Comrades who are familiar with the history of the Party and the history of the Chinese revolution know that during the period of the domestic revolutionary war and the War of Resistance Against Japan, in view of the severe situation at that time, in order to avoid and weaken the cruel persecution of the Kuomintang reactionaries and preserve the living forces, the CPC Central Committee formulated the principle and policy of implementing "concealment and lean work" in the party organizations in the kuomintang areas. As for the activities of the CCP's underground organization during the "hidden and lean" period, people figuratively compared it to a state of "sleep" or "hibernation". In order to meet the new period and accomplish new tasks, it is urgent for underground party organizations to end their "dormant" state, awaken comrades who are "sleeping", resume organizational activities, and carry out new struggles. Since the victory of the War of Resistance Against Japanese Aggression and the beginning of the War of Liberation, the Guanzhong Prefectural Committee of the CPC and the Shaanxi Provincial Working Committee, which were stationed in Malan Town, Xunyi County, have successively dispatched more than 300 cadres who were originally transferred to the border areas to various parts of the Shaanxi Guotong District to awaken comrades who are "sleeping," restore and rebuild the party organization, and carry out activities by means of visiting relatives and friends, searching for the past, and connecting with each other.

In fact, the work of waking up comrades to "sleep" began as early as the second half of 1944. At the end of September and the beginning of October, the United Front Work Department of the Guanzhong Prefectural Committee held a ministerial meeting and a joint meeting of the united front work ministers of various counties to make specific arrangements for the party's work in the kuomintang area. It was also decided to "send people out to make contact, restore the organization, develop the organization, and consolidate the social profession of party members."

After the meeting, Guanzhong sent some party members and cadres to Guanzhong and Shaanxi to understand the situation, inspect party members, restore party organizations, establish secret armed forces, and greet the final victory in the War of Resistance Against Japan.

Quan Binghua was one of the first party members and cadres sent by Wang Feng after the joint meeting. Quan was a native of Weinan, then a liaison officer of the Guanzhong Prefectural Committee, and also the secretary of the battalion headquarters of the special agent battalion of the First Police Brigade, and before leaving, Wang Feng instructed Wang Jun, deputy director of the United Front Work Department, to assign him tasks, mainly to go to the Weinan area to understand and rectify the party organization. At the same time, through underground party organizations, the Kuomintang's conspiracy to mobilize 100,000 young people to join the army in an attempt to fight a civil war against communism was exposed, and underground party members were required to do everything possible to persuade their relatives and friends not to let their children join the youth army.

Kwon Binghua arrived in Weinan around mid-to-early November 1944. First of all, liu zhiru was reinstated as the secretary of the underground district party committee of Fengyuan. Liu Zhiru, a native of Liu Village, Weinan Province, served as the party secretary of Fengyuan District for four years, was arrested at one point, and after his release, taught at Xiguancun Primary School in Fengyuan. Quan Binghua came to Xiguancun Primary School, and Liu Zhiru gave Quan a detailed report on his arrest: A total of four people arrested together at that time were arrested at the primary school teacher training center held by the Kuomintang Weinan County Party Department, and several of the arrested comrades were escorted to the Kuomintang Shaanxi Provincial Party Headquarters. Liu Zhiru and the other three did not know each other and did not implicate each other, and Liu always resolutely refused to recognize his status as a Communist Party member, only admitting that he had participated in the "Anti-Enemy Support Association" organized by the Kuomintang, publicized the anti-Japanese resistance, and engaged in fundraising activities. Because the provincial and county party departments did not have conclusive evidence of Liu Zhiru, they did not hold him for a long time, that is, they sought bail and release him. Quan listened to Liu's report and learned that none of the more than 30 Communist Party members led by Liu had been arrested because of Liu's arrest, and the organization had not been damaged, indicating that Liu Zhiru's report was true and credible. Based on Liu's report and his own terms of reference, Quan decided that Liu would continue to serve as the secretary of the Fengyuan District Party Committee, and at the same time assigned work to Liu, allowing him to rectify the organization, carry out work, and dissuade young people from joining the army.

Second, the Sanzhang Town Party Branch was restored. Except for Li Jingbai, the secretary of the branch, who is a primary school teacher, the other five or six are peasant party members, and after turning into a "sleep" state, they have been ambushed for a long time and have no activity. Quan Binghua found Li Jingbai and explained to him the anti-Japanese situation and tasks, asking him to "wake up" other party members and carry out their work.

