Jiangsu fishermen fished out a "small boat" from the sea, but it was a device used by foreign spies to collect intelligence

Soon it will be the annual national security education day for the whole people, and when it comes to national security, people often think of military security, scientific and technological security, and so on. In recent years, with the continuous improvement of China's comprehensive national strength, foreign countries have used their own scientific and technological advantages to pose a growing threat to China's maritime security. Recently, some coastal fishermen have frequently reported to reporters that when they go out to sea to fish, they sometimes catch some strange-looking unknown objects. Recently, CCTV reporters interviewed fishermen in Jiangsu, Zhejiang, Hainan and other places to see what these unknown objects they fished out of the sea were.

CCTV reporter Wang Li: This is the coastal area of Jiangsu, and not long ago, local fishermen caught an underwater unknown device while fishing in this area.

Jiangsu Yancheng fisherman Wang Suo: When we were starting the net, when the net was half up, I suddenly found that it was very heavy underneath, and there was a feeling of not moving.

Wang Suo is a fisherman in Yancheng, Jiangsu Province, he said that not long ago, he and the crew in the offshore fishing, when the net, found that the net is much heavier than usual, at first he thought it was a big fish, hurriedly increased the strength of the net machine, but after the net out of the water, a large black object is also in the net.

Jiangsu Yancheng fisherman Wang Suo: After fishing it up, I found that there was a black thing, with very advanced solar panels on the upper side, propellers on the back, and wings on both sides.

Wang Suo, who has been fishing at sea for many years, is still the first time to catch such a strange thing, after landing, he immediately reported to the local fishery administration and national security departments, and handed over the catch to a national research institute.

Wang Li, CCTV reporter: The device in front of me now is an unknown device that local fishermen caught when they went out to sea to fish not long ago, and we see that its appearance looks like a small boat, and the length is about 3 meters.

In order to find out the function of this unknown device, the reporter found Dr. Tang Jiansheng, an expert in china's hydroacoustic engineering.

CCTV reporter Wang Li: Judging from the appearance, can you tell what kind of device it is?

Tang Jiansheng, a researcher at a research institution: From the appearance point of view, the top is a boat-like thing, and there is actually a part below, which is composed of six wings, and the two parts are connected by an umbilical cord cable. A very obvious feature is that it also has a propeller behind it. Judging from the appearance, it is actually a wave glider. This wave glider underwater should be said to have a very strong direction control ability, which should be a relatively advanced wave glider.

Experts say that the wave glider is a new type of marine unmanned submersible that has emerged in recent years, which is composed of three parts: surface boat, hanging cable and underwater drive unit, which provides power to travel forward through the ups and downs of the waves, and then provides energy for the data collection, communication, positioning and other functions of the instrument through solar energy.

Tang Jiansheng, a researcher at a research institute: This wave glider is equipped with a lot of sensors, so it can measure some environmental parameters of many oceans. These three, one piece of two three solar panels, can make these sensors work for a long time, in the surrounding waters of our country can continue to work, continue to collect information about our marine environment, if it knows the environment very clearly, the concealment of our underwater targets will be threatened.

Experts introduced to reporters that this unmanned underwater vehicle is not a piece of equipment manufactured and used by Our country, and it can be determined that it is a secret stealing device secretly dropped by foreign countries in China's waters, with advanced performance and powerful functions, and can realize reconnaissance and intelligence gathering tasks.

Tang Jiansheng, a researcher at a research institution: It actually carries a lot of instruments and equipment, and we see it as having GPS on the surface.

CCTV reporter Wang Li: Which is GPS? The rod in the middle.

Tang Jiansheng, a researcher at a research institution: Yes, it has a positioning device, it has a radio communication device. It can take commands from external information in real time, let it go somewhere, let it collect something, and do some reconnaissance. Judging from this degree of wear, it should be said that it has been working in our target sea for a long time.

The reporter learned that at present, the biggest use of unmanned underwater vehicles is to collect intelligence such as surveillance and reconnaissance, especially to collect marine information closely related to military activities, such as water temperature, salinity, density, currents, and underwater sound fields in the target area.

During the interview, the reporter visited fishermen in Jiangsu, Zhejiang, Guangxi, Hainan and other places, and found that many fishermen had caught technical monitoring devices from abroad, and they had different models, types and advanced functions.

Zhang Xiaozi, a fisherman in Lianyungang, Jiangsu Province, caught a technical monitoring device as early as 2016 while fishing at sea.

Lianyungang fisherman Zhang Xiaozi: When I started the net, I saw that there was a spherical thing in front of me, and I didn't know what it was, so I fished it up and looked at it, and there were foreign characters on it. The lecture said that if we found a suspicious foreign device that could be handed over, we had a satellite phone on board, so we called to contact, and the state gave a reward.

