Because rocket artillery has an incomparable large-scale lethality to an area where the active forces of a certain enemy are highly concentrated in a long distance, it can also bring great psychological deterrence to the enemy. In particular, long-range rocket artillery has the advantages of wide coverage area, large aiming points, large destructive power and long range, which is indispensable for the PLA, which has a natural phobia of weak firepower.

Although Soviet military technology greatly improved China's defense modernization technology from the founding of the People's Republic of China to the first five-year plan, rocket artillery technology was not included in its scope of assistance, so China could only rely entirely on its own to start research and development from scratch. At that time, the domestic weapons research and development department formulated five specifications of rocket artillery, the caliber of which was 107 mm, 130 mm, 180 mm, 273 mm and the maximum range of 100 km H-291 tactical rocket, of which the 107 mm rocket was eventually developed into a generation of guerrilla warfare artifacts: Type 63 towed rocket launcher. The Type 63 130 mm rocket launcher also eventually entered service successfully and eventually replaced the Katyusha series introduced in the early years.
However, the development of long-range rockets is very bumpy, although the project was launched as early as 1960, but subject to technical problems such as insufficient thrust of domestic rocket engines, it was not until 1971 that it was finalized and derived into the Type 71 180 mm self-propelled rocket launcher, which achieved two-way balance and greatly improved the accuracy and won the National Science Conference Award. But the weakness of the Type 71 is also obvious, the biggest problem is that the range is only 10 kilometers, similar to the Type 63 130 mm rocket launcher, and does not reflect the advantages of large caliber at all. The difficulty of the development of larger caliber rockets is even more imaginable, and the 273 mm Type 83 rocket gun took 25 years to set up a project to be finalized.

The Type 83 adopts the 60-1 type medium-sized crawler tractor as the chassis, equipped with four launch tubes, the launcher is a box truss layout, using a rocket with a total weight of 484 kg, a killing radius of about 70 meters, and a maximum range of 40 kilometers. Its main task was to eliminate the temporary stations, field airfields, tank groups and artillery positions that suppressed the enemy's large depths, and from the background at that time, it was obviously a threat to the northern heavy army group, so it was deployed in the artillery regiment under the group army.
Although the range and power of the Type 83 are beyond doubt, the level of fire control is obviously lagging behind, the accuracy is naturally disappointing, and the fire density is not ideal. Compared with the two large-caliber rocket launchers of the United States M-270 and the Soviet Union's BM-30 (tornado) at the same time, the overall level of the Type 83 was very different, so it was only produced in small batches and then discontinued in 1988. Nevertheless, China's defense science and industry departments were not discouraged, but improved and developed the WM-80 self-propelled rocket gun on the basis of the Type 83, which was finally finalized in 1995, with the help of two quadruple launchers/cartridge boxes, the number of launch tubes of the gun was doubled, the degree of automation and fire control equipment were strengthened, and the maximum range was rapidly increased to 80 kilometers.

The WM-80 has two kinds of rocket warheads, the first is a 150 kg blast class with a built-in 16822 pieces of shrapnel and a maximum kill radius of about 70 meters; the other is a submunition warhead of the same weight, with 380 submunitions built in, which can penetrate 80-100 mm armor plates. Due to the use of the Taian TA580 8-wheeled off-road vehicle, the WM-80 has a maximum road speed of 70 km/ h and a maximum range of 400 km/ h.
Overall, the WM-80 has the characteristics of high reliability, maneuverability and flexibility, and for the first time realizes the integration of bullets and artillery and the integration of ammunition transportation and storage, which greatly saves operating time. Because the power of 12 Type 191 salvos is equivalent to more than 90 Dongfeng-11 short-range tactical missiles, and thanks to the 8-wheel launcher, the road speed of the Type 191 reaches 60-80 kilometers per hour, which can be quickly transferred, and its rockets, although seemingly gold-swallowing, are still much cheaper than short-range missiles. In this way, the Type 191 can quickly and flexibly launch high-density and precision strikes frequently, thereby combining the fire support effects of traditional artillery and missiles to the greatest extent possible.
With the Type 191, the Type 03 can focus on the close-range low-end targets, and the Rocket Force naturally does not need to waste resources to targets within 300-500 kilometers, so that the strike tasks of units at all levels of the People's Liberation Army have been seamlessly combined. In contrast, in terms of known opponents, although the Iron Dome series showed great power in the face of low-end rockets armed by Hamas, it was completely powerless in the face of high-speed and high-precision Fire Dragon series rockets.
Therefore, the other side can only rely on anti-aircraft missiles that are at least many times more expensive than rockets for interception, but this will face two major problems: first, the number of anti-aircraft missiles is limited and expensive, and if a large number of salvoes are painful, it can be imagined; second, if the number of launches is reduced, then the interception efficiency cannot be discussed.

As for whether the Taiwan military can intercept all kinds of rockets launched by the Type 191? It's also hard. Although Israel recently relied on the Iron Dome interceptor system to make Hamas's attacks look like fireworks, the system never considered facing the PLA's long-range large rocket barrage. While the more advanced David Trebuchet Interceptor system was successfully tested in 2015, like the Iron Dome system, the David Catapult system has no experience in engaging high-end powerhouses. And given the consequences of offending China, Israel probably wouldn't dare to sell the system to Taiwan.

At present, India has three kinds of rockets, mainly the tornado series with a range of 90 kilometers, the Pinaka series with a range of 40-60 kilometers, and the hail series with the largest number but a range of only 20-30 kilometers. There is no doubt that the range of these rockets is even far less than that of the improved rocket type 03, and it is even less worth mentioning in the face of the 191 type.
In addition, the Indian rocket artillery is relatively backward in terms of its own fire control equipment and supporting command equipment, and there is a clear gap between the level of ammunition guidance and the PLA. What is more serious is that the logistical supply capabilities of the Indian army are obviously unable to meet the timely replenishment of rockets, so if there is a duel between the rockets of the two sides, there is naturally no suspense.
