In 2015, China released a list of 100 Red Notice personnel to the world. Yang Xiuzhu, the No. 1 suspect of the "100 red notice personnel" who threatened to "die in the United States", is the key case mentioned by Xi Jinping.
In February 2003, while investigating a bribery case, the Zhejiang Provincial Procuratorate discovered clues to Yang Xiuzhu's suspected crimes while serving as vice mayor of Wenzhou.
On April 20, 2003, Yang Xiuzhu gave a brief explanation to the unit on the grounds that "the old mother is sick and wants to go back to Wenzhou to see", and after a group of 4 people went to Shanghai and flew to Singapore through Hong Kong, opening her escape road. In June 2005, Yang Xiuzhu appealed and applied for asylum after being arrested by dutch police, and the Chinese authorities continued to provide the Dutch police with evidence of her crimes in the country. In 2014, before the Dutch police arrested again, Yang Xiuzhu embarked on a flight. She devised extremely complex escape routes that eventually reached the United States.

The strange eyes of the acquaintances frightened her, and Huang Yurong moved from the west coast of the United States to the distant east coast, but still did not dare to contact the local Chinese.
"I've tried to hang myself many times, and I've looked after the tree several times. Particularly desperate, with tears, so miserable. The huge psychological pressure made Huang Yurong feel an unprecedented sense of despair.
In fact, Huang Yurong, who was in the United States in those years, was not happy, her parents, husband, and children were all in China, and she was alone in the United States. She fled in 2002 and didn't dare to call home until 2006, the day of her father's eightieth birthday. The father was speechless for a long time and said a word: "Come back, child." ”
Huang Yurong, who did not have the courage to return to China, often sat silly in the park, and was particularly sad when he watched others enjoy and harmonize their families. During Huang Yurong's stay in the United States, her parents died, and her son grew up, married and had children, which she missed.
After the "100 Red Notices" were announced, her husband, who had been sentenced for embezzlement, wrote her a long 19-page letter in prison urging her to turn herself in. After much deliberation, Huang Yurong finally submitted a written application to return to China in November 2015, becoming the first red notice officer to voluntarily surrender from the United States since Operation Skynet.
The taste in foreign countries is not good, and some people plan to sneak back home. The operation of Dai Xuemin, former general manager of the Shanghai Securities Business Department of the China Economic Development Trust and Investment Corporation, is staggering.
Dai Xuemin, who lived in a rented house on the outskirts of London, fled with only a small amount of money, and at one time it was difficult to pay the rent. After years of hiding, he gradually developed the idea of quietly returning to china to live. In October 2014, he entered the country with a British passport as "Joffrey Dai" and settled in his hometown of Anhui.
When the "100 Red Notices" were released in 2015, he was having dinner with a friend who looked at the pop-up window of his phone and said, "You're on a red notice." Dai Xuemin, who was drinking and punching, was extremely embarrassed, and the meal broke up unhappily. On the evening of April 25, Dai Xuemin was escorted back to Nanjing, chasing and fleeing faster than he could have imagined.

In the first half of this year, operation Skynet 2020 recovered a total of 589 fugitives. For example, on April 28, "red notice personnel" Hu Yipin was arrested in Vietnam, and on May 31, "red notice personnel" Qiang Tao was arrested in Myanmar, both of whom fled during the March epidemic and were arrested and returned to China less than three months later.
The 19th National Congress of the Communist Party of China clarified the direction of the anti-corruption international work of chasing fugitives and recovering stolen goods, and Xi Jinping stressed that no matter where corrupt elements flee, they must be arrested and brought to justice. "Zero tolerance attitude", "zero loophole system" and "zero obstacle cooperation" are the three principles of cooperation put forward by China in response to the creative pursuit of international fugitives and stolen goods. In October 2020, the G20's first anti-corruption ministerial meeting adopted a communiqué, calling on G20 parties to deepen anti-corruption international cooperation in fugitive recovery and recovery of stolen goods, emphasizing that "G20 countries will uphold a zero-tolerance attitude, build a zero-loophole system, carry out zero-obstacle actions, and continue to play an exemplary role in the global anti-corruption cause."
Skynet is restored, although it will be chased from afar. As Xi Jinping pointed out: Foreign countries must not be allowed to become a haven for some corrupt elements, and even if the corrupt elements flee to the ends of the earth, they must be chased back and brought to justice.
