On April 13, this reporter went to the new countryside of Xingping Town, Guang'an District, and found that this once poor and backward small mountain village had undergone earth-shaking changes.
"Such a big change in the village cannot be separated from Secretary Dong's dedicated help." The village clerk Lu Shuzhong said heartily.
Secretary Dong in Lü Shuzhong's mouth is Dong Wei, the first secretary of the village. In 2017, the battle against poverty entered a critical period, and Dong Wei, who worked in the Guang'an District Market Supervision and Administration Bureau, took the initiative to ask for help and came to the new countryside of Xingping Town, which was deeply impoverished, as the first secretary. Strengthening party building, relieving people's difficulties, and developing industries, he used practical actions and full of enthusiasm to make the new countryside achieve poverty alleviation in the whole village in 2019. But he did not stop at this point, and still ran on the road of relieving the people's difficulties and helping the people's needs.
Strong Party Building: Consolidate the Foundation with Party Building and Build a "Locomotive" for Poverty Alleviation
In August 2017, after Dong Wei came to the new countryside, he integrated the limited village activity room space and built a multi-functional activity position integrating the "two committees" office, cultural room, library, health room and e-commerce platform of the village, and quickly improved the function of the activity position. Not only that, Dong Wei has repeatedly reported and coordinated with the main leaders of townships and support units to the Organization Department of the District Committee, successfully won the quota of "Rock Project" in Guang'an District in 2018, and built a new multi-functional village-level complex of 340 square meters, equipped with conference tables, chairs, information cabinets, computers and other hardware.
The train runs fast, all thanks to the headband. In the fight against poverty, the party branch is the "locomotive", the cadres are the "leaders and the main force", and their ability and quality directly determine the effectiveness of the poverty alleviation. After Dong Wei performed his duties in the village, he paid attention to the improvement of the ability of the party member team and the quality of organizational life. He started from improving various systems, improved the system of village cadres on duty, the system of serving the people, the system of financial management, the system of making party affairs public, and other systems, developed 2 party members, 2 active members of the party, 2 reserve cadres at the village level, and 5 leaders in getting rich, laying a solid organizational foundation for the development of poverty alleviation.
In addition, Dong Wei also insisted on giving frequent party lessons to villagers and carrying out party building activities.
Solve people's difficulties: Win the hearts and minds of the people with sincerity and help the people solve their worries and difficulties
The new countryside is a deep hilly area, the transportation is inconvenient, the villagers themselves to the town to sell chicken, duck and eggs and other agricultural and sideline products cost is high, how to help villagers to maximize the benefits has become a problem in Dong Wei's heart?
In order to help the villagers better sell agricultural and sideline products, Dong Wei and the cadres stationed in the village became buyers. They help villagers collect agricultural and sideline products, buy them at higher than the market price standard, and then resell them to friends in need or workers of the support department, which not only broadens the sales market for agricultural products in the village, but also helps the villagers continue to increase their income. At present, Dong Wei has helped villagers to sell more than 300 native chickens and ducks, 20,000 chicken and duck eggs, and 90 catties of honey.
"Secretary Dong, the convenient road here in front of our house has not been completed." In March this year, during the battle against poverty, Dong Wei learned that there was still a section of convenience road in front of Tang Kaixing and Tang Baiping's houses that had not been repaired, so he immediately tried to find a way to report and coordinate to the relevant departments to implement the construction of the convenience road. It is expected that the construction of these two sections of convenient roads will be completed by the end of June this year.
"Relieving the people's difficulties and helping the people's needs is the basic duty of every cadre." After the results of the college entrance examination were released last year, Dong Wei learned during the visit that Lv Shuting, the daughter of poor household Lu Guilin, was admitted to the Sichuan Health Rehabilitation Vocational College and was worried about tuition fees, so he immediately went to the District Civil Affairs Bureau to apply for a university freshman subsidy for Lü Shuting, and after applying, filling in the information and verifying the situation, he successfully applied for a 5,000 yuan bursary for Lü Shuting.
"Thank you very much secretary Dong for applying for a bursary for me, I will definitely study hard and live up to Secretary Dong's hopes for me." Lu Shuting, who received the bursary, said gratefully.
Xingxing industry: The integration and development of multiple industries will help the people continue to increase their income
To get rich, build roads first. After Dong Wei performed his duties in the village, he actively promoted the Xinnong Reservoir Ring Road Project.
It is understood that the project invested a total of 14.96 million yuan to build a 5390-meter-long and 6.5-meter-wide ring depot cement road, which will enable the new rural group to open the cement road after the completion of the project, and completely solve the travel difficulties and transportation difficulties of more than 1,600 people in the village. At present, the highway has completed an investment of more than 7 million yuan, a total of more than 50,000 square meters of excavation and transfer of soil and stone, the construction of the entire roadbed, shoulder guard, retaining wall and 21 culverts is nearing completion, and is expected to be completed by the end of June.
"The ingredient room, hatchery and 4 chicken farms have all been repaired and will be put into operation at the end of April." Dong Wei introduced that under the matchmaking of the help unit, Guang'an Xinnong Development Co., Ltd. was introduced to establish a 150-mu black chicken ecological breeding demonstration base in a group in the village. The base invested a total of 3.57 million yuan, of which the village collective invested 600,000 yuan, adopted the "company + village collective + poor households" model, implemented capital consolidation and dividends, developed the collective economy, and drove the village farmers and poor households to increase their income.
The green water and green mountains are the golden mountains and silver mountains. Dong Wei not only uses the green mountains in the new countryside to develop aquaculture, but also uses the abundant water resources and the funds of the East and West Poverty Alleviation Assistance Project to develop a 30-acre "runway fish farming" project. At the same time, with the village collective as the main body, vigorously develop lake sheep breeding and establish a lake sheep breeding base.
Since Dong Wei took up his duties in the village, the whole village has hardened 12 kilometers of roads, built 4.7 kilometers of new convenience roads, built 1 sewage treatment pond, renovated 14 houses, transformed 1 traditional courtyard, and installed 24 solar street lights.
At present, Dong Wei has always cherished the pure heart of "ten million rooms in Ande Guangsha, sheltering the world from the cold and the happy faces", and sincerely makes real efforts to achieve poverty alleviation and prosperity in the new countryside.
