Mou Yonghong, director of the Planning and Finance Department of the Lancang Jiangyuan Park Management Committee of the Sanjiangyuan National Park Administration, told reporters that brown bears entering residents' homes often eat ghee, fried noodles, sugar and other foods and destroy houses, and also attack cattle and sheep, causing a lot of property losses, and even occasionally biting humans. Similar phenomena are observed in wild animals such as wolves and snow leopards.

Mou Yonghong introduced that people try to drive away brown bears by setting off firecrackers and playing music, but over time, brown bears have also "learned to be smart", and even the forest public security gun warning is no longer effective. In recent years, news reports of Sanjiangyuan National Park have not been uncommon.

Humans and wild animals "meet in a narrow way", which can be described as both surprise and fright. On the one hand, this reflects that under the vigorous protection, the local ecological environment continues to improve, the population of wild animals continues to expand, and biodiversity is significantly restored. Statistics show that the number of Tibetan antelopes in the Sanjiangyuan area has recovered from less than 20,000 in the 1980s to more than 70,000 today, and snow leopards in the core area of Sanjiangyuan are frequent. On the other hand, this phenomenon also poses a real threat to the production and even life of local residents.

"Man-beast conflicts" occur frequently, and some people argue about the importance of man and wildlife. But in fact, ecological protection is not only to solve the problem of how to protect, but how to deal with the relationship between people and the environment.

Article 19 of the newly revised Wildlife Protection Law clearly stipulates that "where the protection of wild animals protected under this Law causes casualties, crop or other property losses, the local people's government shall compensate them." Mou Yonghong introduced that in 2019, Zaduo County introduced a livestock insurance mechanism, which was subsidized by the central, provincial and county finances for a total of 85%, and herders paid 15%. Local herders are compensated for the death of their livestock from wolves, bears or snowstorms. He also said, "Dealing with human-animal conflicts is a difficult problem in ecological protection, and the local government will continue to cooperate with scientific research institutions and other institutions to continuously explore better solutions." ”

The compensation mechanism reduces the losses of herders and increases their willingness to protect wild animals. In addition, the Sanjiangyuan National Park Administration has also changed wild animals such as snow leopards from safety hazards to unique resources for local people to increase income through franchising.

Ni Ga, director of the Bureau of Ecology Environment and Natural Resources Management of the Lancang Jiangyuan Park Management Committee of the Sanjiangyuan National Park Administration, introduced that since the implementation of the franchise project, the Lancang Jiangyuan Park has received 98 high-end experience groups, more than 300 people have entered Zaduo, and the cumulative income of the herders in the park has increased by more than 1 million yuan, and the people have effectively enjoyed the ecological dividends of the national park.

"The income of herders has increased, and their own quality is also improving. Some herders who work on eco-experience projects can even communicate in simple English.