In March last year, fisherman Cheng Lisong also discovered a technical monitoring device released abroad while fishing.

Lianyungang fisherman Cheng Lisong: When the net was released, it was hooked, (in diameter) with a large bowl mouth, a volume cylinder, a float on top, and a long line underneath, like a cable.

Cheng Lisong described the cylindrical objects he caught last year, and in Taizhou, Zhejiang Province, fishermen also caught similar devices. Experts told reporters that such a device is called an aviation sonar buoy and can also be used as a technical monitoring device.

Chen Qinglang, a researcher at a research institution: There is a shell here, this thing is called an airbag, after this thing is thrown into the sea through an anti-submarine aircraft, this (air bag) will be inflated, and after sufficient gas, this thing will float on the surface of the water. There are also electronic components, sensors, and there are many wires here, so the signals collected by its sensors have an antenna in the airbag, which is sent out through the radio, and its anti-submarine aircraft can receive it, and then it can get useful information. This thing is a parachute, and after this sonar buoy is dropped from the air, it must have a parachute in order to enter the water in a stable posture.

According to experts, this aviation sonar buoy is the main detection equipment of anti-submarine helicopters and anti-submarine patrol aircraft, small in size and light weight, and its main function is to search, identify and track submarines, and then transmit the target submarine information obtained through the internal antenna to the anti-submarine aircraft to carry out precision strikes on submarines.

Cadres and policemen of the State Security Bureau of Taizhou City, Zhejiang Province: These devices released by foreign countries in China's waters can collect data on ocean currents, hydrology, temperature, humidity, salinity, pollutants, etc. in our sea areas. Once these data are illegally collected or stolen from abroad, they will affect the activities of our warships and submarines, the launch of underwater missiles, the detection and communication of anti-submarine sonar, the detection and construction of oil and gas fields, and pose a serious threat to our homeland security, military security and deep-sea security.

Foreign espionage and intelligence organs regard the sea as a new battlefield and use technology and manpower to carry out intelligence gathering activities in China's coastal areas on a large scale.

In recent years, the domestic and international situations facing national security have become more severe and complex, and the task of safeguarding national security has become more arduous, and maritime security precautions are an indispensable part of it. With the increasingly complex and changeable international situation, espionage and espionage activities carried out outside China's coastal areas are not uncommon.

In view of the situation of foreign secret theft and enemies in China's marine field, the state security organs have earnestly strengthened technological construction, actively carried out special actions, adopted advanced technical means to continue to carry out anti-technology theft work, and actively discovered and detected a number of special secret theft devices released and used abroad in key areas such as the South China Sea. On August 21, 2020, state security agencies detected a suspicious device 30 nautical miles southeast of Sanya City, Hainan Province, which is such a special secret theft device.

State security organs have also insisted on the combination of special groups, continued to carry out national security publicity and education work to coastal fishermen and other groups, regularly organized national security knowledge training, vigorously strengthened the organization and construction of defense lines in coastal areas and counties, and more and more fishermen reported in a timely manner the captured marine unmanned underwater vehicles and technical monitoring and theft devices.

The reporter learned that since 2016, Jiangsu, Zhejiang, Hainan and other coastal areas have seized a number of overseas devices, and 91 fishermen and related personnel have been rewarded.

If the people in coastal areas find similar objects, they can call the state security organs to report the reporting acceptance telephone number 12339, and in accordance with relevant regulations, the relevant departments will reward the informants according to their importance according to the circumstances and clues of the reports that are verified to be true.

Luo Yuan, former deputy director of the World Military Research Department of the Academy of Military Sciences: Maritime security is an important security barrier for our Chinese nation, and China is now facing tremendous challenges to maritime security. When you say that your freedom of navigation does not mean that you are free to run amok, you cannot run amok. Throw some of your deep-water detectors at our doorstep, isn't that a sneak peek? It is absolutely impermissible under international law. Therefore, for the sake of national security now, we must strengthen the construction of maritime security barriers.

【Editor's Note】

At present, traditional security and non-traditional security risks are intertwined, and China's oceans and seas are facing traditional security threats such as homeland security and military security, as well as non-traditional security risks such as deep-sea security. National security is everyone's responsibility, everyone must be responsible, and everyone is responsible. On July 1, 2015, the National Security Law was promulgated and implemented, and April 15 of each year was established as the National Security Education Day for the whole people. With the extensive publicity and in-depth implementation of the overall national security concept, the national security awareness of the whole people has been significantly enhanced, and the vast number of citizens have actively taken the initiative to reflect suspicious situations endangering national security to the state security organs through channels such as the 12339 reporting telephone and the online reporting platform, providing strong support for the state security organs to prevent, stop and punish all kinds of activities endangering national security in accordance with the law.