In the end, the relationship between the two party members was restored. These two party members, one named Li Zhixiang, also known as Li Xin, have joined the Kuomintang Central News Agency as reporters stationed in Shaanxi. The other, Wang Jiemin, joined the Construction Department of the Kuomintang's Shaanxi Provincial Government as a secretary. Although the two of them worked in Xi'an, the party's organizational relationship was still in Weinan. Quan Binghua sent Hui Chunlin, a party member from Xiayi ZhangCun, to Xi'an to contact the two men, and upon understanding that neither Li nor Wang had any problems during their "covert and elite" period, he conveyed the party's instructions to them, assigned tasks, and demanded that they carry out their work as soon as possible.

Quan Binghua went to Weinan County to work for more than a month this time, and with the exception of the two districts of Chishui and Gushi, he basically restored the party organizations in the whole county and carried out activities one after another.

Kwon Binghua went to Weinan again to restore the organization in mid-july 1945. After the conclusion of the Seventh National Congress, Zhang Desheng, Wang Feng, and other representatives of the Guanzhong Prefectural Committee returned to Malan to convey the spirit of the Seven Congresses, and decided to send a group of comrades to the Kuomintang District to convey the spirit of the Seven Congresses, wake up comrades who are "sleeping," and resume organizational activities. During the Seventh National Congress, he was notified by Wang Feng to Go to Yan'an, and Quan Binghua, who was doing the work of screening and rehabilitating several party members in Weinan, also returned to Malan, and after listening to the transmission of the spirit of the Seventh National Congress, Zhang Desheng and Wang Feng sent him to Work in Weinan again. In mid-July, Quan Binghua arrived in Weinan and focused on solving five problems:

The first is the establishment of the Chishui District Committee. In the first few times, Quan went to Weinan and did not go to Chishui because the situation after the destruction of the Chishui organization was unknown. In late May 1941, due to the betrayal of traitors, the Chishui organization arrested wang Shangde, Zhao Baohua, Liu Dexing, Jia Zengdong, and Zhang Sixiao, as well as several progressive young students, which was a criminal activity planned by the Kuomintang secret service organization for a long time, in an attempt to cut off these people and wipe out the underground organization of the COMMUNIST Party in weinan in one fell swoop. In addition, in February 1943, the Central Committee of the Communist Party of China had an important piece of information and promptly notified the Guanzhong Prefectural Committee by telegram. This information reflects that the Kuomintang secret service organs have a list of more than 20 underground party members in the Weinan area, such as Quan Binghua and Wang Jie, who are working in the Guanzhong Prefectural Committee, and Jiang Xingzhou, Lei Yumin, Yao Bichi, Ji Zhifa, Ma Zhenrui, Guo Tianyu, and Zhang Kebin, who are hiding in Weinan. The list states each person's family, occupation and even facial features. Quan Binghua and Wang Jie read the telegram from Zhang Zhong, secretary general of the Guanzhong Prefectural Committee, and the two judged that there must have been traitors and betrayed comrades in the party. Therefore, the first few times I came to Weinan, it was inconvenient to contact these Party members listed in the telegram. This time, Quan went to Weinan to first understand Yao Bichi's situation, understand the results, and found that Yao had no political problems. Yao taught at the Integrated Primary School, Quan went to Yao's home, Yao reported to Quan on the status of the Chishui organization, and at the same time reported on the performance of several arrested comrades in prison, Quan decided that Yao was the secretary of the Chishui District Party Committee, ji Zhifa was appointed deputy secretary of the District Party Committee, and also conveyed the seven spirits to them, studied their work, and the Chishui Organization was restored.

The second is the establishment of the Gushi District Committee. Gucheng is also the place where Quan Binghua failed to go last time, and this time when he arrived in Gucheng, Quan Binghua established the Gucheng District Committee. At this time, there was only one party member in Gucheng Middle School, Sun Shangwu. In addition, Zuo Tianen, principal of The Macun Primary School in Guyuanqiao, and Zhang Xiling, an officer of the Weinan County Folk Education Center, are also party members. After understanding that there had been no political problems with these three people, Quan summoned the three people to Zuo Tianen's home, conveyed the spirit of the Seven Congresses, and established the Gucheng District Committee, whose organizational name was called the CPC Gucheng Central District Committee, and decided that Zhang Xiling would serve as the secretary of the district party committee, and Zuo Tianen and Sun Shangwu would serve as members of the organization and propaganda committees. In addition to restoring the original party member relationship, Sun Shangwu also found several former training objects in Gudi Middle School, developed more than a dozen party members, and set up branches, mainly working among teachers and students.

