On the afternoon of March 31, when the announcement printed "Hongkou District 35, 36, 37, 38, 39, 43 and 44 Neighborhood Housing Expropriation and Compensation Plan (Draft for Comment)" was posted within the scope of housing expropriation, marking the launch of the second round of plan consultation, the Shanshouli plot that had been dormant for many years "boiled". This is also the first old land plot to be launched in the new round of planning and layout of the North Bund, boosting the North Bund into the "fast lane" of creating a new benchmark for urban development in the new era.

Li Jinfeng, 67, who lives on the second floor of No. 124 Tanggu Road, and his son have lived in a 9.8-square-meter cottage for more than 20 years, and the kitchen room is a stove built next to the aisle on the first floor. "Heavy rain outside, light rain in the house" is the mantra of Aunt Li and the neighbors, in the face of typhoons and rainstorms, the room is full of pots and pans, ticking, unable to sleep peacefully all night. "The days of the old lane are miserable, and in recent years, I have fallen down the stairs nearly ten times. Now, I'm hopefully going to live in a new home in my lifetime. Aunt Li couldn't suppress her inner excitement.
Shanshouli plot consists of 7 neighborhoods, east to Kowloon Road, south to Daming Road, west to Wuchang Road, north to Hanyang Road, land area of about 62,000 square meters, a total of 2017 residents 2,548 households, 135 certificates of enterprises and institutions, but also the second land parcel promoted by Hongkou District and The Municipal Real Estate Group with the old reform model of "urban joint, government-enterprise cooperation, and district-based". Although located in the core area of the North Bund, you can see the magnolia plaza, the tallest building in Puxi, but like many old people below the second level, many residents of Shanshouli have now lived a life of carrying toilets and sharing stoves, fire safety hazards are prominent, and residents have been demanding to improve living conditions for many years.
From January 21 to 23 and from January 31 to February 9 this year, the first round of petitions was conducted on the Shanshouli plot, and about half of the residents came to sign on the first day. "Looking at the surrounding 59 neighborhoods, 90 neighborhoods, etc. have been successfully moved, everyone has been asking when it will be our turn, and the 'sunshine' of this old change is finally going to shine on the face, and at first it was still a little hard to believe." Wang Zhifeng, who took the lead in signing the contract, said.
Liu Feng, deputy general manager of the Hongkou District Second Levy Office, which is responsible for the Shanshouli plot, said that due to the sudden arrival of the new crown pneumonia epidemic, the "round of consultation", the district old reform headquarters, the old north Bund street old reform sub-command, and the second collection office have taken a number of epidemic prevention measures. In order to reduce the gathering of personnel, residents need to make an appointment with the manager in advance, come to the base in batches to hand over information, fill in a round of consultation form, when entering the reception venue, residents must take the temperature, wear masks, the body temperature can be normal to enter; the staff wear masks throughout the whole process, the office is disinfected twice a day; the staff carries out "one-to-one" communication and service to the residents through "non-contact" work methods such as telephone, WeChat, and video, and improves the efficiency of signing the contract. In the end, the Shanshouli plot successfully passed the "round of consultation" with a high proportion of 97.75%.
Although the task of epidemic prevention and control is heavy, the pace of improving people's livelihood cannot be left behind. On March 27, 138 Neighborhood in Hongkou District became the city's first old land plot to take effect after the resumption of work and production this year, and 1,011 residents bid farewell to their homes. The relevant person in charge of the Hongkou District Old Reform Headquarters said that the household registration and housing registration check and verification work of the Shanshouli plot has been basically completed, and next, it will carefully listen to the opinions of residents, do a good job in publicizing and explaining the old reform policy, actively resolve the contradictions between residents' families, and start the second round of consultation as soon as possible to help residents realize the "dream of a new home". At the same time, together with the collection office and the street old reform sub-command, we will accelerate the old improvement process of many plots such as 113 neighborhoods, press the "acceleration button" for the transformation and urban renewal of the old district of Hongkou with better services, and strive to ensure that the old reform target of 6,000 households in the whole district is completed this year.
