The public prosecution alleged that when Zhang Guoquan was serving as the deputy head of the economic crime investigation detachment of the Hefei Municipal Public Security Bureau, he knowing that Gui xxx was suspected of falsely issuing special VAT invoices and deliberately shielded him from prosecution, and demanded a bribe of 1.3 million yuan from Gui xx, which was a serious circumstance.
