Towards the "14th Five-Year Plan", Yantai will scientifically plan the work of ecological environmental protection. Wang Desheng, deputy secretary of the party group and deputy director of the Municipal Bureau of Ecology and Environment, introduced that Yantai will take green and low-carbon development as the guide and coordinate the promotion of high-quality economic development and high-level protection of the ecological environment. Continue to optimize the pattern of land space development and protection, strengthen the application of the results of "three lines and one single" (ecological protection red line, environmental quality bottom line, resource utilization line and ecological environment access list), and promote the accurate implementation of the ecological environment space access system. Implement a new round of "four reductions and four increases" action plan, accelerate the optimization of industrial structure, energy structure, transportation structure, and agricultural input structure, and promote emission reduction at pollution sources. Continue to promote the reduction of the total amount of major pollutants, strengthen the standardized management and use of total quantity indicators, and strictly implement the requirements for reducing substitution for construction projects.

With the improvement of environmental quality as the core, we will promote the battle against pollution in depth. In terms of air pollution prevention and control, strengthen the coordinated control of multiple pollutants and regional collaborative treatment, continue to strengthen the fine treatment of dust, and coordinate the development of fine particulate matter (PM2. 5) and ozone (O3) pollution prevention and control, by 2025 basically eliminate heavily polluted weather. In terms of water pollution prevention and control, by 2025, we will achieve "one reduction, two reforms, and three improvements", that is, the total discharge of major water pollutants will continue to decrease, the water environment and water ecology of key rivers will continue to improve, and the sustainable utilization rate of water resources, the proportion of excellent water bodies in rivers and the overall quality of water ecological environment will continue to improve. In terms of marine pollution prevention and control, by 2025, the proportion of excellent water quality in coastal waters will reach 97. 6%, the remediation rate of sewage discharges into the sea reached 100%; the water quality of the beach reached 100%; and four "beautiful bays" were built, including the sea area of the Temple Island Islands, Taozi Bay, Forty Mile Bay and Longgang Port. In terms of soil pollution prevention and control, strengthen the supervision of key soil pollution units and the soil risk management and restoration of construction land, to ensure that the safe utilization rate of construction land remains 100%; continue to do a good job in the safe use of cultivated land, strictly implement the classification management system of agricultural land, and ensure that the safe utilization rate of agricultural land remains 100%. Take the prevention of ecological and environmental risks as the bottom line, and strengthen the capacity building of risk prevention and resolution. Improve the normalization management system of environmental risks, carry out a thorough investigation of the source of environmental risks in the city, strengthen the investigation and assessment of environmental risks in enterprises involved in danger, chemical parks, centralized drinking water sources and key river basins, and implement classified and hierarchical risk management and control. Establish and improve the ecological environment risk prevention mechanism, and build an integrated ecological environment monitoring system of "sky, earth, air and water".

With reform and innovation as the starting point, accelerate the construction of a modern ecological environment governance system. Complete and improve the working mechanisms of municipal and county ecological and environmental committees, implement the list of responsibilities for ecological environmental protection, and strengthen the assessment of responsibilities for ecological environmental protection. Wang Desheng said that the "14th Five-Year Plan" is a key period and window period for carbon peaking, and Yantai will seize the "bull nose" of carbon reduction as the source of governance, incorporate carbon peaking and carbon neutrality into the overall layout of ecological civilization construction, coordinate to promote carbon reduction and pollution reduction, and promote the comprehensive green transformation of economic and social development. In terms of top-level design, promote the inclusion of carbon peaking and carbon neutral goals and tasks into the medium- and long-term planning of economic and social development, strengthen the convergence and coordination between various types of planning, and ensure that the implementation of carbon peaking, carbon neutrality tasks and development directions, overall layout, major policies, and major projects in all districts, cities, and fields is coordinated. On the work path, according to the national and provincial medium- and long-term carbon emission targets, the "Yantai Carbon Emission Peak Action Plan" will be prepared as soon as possible, the carbon dioxide emission peak target and road map will be clarified, the work tasks will be decomposed, and the target assessment mechanism will be established. In terms of specific measures, the main reasons are to optimize the energy structure, strictly control the total amount of coal consumption, vigorously develop clean energy, improve the efficiency of energy utilization in key areas, comprehensively promote the green transformation of key industries and fields such as electric power, nonferrous metals, and transportation, strictly control the development of high-energy-consuming public buildings, promote the low-carbon transformation of urban and rural construction, advocate a simple and moderate, green and low-carbon lifestyle, and promote the city's early realization of carbon peak goals。

Actively improve the supervision and rectification promotion mechanism, establish and strictly implement the three supervision mechanisms such as list supervision, regular dispatch notification, and problem rectification and reform sales number, make a detailed list of all problems, clarify the responsible subjects item by item, refine the division of responsibility and rectification standards, regularly dispatch and implement dynamic management.

As one of the important tasks to improve the rural living environment, Yantai has a plan for the treatment of rural domestic sewage during the "14th Five-Year Plan" period. This year, Yantai plans to add at least 462 new administrative villages, and the sewage treatment of these new villages will mainly adopt the method of pipe management, construction of sewage treatment facilities and collection and centralized transportation. By 2025, the city will have completed the effective collection and treatment of 55% of the rural domestic sewage in administrative villages.

Last year, Yantai City was listed as a pilot city for the remediation of sewage discharges into the sea, and a lot of work has been carried out around the pilot city.

Wang Ying, deputy director of the Municipal Bureau of Ecology and Environment, introduced that in the first year of the "Fourteenth Five-Year Plan", Yantai will further increase the intensity of work, solidly promote the "Third Five-Year Plan" project, adhere to systematic governance, classified policies, precise rectification, high-quality completion of the national pilot task of sewage outlet rectification, actively explore the formation of a model of sewage outlet remediation that can be learned, copied and promoted, establish and improve a long-term mechanism with clear rights and responsibilities, adequate supervision and standardized management, and continuously improve the quality of the marine ecological environment.

Entering the "14th Five-Year Plan", Yantai will also fully implement the pollutant discharge permit system in the management of sewage permits, and promote the modernization of the ecological environment governance system and governance capabilities. Effectively improve the accuracy and timeliness of pollutant discharge permits, promote the "authenticity" of pollutant discharge information data in all aspects of enterprise application, filling in, ledgers, and reports, use big data to screen and automatically update the permitted emission limits of polluting units and relevant management requirements, actively explore the transformation from "discharge permits" to "emission management", promote the unified collection, mutual complementarity, and cross-verification of pollutant and greenhouse gas emission related data of enterprises and public institutions, and realize the coordinated promotion of pollutant discharge permit work and climate change response work. Clarify the rights and responsibilities and obligations of the pollutant discharge permit system, and implement the requirements for enterprises to self-certify and abide by the law, government supervision in accordance with evidence, and joint supervision by society. Construct an ecological environment management system for fixed pollution sources, take the pollutant discharge permit as the main basis for the supervision and law enforcement of fixed pollution sources, and strive to promote the systematic, scientific, legal, refined, and informatized "one-certificate" management of fixed pollution sources.
