On the evening of September 8, 2018, an incident occurred in a certain community in which people were slashed with knives and hostages were taken. After slashing a passerby with a kitchen knife and seriously injuring him, the suspect hid in his home and took two hostages. At that time, the suspect was particularly excited, constantly waving a knife out of the window with both hands, and engaged in a fierce confrontation with the negotiators outside the door, and threatened to ignite the gas and die with everyone.
If this stalemate continues, the suspect is likely to hurt the hostages once he has an emotional breakdown. After leading the special combatants to forcibly break through the two doors, Chen Shuai aimed at the fighter and was the first to rush into the room. In the course of the close-quarters fight, the sharp knife in the suspect's hand stabbed into Chen Shuai's left arm. He firmly controlled the wrist of the suspect holding the knife, and threw him to the ground, and with the cooperation of other team members, he arrested the suspect and the hostage was successfully rescued. At this time, Chen Shuai found that the wound was bleeding like a flood. After diagnosis, Chen Shuai's left arm elbow tendons and nerves were broken, the wound was deep and bone was visible, and after surgical treatment, the left hand still could not grasp normally.
On April 27, 2018, a major criminal case occurred in Anshan City, in which the criminal suspect Yang Mou killed 2 people and seriously injured 3 people before fleeing to Jinzhou by car. In the end, the police found Yang's traces on the edge of a cliff in Lushan Mountain, a medical doctor in Beizhen City. Yang constantly waved his bayonet at the edge of the cliff, and threatened that "whoever wants to lean forward, I will jump off the cliff and commit suicide." Chen Shuai led the police forces of the two emergency reinforcement groups to quietly climb to the side of the cliff, set up rescue equipment, and prepare for rescue. The cliff more than 100 meters deep is extremely steep, but in order to prevent the anger of the suspect from jumping off the cliff to commit suicide, but also to protect the safety of other teammates, Chen Shuai handed the pistol to his teammates, tied a rope rope around his waist to Yang's side, and Yang began a 3-hour exhortation on the cliff of less than 4 square meters, until Yang Mou's thoughts relaxed, and the moment when the sharp knife was about to land, Chen Shuai successfully subdued it.

During the "epidemic" period, Chen Shuai led the team to successfully complete the transfer of a total of 12 confirmed cases of new crown pneumonia in 4 batches of Huludao and Chaoyang to the Jinzhou Centralized Treatment Center for treatment; 24-hour uninterrupted patrol prevention and control work around the center for 38 days; and completed the transfer of a total of 385 inbound and returnees to Jinzhou from Beijing, Shenyang, Dalian, Jinzhou Bay Airport and Jinzhou Railway Station and Passenger Terminal for 2 months.
