Zhang Yi, a female "post-90s" female cadre in Guizhou who has attracted much social attention, was sentenced to a year and a half in prison in August last year, and all the more than 410,000 yuan she embezzled was used for gambling. Zhang Yi was born on September 5, 1992, Miao ethnicity, undergraduate culture, before the crime was a staff member of the Sinan County Social Insurance Bureau. He was arrested by the Sinan County Public Security Bureau in June last year on suspicion of embezzlement, and in the same month the Sinan County People's Procuratorate filed a public prosecution with the Sinan County People's Court.

After trial, it was found that on September 21, 2016, Zhang Yi was recruited to work in the Sinan County Social Insurance Bureau, and on September 26, she was identified as the accountant of the pension insurance unit for urban and rural residents of the bureau. In June 2017, due to the maternity leave of Xu Mou, the cashier of Zhang Yi's stock office, the person in charge of the unit arranged for Zhang Yi to concurrently serve as the cashier of the stock office. From June 2017 to January 2018, Zhang Yi took advantage of his position to illegally occupy social security funds by arbitrage and collection without recording, totaling RMB413,709.
Among them, from December 7, 2017 to January 16, 2018, Zhang Yi obtained the bank card accounts of 10 people on the pretext of borrowing the bank cards of 10 people, including Wang mou and Zhang Mou, to help collect money. She then took advantage of her position to fabricate the fact that 10 urban and rural residents had surrendered their pension insurance, and directly transferred the pension insurance funds from the new rural social pension insurance expenditure special account of the Sinan County Social Insurance Bureau to the bank accounts of the above ten people, and then let Wang Mou and others transfer the money to themselves, thus embezzling a total of 24.421996 million yuan in pension insurance.
On October 20 and October 31, 2017, the staff of the Human Resources and Social Security Service Center of Qingbanpo Town, Sinan County, went to the Sinan County Social Insurance Bureau and handed over 7,300 yuan of the pension insurance premium for urban and rural residents paid by Peng Qianxian and 36 other people in the town to Zhang Yi, who did not enter the account after receiving the payment.
From June to December 2017, the Sinan County Social Insurance Bureau carried out the work of recovering duplicate pension insurance benefits (including death over-payment). Among them, after 162190 yuan was returned, Zhang Yi was not recorded in the account after receiving it.
According to the judgment, the above three embezzlement funds totaling more than 410,000 yuan were all used by Zhang Yi for gambling.
On January 9 last year, Xu Mou, an employee of the urban and rural residents' pension insurance unit of the Sinan County Social Insurance Bureau, took over the cashier's work after the end of his maternity leave, and found that Zhang Yi's social security fund accounts during the period of concurrently serving as a cashier were wrong, and during the unit organization reconciliation, Zhang Yi took the initiative to admit the fact of corruption, and on January 27, he took the initiative to refund all the 413,709,996 yuan of embezzlement to the new agricultural insurance expenditure special account of the Sinan County Human Resources and Social Security Bureau.
The case was also listed by Tongren City as the first case of job-related crimes transferred by the Supervision Commission for review, and the trial in July last year was broadcast live on the China Trial Open Network.
At that time, Zhang Yi confessed at the trial, "Through this incident, I deeply realized that the serious mistakes I made caused very serious harm to the unit, my family and society, and I felt extremely remorseful and guilty in my heart, hating myself for failing to live up to the trust of the organization in me, the cultivation of the unit for me, and the cultivation and ardent expectations of my parents." ”

On August 15 last year, the Sinan County People's Court pronounced a verdict on the case. The court held that Zhang Yi voluntarily confessed his crime when the person in charge of the unit where he belonged to him talked to him, regarded as an automatic surrender, and truthfully confessed all the facts of his crime during the investigation, which was a voluntary surrender; after the case, the Supervision Commission returned all the stolen funds before filing the case, truthfully confessed his criminal facts, sincerely repented of his crime, actively returned the stolen goods before initiating the public prosecution, and avoided and reduced the occurrence of harmful consequences, and could be given a lighter punishment.
The court convicted Zhang Yi of embezzlement and sentenced him to one year and six months in prison and a fine of RMB 100,000.
