Guangzhou, February 22, 2017 Reporters learned from the Guangzhou Nansha District Procuratorate on the 22nd that in recent years, the number of cases involving new Internet crimes in the Nansha Free Trade Zone has shown a sharp increase, and since 2017, the Nansha procuratorial organs have accepted a total of 164 cases involving new Internet crimes and 244 people, with the number of cases exceeding 30% per year, and the number of crimes increasing by more than 50%.
At present, "brushing orders" to deceive "online loans", new Internet crimes hurt not only consumers. The reporter learned from the Nansha District Procuratorate that between 2018 and 2019, the criminal suspect Tang Mou opened a store to sell digital products on a well-known online shopping platform, and increased the transaction volume and consumer praise of the store on the shopping platform by creating false transaction rebates (commonly known as "brushing orders"), and then used the "brushing single performance" to obtain the credit loan line of the online business bank cooperating with the shopping platform, and took millions of yuan of loans from the online business bank for personal squandering. At the end of 2019, Tang could not repay the accumulated loan of millions of yuan, and his illegal and criminal acts were finally exposed, and after the public security organs filed and investigated the case, they were transferred to the procuratorial organs.
Prosecutor Liao Liang, who is responsible for handling the case, said that the traditional fraud crime has "mutated" to the new direction of "Internet +" crime, and the way criminals obtain illegal benefits has a tendency to spread from infringing on the property rights of ordinary citizens to infringing on financial institutions, which has become a potential serious harm to the financial order.
In addition, procurator Liao Liang disclosed that more and more criminals are targeting the data value of online social platforms, and the number of cases in which telecommunications fraud crimes and network security crimes are intertwined is also increasing. The criminal chain of such illegal and criminal elements is complete, the division of labor is clear and there are many people, and the harmful impact of criminal acts has spread from infringing on the rights of entities to infringing on the value of data.
For example, the Nansha Procuratorate found in the case of Chen X and others providing intrusion and illegal control of computer information system programs and tools that more than 30 criminal suspects, including Chen X, illegally cracked the underlying agreement of a well-known social platform to obtain confidential security data, and developed hacker software with functions such as bypassing account login security verification, as well as reaching hacker software with functions such as hanging up mode, one-click deletion of friends, adding friends, detection of account suspension, and batch real-name authentication. Chen and others also sold the hacking software to another group of fraudulent criminals, providing the criminals with the tools to commit crimes (which have been handled in a separate case).
It is understood that the procuratorial organs in Nansha have strengthened the analysis of the current situation and situation of telecommunications network crimes in their respective regions, formed a professional procuratorial case-handling team, arranged for procuratorial technical personnel to participate in case handling, improved the level of professional case handling, and resolutely cracked down on telecommunications network crimes.
