Luyi County (鹿邑县) is a county directly administered by Henan Province, but is administered by Zhoukou City, which is located in the eastern part of Zhoukou City. In ancient times, Luyi was also known as Minglu, Zhenyuan, Kuxian, Guyang, Xianyuan and so on. Located in the eastern part of the Eastern Henan Plain, it is the hub connecting the Central Plains Economic Zone and the Anhui River Economic Belt and the Yangtze River Delta.

The historical record of the construction of the city in Luyi County began in the Xia and Shang dynasties, and the small princely states (present-day Taiqinggong Town of Luyi County) were initially called "Li (Lài)". During the Spring and Autumn Period and the Warring States Period, Both Hù (present-day Taiqinggong Town, Luyi County) and Minglu (present-day Xinji Town, Luyi County) belonged to the State of Chen in Yuzhou. In July 42 (478 BC), King Hui of Chu destroyed Chen, and the suffering belonged to Chu. During the Qin Dynasty, Ku County belonged to the State of Chen of Yuzhou.
After the founding of the People's Republic of China, the administrative subordination relationship and administrative division of Luyi County have undergone several major changes and adjustments. For example, in the early days of the founding of the People's Republic of China, Luyi County successively belonged to Huaiyang, Shangqiu, Kaifeng, Zhoukou and other special districts. In 1968, it belonged to The Zhoukou Region. On June 1, 2000, the State Council approved the withdrawal of Zhoukou to set up a city, and Luyi belonged to it. On January 1, 2014, Luyi was promoted to a county directly administered by the Henan provincial government, but the administrative division was still subordinate to Zhoukou City.

Luyi ancient name "bitter" (hu), "true source", "Gu Yang", "Xian yuan", "Wei Zhen" and so on. In history, there have been three emperors who issued edicts to change the name of Luyi County, and Emperor Gaozong of Tang changed the name of the county to Zhenyuan in the first year of Qianfeng, and Yuluyi was the birthplace of truth (Taoist thought). Wu Zetian called empress dowager Li Mu the Empress Dowager, and in the first year of the first year of the zai dynasty, he changed the true source to xianyuan, meaning that Lao Tzu was a person who had attained the incarnation of immortality, and Laozi was born as the source of immortality. After Emperor Zhenzong of Song went to Luyi to pay homage, he changed the name of the county to Wei Zhen to show that he defended Lao Tzu and the supremacy of thought (truth) more than other dynasties. In the 18th year of the Sui Dynasty, the neighboring Wuping County had changed the name of the county to Luyi County because of the "many elk and often heard deer".
There are many cultural relics and monuments in Luyi. After the census, it was found that there are 2 Longshan cultural sites, 8 ancient tomb groups, 6 ancient buildings, and 11 steles. There are 4 revolutionary sites and 5 martyrs' tombs. By the end of 2005, there were 2 national-level cultural relics protection units, 2 provincial-level cultural relics protection units, and 23 county-level cultural relics protection units.
