On June 10, the Ministry of Public Security held a press conference to report on the work measures and results of the in-depth special action against cultural relics crimes. Among them, the Sichuan police recovered a cultural relics stolen by the Sichuan Provincial Cultural Relics Bureau 16 years ago, one of which is a first-class cultural relic from the Tang Dynasty Buddhist scriptures. Sichuan online reporters interviewed the police handling the case in detail.
Monday, December 13, 2004. When the staff came to the Sichuan Provincial Library As usual, the ancient books library was ready to open the door, and suddenly found that the door lock was broken. After inspection, the staff found that a batch of cultural relics hidden here was suspected of being stolen, and immediately reported the case to the public security organs. Limited by the conditions of handling the case at that time, the case could not make breakthrough progress, but the police and relevant departments have not given up the investigation.
After 16 years, a turnaround suddenly occurred. On August 29, 2020, guangdong Chongzheng Auction Co., Ltd. released the news of "Southwest Famous Ru Lin Sijin and His Friends and Friends Shuzha | Chongzheng 2020 Spring Auction", the Sichuan Provincial Library learned for the first time that after comparison, some of the documents were highly similar to the stolen documents of the Sichuan Provincial Library, and immediately reported the case to the Provincial Department of Culture and Tourism and the Provincial Cultural Relics Bureau, and immediately reported the case, took the initiative to show relevant evidence to the public security organs, and set up a special working group composed of relevant departments such as the Provincial Cultural Relics Bureau and the Provincial Library to cooperate with the public security organs in handling the case. With the joint efforts of the Provincial Library and the public security organs, the relevant lots were withdrawn and temporarily seized by the public security organs.
After receiving the report from the Provincial Library, the Chengdu Municipal Public Security Bureau immediately reported it to the Sichuan Provincial Public Security Department and the Criminal Investigation Department of the Ministry of Public Security, and immediately launched the "four-dimensional linkage" detection mechanism for cultural relics cases, and set up a three-level criminal investigation special case team based on the criminal police detachment's special class for cracking down on cultural relics crimes, and went all out to carry out case investigation and cultural relics recovery. After several months of meticulous investigation, the criminal suspect Chen Moujun was finally arrested and arrested.
Recently, in response to this realistic version of the "Central Bureau of the Antiques Bureau", the police handling the case of the criminal investigation detachment of the Chengdu Municipal Public Security Bureau disclosed the details of the investigation and handling of the case to reporters.

Change the thinking to solve the mystery, the task force found "key people"
The theft of the Sichuan Provincial Library has been 16 years since the incident, and the special case team carefully sorted out the case and found that the criminal suspect in the case had a strong sense of anti-investigation, and did not leave any valuable traces at the scene of the crime. "At that time, the security facilities were incomplete, and the traces and physical evidence extracted were limited, which could not provide direction for the detection of the case." The crime scene is a public area, and the footprints are messy. Police officer Tang Jun introduced.
At the same time, because the reporter has passed away, most of the staff has retired, and the Original Site of the Sichuan Provincial Library has been relocated, the difficulty of the police investigation and visit has increased sharply, and the investigation work has been in trouble.
How to solve the problem? Based on the clues grasped in the early stage of the case, the special case team conducted in-depth investigation and carefully studied the details of the case, and finally determined the direction of detection focusing on the logistics of the stolen documents. "Who sent the suspected stolen items to Guangdong Chongzheng Auction Co., Ltd.?" We found the bidder, who said he had bought it from an auction company in Shanghai in 2005. Tang Jun recalled.
According to this direction of investigation, the special case team has repeatedly traveled to and from Guangdong, Beijing, Shanghai, Henan, Gansu and other 5 provinces and cities to carry out the work of exploring and visiting the platoon, and the special case team has visited more than 50 auction houses, banks and other institutions, with more than 200 relevant personnel, and at the same time conducted intelligence research and judgment work on the information left in the collection of auctions.
Eventually, the task force discovered that the person who commissioned the auction of the stolen goods was named "Liu Decheng" and left a message in 2005 when it was delivered to an auction company in Shanghai. The police investigation found that the identity information of "Liu Decheng" was forged, and his main activity was in Deyang City, Sichuan Province, and there was a trajectory of activities to Shanghai. At the beginning of this year, the special case team immediately went to Shanghai to carry out relevant work.
The auction company locked the suspect in a word, following the line
During the work in Shanghai, the special case team visited major auction companies in Shanghai to understand the delivery of "Liu Decheng". When he arrived at Shanghai Jia X Auction Co., Ltd., a sentence from a staff member surprised and delighted the police of the special case team: "Wasn't this Liu Decheng arrested by the Beijing police?"
It turned out that in August 2007, Shanghai Jia X Auction Co., Ltd. was preparing to auction a "bronze gilt boy statue", and the bidder was "Liu Decheng". However, during the preview period, the staff of Beijing Han X Auction Co., Ltd. found that this "bronze gilt boy statue" was actually a stolen exhibit of the company in 2001, and the staff immediately called the police. Later, the Beijing police blocked the auctioneer "Liu Decheng" at the auction exhibition site of Shanghai Jia X Auction Co., Ltd.
At this point, "Liu Decheng", who has been hiding behind the scenes, has finally surfaced. In January this year, with the strong cooperation of the Beijing police, the special case team obtained the real identity of "Liu Decheng": Chen Moujun, male, 57 years old, from Deyang, Sichuan. Immediately, the special case team carried out further investigation work around Chen Moujun.
On January 28, the special case team blocked the criminal suspect Chen Moujun in Deyang City, and on the same day, searched the safe in his home to find an auction list of 5 auction items, of which the "Gongsun Eldest Son Feibai Book" book post was identified as one of the stolen collections of the provincial map, and the signature of the client on the list was "Liu Decheng".
The evidence was overwhelming, and Chen Moujun truthfully explained the process of committing the crime. Chen Moujun said that one afternoon at the end of 2004, he went to the provincial library of ancient books and books, thinking that there were high-value cultural relics in it and unguarded, so he temporarily became evil. Subsequently, Chen Moujun purchased tools and returned, and after destroying the lock on the door of the provincial ancient books library, he stole some of the collections stored in the library and commissioned the auction as "Liu Decheng" for profit.
It is hard to believe that Chen Moujun has already changed his appearance before his arrest. The reporter learned that Chen Moujun himself set up an art training class, and was also good at calligraphy, seal engraving, rubbing, etc., and even became a teacher at a local university for the elderly. However, the legal net was restored without leakage, and Chen Moujun, who thought that he had concealed the sky and crossed the sea, could not escape the punishment of the law in the end.
At present, Chen Moujun has been arrested by the procuratorial organs, and the case is being further investigated.
Wang Qinghong, deputy director of the Criminal Investigation Bureau of the Sichuan Provincial Public Security Department, said that the special case team conducted a comprehensive investigation of the 10 stolen collections and found that 9 lots except "Fish and Goose Collection" have been auctioned and transferred in Beijing, Shanghai and other places since 2005, and have successively flowed into the hands of many buyers. After repeated communication and work, the holders of the Tang Dynasty Buddhist scriptures donated cultural relics to Chuantu.
