On the afternoon of October 9, the Beichen Court held a case quality and effectiveness analysis meeting in the first three quarters and a trial enforcement work promotion meeting in the fourth quarter to summarize and analyze the trial enforcement work trend of the Beichen Court in the first three quarters, promote the trial enforcement work in the fourth quarter, and ensure the high-quality completion of the work for the whole year. Leaders of all courts, heads of departments, post judges and judges' assistants attended the meeting, Vice President Xu Dianjun presided over the meeting, and Liu Yanhua, secretary of the party leading group and president of the party, attended the meeting and made a speech.
At the meeting, the heads of various departments reported in turn on the completion of the work of the department in the third quarter, and put forward the work ideas of the fourth quarter, checked the shortcomings and weaknesses in the work, and proposed specific measures to promote the work in the next step. President Liu Yanhua summarized the overall situation of trial enforcement from January to September 2021, and fully affirmed the outstanding results achieved by the whole court in law enforcement case handling, "I do practical things for the masses", service guarantees for the rule of law business environment, team building and other work. At the same time, on the basis of in-depth analysis and pointing out the weak links and prominent problems in the work of the Beichen Court in terms of trial quality and efficiency, the long-term unfinished case clearance and effect indicators, the next stage of work is deployed from six aspects. First, we must make every effort to grasp well the most important task of law enforcement and case handling. All trial and enforcement personnel should pay attention to controlling the increment and reducing the stock, grasping the key points in an all-round way, and promoting the overall benign operation of trial enforcement work; the president of the court should conscientiously perform the duties of trial supervision and management, and give play to the role of exemplary leadership and exemplary leadership. The second is to further improve the quality of cases. It is necessary to firmly establish the concept of quality first in handling cases, earnestly regard the construction of case quality as the first task and the top priority; actively organize various types of study and training throughout the hospital to promote the overall improvement of professional capabilities. The third is to further strengthen the management of case processes. In particular, it is necessary to strengthen the control of important process nodes to ensure that the entire process of litigation complies with statutory procedures; it is necessary to attach great importance to the management of trial limits, and strictly do a good job in applying, reviewing and approving changes to trial limits. Fourth, it is necessary to further standardize the work of judicial openness. It is necessary to strictly implement the deployment requirements of the Supreme People's Court and the Municipal High Court, enhance risk awareness, and steadily promote judicial openness under the premise of ensuring quality. Fifth, it is necessary to further enhance the initiative in implementing the system and mechanism. The existing systems and mechanisms should be actively, timely and comprehensively implemented, and it is necessary to avoid staying on paper and staying on paper, or the implementation is in the form and formalities. Sixth, it is necessary to further strengthen the work of resolving petitioning cases involving litigation. It is necessary to continue to consolidate the results of the resolution during the period of education and rectification, especially for the petition cases that have returned to the flow after partial resolution, it is necessary to once again carry out the interpretation of the law and answer questions, and in accordance with the principle of "three in place and one handling", we must do our best to achieve "double solution of everything in mind" and create a safe and stable social environment for the whole region.
