On October 26, the reporter learned from the Wuhu Postal Industry Security Center that the city has carried out 24-hour real-time video monitoring of the operations of postal express delivery enterprises through the construction of a postal industry safety supervision information system, which has comprehensively improved the safety supervision capabilities and ensured the safety and stability of the delivery channels. In August this year, the new model of "off-site law enforcement" safety supervision in the postal and express industry in our city was promoted in the province as a system innovation in the Wuhu area of the Anhui Pilot Free Trade Zone.
At 10:00 a.m. on the 26th, the reporter saw at the Wuhu Postal Industry Security Center that the staff opened the computer and conducted a real-time inspection of the operation site of the express delivery distribution center through the safety supervision system (pictured). After clicking to select the courier company, the situation of the express sorting site is unobstructed under the shooting of the high-definition zoom spherical camera, not only all the operations of the courier are clearly visible, but the supervisor can even take a close-up shot of the package through video magnification.
The reporter learned that the monitoring system automatically saves a 6-month-long playback video, records the illegal operation behavior of postal and express delivery companies, and provides the regulatory authorities with video and picture evidence of illegal operations of enterprises. The postal administration department can also remotely retrieve the video record of the express inspection of a certain courier number and the security inspection image of the single number to check the situation of contraband. Through the safety supervision system, postal and express delivery enterprises are urged to effectively implement the three systems of "receiving and sending inspection, real-name receipt and delivery, and passing through the machine security inspection", and blocking prohibited items such as flammable and explosive materials and dangerous chemicals outside the delivery channels.
Du Ping, director of the Wuhu Postal Industry Safety Center, said that the safety supervision of the postal express industry in our city is equipped with "clairvoyance", which not only effectively saves management resources, but more importantly, effectively protects the legitimate rights and interests of consumers. Through remote monitoring of the working places of postal and express delivery enterprises, operators are required to sort express mail to achieve the "three no's principle" - "do not throw, do not land, do not put up stalls", to prevent the loss and damage of express mail caused by "violent sorting", and the backlog of express mail caused by bursting. "The consumer complaint rate in terms of lost damage and delayed delivery of express mail has dropped from 17.8% in 2020 to 10.8% in 2021, effectively improving the public's sense of experience and satisfaction."
At present, the city has completed the access to 15 postal and express delivery enterprises, 177 outlets entered, extracted about 3.3 million records of the single number of security inspection goods, required the delivery enterprises to rectify and implement more than 60 times, realized the information supervision of 100% X-ray machine security inspection of express delivery, and realized the goal of industry supervision of "dynamic trackability, hidden dangers can be found, events can be early warning, risks can be controlled, and responsibilities can be traced", and truly implemented the delivery safety to the responsible subjects to ensure the smooth flow of the delivery safety lifeline.