Third, the Jiaoxi District Committee (including the Xiaoyi District Party Organization) was established, with Bai Zhizheng as the secretary of the district party committee, Xie Hong'en as the organizing committee member, and Zhao Qinghua as the propaganda committee member. Quan also assigned work to the Jiaoxi District CPC Committee, the main tasks of which were to straighten out the organization, make friends, recruit party members, try to penetrate into the Kuomintang party, government, army, police, and constitution, and do a good job in arming themselves.

Fourth, we further learned about Li Lingyun's situation. During the "hidden and capable" period, Li Lingyun once entered the education department of the Weinan County Government of the Kuomintang and served as an education committee member. As early as May 1942, Quan Binghua was sent back to Weinan by Zhang Desheng and Wang Feng to convey the situation and tasks to the underground party organization, and to cooperate with the CPC Central Committee and the military and people of the border area to smash Hu Zongnan's plot to gather heavy troops and attack the border area. After Quan arrived in Weinan, Li Lingyun reported to Quan that his identity might be exposed and there was a danger of arrest, and Quan Binghua immediately decided that Li would evacuate Weinan and return to the border area. However, Li's former wife died of illness, and his wife abused the children as an excuse, and he was reluctant to enter the border area. Based on Li's attitude, Quan conveyed to him the provincial party committee's "policy of surrendering to deal with Kuomintang agents." On the third day, Li Lingyun was arrested and imprisoned in Hua County Prison. After hearing the news, Quan Binghua immediately rushed to Dongyuan in Weinan and arranged for comrades who were related to Li Lingyun to quickly transfer. In 1943, Li Lingyun was released and became the principal of Yongqing temple primary school.

After Li Lingyun was released, his party membership had not yet been restored, and before Quan Binghua came to Weinan this time, Zhang Desheng and Wang Feng confessed to him that this time in Weinan he should find out li Lingyun's performance before and after his arrest. Quan returned to Weinan and went to Li Lingyun's house for an interview. Li told Quan: "After my arrest in 1942, in accordance with the spirit of the instructions of the provincial party committee, I only admitted that I was a communist at the time of the Weihua uprising, that I had long since left the organization, that I was not a party member, that I had not exposed the organization, that I had not betrayed my comrades. Later, he took me to the Xi'an labor camp. The agent never bothered me again. Quan Binghua listened to Li Lingyun's self-expression, and after understanding many parties, believed that Li Lingyun's expression was true.

Fifth, he found Feng Zhaorong. Feng is a member of the Feng Baozi district committee of Weinan County, a veteran party member, who has long served as a member of the District Committee of Chengguan District of Weinan County since 1938. At this time, he had already entered the inspectorate of the Kuomintang Wei (Nan) Tong (Guan) Garrison Headquarters and lived in the Huayue Temple at the foot of Mount Hua, and Wang Feng instructed Quan to relay to Feng that Feng try to break into the "military command." Quan rushed to Huayue Temple by train and conveyed to Feng the Seven Spirits and Wang Feng's instructions, and Feng replied: "Most of the people in the inspection office came out of the Lanzhou Secret Agent Training Class of the Military Command, and these people were very ghostly, I did not participate in the 'Lan Training Class', and it was not easy to get in. They generally do not develop Party members." Later, despite his efforts, Feng still did not enter as he wished.

In late September, Quan Binghua finished his two-and-a-half-month tour of Weinan and returned to Malan to make a detailed report to the Guanzhong Prefectural Committee and Wang Feng. In early October, the Guanzhong Prefectural Committee held a meeting to study Li Lingyun's party membership, which was chaired by Wang Feng. At the meeting, Wang Feng concluded: "After Li Lingyun was arrested, there were no political problems and he could resume his party membership. And a written decision was drafted by Yanke. In the decision, Li Lingyun's shortcomings were written, mainly because the family concept was too heavy and should be seriously pointed out to him.

After the liberation of the whole country, during his work in Weinan, Quan Binghua studied Li Lingyun's party membership many times, but for various reasons, Li's party membership problem has never been restored. This is a postscript.
