up to now, the special rectification action for safe production in Kunshan High-tech Zone has been issued and implemented 1 general plan for special rectification of safe production in the whole region, 1 comprehensive treatment plan for dangerous chemicals and sub-programs for special rectification action for safe production in "27 +1" fields, carried out 12 times of safety production supervision led by the leaders of the management committee, inspected a total of 29442 production and business units (places), found 7793 hidden dangers, rectified 2363 hidden dangers, ordered 342 rectification within a time limit, and ordered 26 temporary production suspensions. This special "live broadcast" attracted nearly 5,000 people from 2,064 companies to watch online simultaneously. In addition, Kunshan High-tech Zone also takes the standardization of enterprise safety production and the dual risk prevention mechanism as the starting point, continues to promote the standardization and upgrading of enterprises, improves the enterprise risk identification and dual prevention mechanism, establishes a responsibility system for the safe production of all enterprises, and consolidates the main responsibility of enterprises. Implement the strictest regulatory measures for units that refuse to rectify, deliberately evade inspection, or fail to implement the main responsibility for safe production, implement the system of public exposure by the media and red and yellow card warnings, strengthen the pursuit of responsibility for safety production accidents, and form a punishment warning effect.

At present, 9 existing metal dust enterprises in the area have been re-inspected, of which 4 enterprises that have not completed the acceptance inspection require the equipment to be dismantled immediately; "Look back" at the 2 aluminum and magnesium products grinding enterprises that have been banned before to ensure that small grinding will not recur; Conduct on-site verification again of the 3 enterprises that have been engaged in magnesium alloy processing to ensure that magnesium alloy processing is no longer carried out; Conduct a comprehensive safety inspection of 23 aluminum and magnesium processing enterprises, conduct expert diagnostic inspections on 1 enterprise with a magnesium content of more than 90%, supervise and urge enterprises to implement hidden danger rectification as soon as possible, and on this basis, vacate a number of production and operation units that do not meet industrial requirements and do not meet safety conditions.
